The Cont

23、t only competent persons are assigned work tasks. This includes ensuring the worker has the skills, physique and knowledge to safely execute the work task.承包商主管应保证只把工作任务分派给那些胜任工作的人，这包括保证这名工人具有足够的技能、体格和知识以安全地执行该工作任务。4.6 Employee 职工Employees must know, understand and comply with the health, safety and
24、 environmental requirements of this procedure as applicable to the work they perform.职工必须知道、理解并符合该程序中适用他们所做工作的健康、安全和环境的各种要求。Employees must report to their Supervisor any equipment malfunction that may effect the safe operation of the equipment.职工必须向他的主管报告任何可能影响设备安全操作的设备故障。Employee must advise their
25、immediate Supervisor whenever unsure of the instructions for a task or where concerned about the safety status of any task.职工只要是对任务指示不清楚或对任何工作的安全状态有担心的地方就必须告诉他们的直接主管。5.0 INSTRUCTIONS 指导说明This Procedure shall be read in conjunction with the Project HSE procedures contained in Attachment A Project Spe

27、n 紧急情况与疏散An emergency action plan to ensure employee safety in the event of fire and other emergencies will be prepared in writing and reviewed with affected employees during orientation. The plan will include the following elements: escape procedures and routes, critical plant operations, employee

29、ring orientation, a project/facility will appraise employees of the fire hazards of the materials and processes to which they will be exposed.在入场指导期间，项目/机构将评估职工的火灾危险，包括各种材料和各种过程的火灾危险。5.3 Incident Reporting 事件报告Occurrences which result in property damage, injury or “Near Miss” events that have potent
30、ial for injury or property damage, will be promptly reported to supervision and the BSF HSE Manager and a report completed.发生财产损失、人员伤害事件或出现具有潜在的人员伤害或财产损失可能的“未遂事故”事件都要迅速向监管部门和BSF HSE经理汇报并写出报告。5.4 Vehicle Operation 车辆行驶Motor vehicles will be operated by licensed and authorized drivers. All posted spee
31、d limits and other traffic signs will be strictly observed. Where weather or other conditions dictate, additional precautions must be taken.机动车辆要由持照和许可的司机来驾驶，要严格遵守所有标出的限速及其它交通标志。当有天气或其它条件规定时，必须采取另外的预防措施。Seat belts will be worn at all times when traveling in company vehicles.乘公司车旅行时要一直系上安全带。Employees
32、 are prohibited from riding on loads, fenders, running boards, sideboards and tailgates.禁止职工坐在货物、挡泥板、踏脚板、边板及尾板上。All vehicles in use will be checked at the beginning of each shift to ensure that all parts, equipment, and accessories that affect safe operation are in proper operating condition and fre
33、e from defects.在用车辆要在每班开始时进行检查以确保那些影响安全行驶的所有零部件、配备和附件处在正常状态而且没有任何缺陷。Do not operate any unsafe vehicle.切勿驾驶任何不安全的车辆。Report any unsafe vehicle to supervisor.向主管报告任何不安全的车辆。All defects will be corrected before the vehicle is placed in service.在车辆投入使用之前修好所有的缺陷。Unattended vehicles must not be left with th
34、eir engine running.不能离开无人照看的引擎运转着的车辆。Drivers must not move vehicles until riders comply with all safety practices.在乘客符合所有安全惯例之前司机决不能开动车辆。No project/facility will authorize drivers to use any motor vehicle or earthmoving or compacting equipment when they have an obstructed view to the rear unless:当后方

36、ment, or parts thereof are suspended or held aloft, they will be substantially blocked to prevent falling or shifting before employees are permitted to work under or between them.当重型机械、设备或其部件悬在或停在高处时，要在职工被允许到其下方或之间进行工作之前被充分地锁定以防下落或移动。5.5 Conduct 品行Bechtel employees who engage in horse play, fighting
37、, and gambling; who possess firearms; or who possess or use alcohol or unauthorized drugs will be terminated. 38、hrough a basic orientation 所有来访者都必须经过一次基本的入场指导All visitors will be issued a pair of safety glasses and a hard hat and/or other appropriate PPE prior to entering any construction work area.所有来访者都将在进入任何施工工作区之前发给一副安全眼镜和一顶安全帽和/或其它适当的个人劳保用品。Coverall safety glasses will be issued and worn by visitors who
39、wear prescription glasses that do not meet specifications. 对原戴有不符合规范要求的自配眼镜的来访者将发给覆盖式安全 眼镜令其佩带。Persons escorting or allowing a visitor onto the CSPC-NANHAI project/facility are responsible to see that the visitor is properly wearing the required PPE and has received a safety orientation.陪同或准许来访者到CSP

Only equipment complying with regulations or other applicable regulations/standards will be

Equipment that has been altered in any way will not be worn on the project.保护装备和/或服装的穿戴要符合适用的政府规定，只有符合规定或其它规定/标准的装备才能使用，经过任何方式改装的装备不得在本项目穿戴。Bump caps and metallic hard hats or caps are prohibited. 禁止使用轻质薄塑料和金属的安全帽。Welders are required to wear head protection (hard hats) during welding operati

Soft cap welding or cutting may be authorized only at the direction of the BSF HSE Manager.焊工在焊接作业时要求戴有头保护装备（安全帽），只有在BSF HSE经理的指示下才允许戴软帽进行焊接或切割。All personnel are required to have the company logo and name displayed prominently on their hard hat. The name will be applied above the brim of the ha

45、he Bechtel project will wear approved protective eyewear during working hours.
