1、从莞高速公路惠州段奠基仪式策划方案一、时间：2009年12月 日上午10：30二、地点：博罗县园洲镇工业大道（现场工地）三、目的意义：从莞高速公路惠州至广州增城段为地方高速公路网规划建设项目，已列入我省2009年度高速公路重点建设项目和我省第一批扩大内需项目之一。2009年12月 日，从莞高速公路惠州段建设动员大会正式启动，是在省委、省政府，省直属有关单位、以及惠州市委、市政府领导的关心与支持下顺利掀开了前进的篇章。通过隆重而热烈的仪式和省、市各媒体的相关报道宣传，多方面、多角度的展示从莞高速公路惠州段项目是我市构建“五横三纵”高速公路网、实施过境通道高速化的重要组成部分。项目建成后，对进一步
2、优化我市交通环境和加快惠州融入珠三角“1小时经济生活圈”的步伐，对充分发挥惠州的优势、打造“四个区域性中心”具有十分重要的意义。四、参加人员：1、参加贵宾：省发改委、省交通运输厅，惠州市委、市人大、市政府、市纪委、市政协领导2、参加嘉宾：市发改局、市交通局、市高速公路建设工程指挥部、市法制局、市国土局、市规划建设局、市环保局、市水利局、市监察局、市国资委、市林业局、市公路局、市物价局、市建设银行；东江航道管理局、市航道局，增城市政府、市交通局、市国土局、市规划建设局、市环保局、市林业局、市水利局，增江街道办事处及有关村委负责同志；博罗县政府、县有关部门及项目沿线各镇政府、村委的有关负责人（具体
3、名单略）3、项目公司各股东单位领导、工程设计、咨询、从莞高速公路兄弟段单位、项目公司全体员工以及新闻单位代表。参加人数约200人，其中：贵宾约20人，嘉宾80人，项目公司股东、从莞高速公路兄弟段、设计、咨询单位及项目公司员工约100人。五、奠基仪式准备工作领导小组：组长：陈伟华副组长：谭桂勇、王育辉成员：项目公司全体成员办公室：设在综合事务部，工程技术部配合。六、奠基仪式准备工作分工（略）。七、仪式形式与规模请礼仪公司对仪式场景进行布置，具体如下：1、彩旗布置：园洲镇工业大道入口处开始布置，道路两旁插活动彩旗，高1.5M宽0.5M，高档彩旗锻布，印有文字“热烈庆祝从莞高速公路惠州段奠基仪式隆重
4、举行”。2、工业大道出口处（即垦荒地往会场方向）设“欢迎标语”。3、主会场布置：（1）主席台：30m（长）x10m（宽）x0.8m（高），整体为钢架结构，台面铺金布。摆放两排主席台桌，每排可坐15人，共30人左右。两侧没梯步，台面及梯步用戏色地毯覆盖；主席台前面摆置8种花卉。（2）背景板：正面内容为“热烈庆祝从莞高速公路惠州段奠基仪式正式启动”。规格为：30m（长）x5m（高），上挂喷绘主题图案。南面内容为“感谢省、市及各级领导对从莞高速公路惠州段项目的关心和支持”。 主席台遮棚：30m（长）x10m（宽）x5m（高），钢架结构，包高密度挡风挡雨喷画。（3）祝贺花蓝：30个，分别摆设于迎宾门左
5、右两侧。（4）签到台：2组，分贵宾、嘉宾，分列于迎宾门左右两侧，备签到本、笔等。（5）礼仪小姐：10位，在签到处为来宾佩带胸花，引导各位来宾进入休息室及协助其他工作。（6）设贵宾休息室8个，可容纳50人。（7）嘉宾席：设2排桌子，台面为红色绒台布，每排分左右两侧台10人，后摆180把椅子，供来宾、记者使用（中间预留十字形通道，第一排离开主席台8M左右间距）。（8）现场气氛布置：（升空汽球、彩旗、红地毯、电子礼炮、皇家礼炮、军乐队、威风锣鼓、小汽球放飞、醒狮乐队）（9）庆典用品类：主席台、背板、地毯、音响、花蓝、绿色植物、点睛用品、礼仪小姐、绶带、胸花、贵宾胸牌、红绸花球、礼品、路标、站位牌（具
6、体待礼仪公司的出具主席台效果图）（10）印刷品类：请柬、工作证、记者证、执勤证、车辆通行证、手提袋、宣传品（具体待礼仪公司出具设计图）八、现场布置：空瓢、彩旗、横幅、贵宾休息区、醒狮表演区、威风锣鼓表演区、军乐队表演区（具体见礼仪公司出具平面布置图）1、在主席台前方左右侧摆放4门皇家礼炮、6门电子礼炮，将在领导奠基培土时、宣布奠基仪式启动时释放。2、在主席台背景后面暗藏着小气球，将在领导推动宣布开工时释放。3、主席台周围放有拱门、升空汽球、彩旗、红地毯、盆景，鞭炮。4、在道路旁边安插彩旗及施放气球来营造浓烈的宣传氛围，塑造从莞高速公路惠州段开工的整体形象。5、音响设备：立麦2个，摆放于主席台左
7、右两侧，演讲台1个，供领导使用，备用1个。6、在主席台左侧摆放6台铲车、并配有大红花。7、设演讲台一座。8、其他（1）临时设有5个移动卫生间，主席台北面两侧为停车场。（2）仪式现场全过程摄像，并制作成DVD。九、庆典项目费用预算（1）会场布置费用约16万元（具体由策划公司提供，不含会场用地平整费用）；（2）礼品费用的初步预算约7万元，其中，（贵宾备40份，1000元/份，嘉宾备100份，拟采用现场礼品300元/份，贵宾另加一份礼品，由接待人员另行派送）（3）媒体酬劳费：300元10人=0.3万元（4）仪式举行当天的餐费：1500元20台 =3万元；住宿费2万元（仪式举行前一天省相关职能人员的住
8、宿费）（5）酒水（红酒）1.8万元；（6）平整场地租赁机械5万元；（7）备用金：3万元；以上费用合计37.1万元(以实际发生为准)。十、仪式议程表演队伍：军乐队、威风锣鼓、醒狮时间：2009年12月 日上午10：3011：30（历时60分钟）主持人：待定（一）仪式开始前准备工作12月 日：上午7:30现场所有东西和人员全部到位。（包括电子礼炮、皇家礼炮、军乐队、威风锣鼓、醒狮乐队、礼仪小姐）上午8:00请所有工作人员检查现场所有设备，（包括电力是否够压、音响的调试等问题）8：30威风锣鼓渲染现场气氛，醒狮穿插表演，体现惠州地方特色。9:009：30贵宾、嘉宾签到贵宾、嘉宾到达现场，礼仪小姐配合
9、工作人员接待贵宾，为贵宾、嘉宾佩戴胸花，协助贵宾在签到处题词，并引领至贵宾休息区休息。9：0010：00 军乐队配合现场演奏迎宾曲、欢乐颂、团结友谊进行曲等曲目，欢迎贵宾和嘉宾 莅临现场。10：0010：25 来宾到达现场，礼仪小姐配合工作人员接待来宾，为来宾佩戴胸花，协助来宾签到。（二）仪式举行的工作10：3011：00 女主持人幕后播音“请出席典礼的嘉宾在指定地点就位”。（拟邀请电视台女主持）11：00 女主持人幕后播音：“请出席典礼的贵宾在主席台上就位”，同时播音“请市领导主持奠基典礼”。11：0011：05 主持人向来宾隆重的介绍参加本次仪式的各位贵宾。11：0511：10 主持人有请

13、方向直行50米处，配文字。3、主会场外沿途 彩旗：100面，将印有“从莞高速公路惠州段”（待定）字样的彩旗插放在主会场外公路两侧，以起到引导作用。 路标：10个，放置于主会场外沿途公路两侧，起指向作用。圆桌和椅子。4、贵宾签到处：设于贵宾休息区旁，签到桌用红色金丝绒覆盖，台面上放置高级题名薄和题词笺以及胸花。5、嘉宾签到处：设于嘉宾观礼区旁，签到桌用红色金丝绒覆盖，台面上放置题名薄和题词笺以及胸花。6、军乐队：20人，设置于嘉宾观礼区旁。7、醒狮表演区：设置于嘉宾观礼区后方。8、嘉宾观礼区：设置于离主席台15米处。9、威风锣鼓：40人，站立于醒狮表演区后方。10、围栏：50根。11、停车位：贵
14、宾停车位设置在一级警戒线内。12、站位牌、标志牌：10个。二、后勤保障和交通安全活动当天沿途的交通疏导工作和仪式过程中仪式现场的治安保障、公共秩序维护工作由惠州市交通局负责与政府有关职能部门协调以下工作：协调本次活动在主要路段布置彩旗、标语、指示牌等的审批工作、仪式现场的电力供给工作由园洲镇政府负责协调。（一）后勤工作本次奠基仪式专门设计了工作证、记者证、执勤证、车辆通行证以及请柬、手提袋，届时来宾一律凭证件和请柬进入主会场。保证会场的严肃性。会场用电保证60千瓦电源，电源插口配置至主席台旁。贵宾休息区准备好矿泉水等饮品。（二）安全保障为严格保证本次仪式的顺利和安全，由博罗县公安局配合承办单位
