4、ren both physically and mentally, but also brings about adverse impacts on families and society.西安博爱儿童虐待预防救助中心作为中国大陆唯一一家预防救助受虐儿童的机构，自2007年起，在Wheat Ridge基金的支持下，与菲律宾儿童性侵犯防治中心（以下简称CPTCSA）合作在陕西省开展了为期三年的“春晓”计划项目，编写了大量关于儿童个人安全课程的教辅材料，同时为陕西省18所学校的教师进行了儿童个人安全课程的培训，取得了显著的效果。Xian Philanthropic Child Abuse Tre
5、atment & Aid Center serves as the sole organization of child abuse prevention and protection in the mainland China, since 2007, under the support of Wheat Ridge fund, cooperates with the CPTCSA, the center has carried out “CHUN XIAO PLAN” in Shaanxi which lasts for three years. The center staff has
6、compiled many teaching materials on child personal safety curriculum. Meanwhile, relevant trainings were delivered to teachers from 18 primary schools in Shaanxi, which has achieved marvelous results.为了进一步巩固和扩大项目成果，使更多的孩子受益，西安博爱儿童虐待预防救助中心计划与CPTCSA继续合作，运用现有的经验和资源，在陕西省境内对更多的学校教师进行培训，使更多的孩子受益，更加系统的建立一个
7、以学校为核心的儿童性虐待预防体系，以提高儿童自我保护意识及教师、家长在预防、发现和处理案例方面的技能。In order to further strengthen and enlarge the fruits of the project, and to benefit more children, Xian Philanthropic Child Abuse Treatment & Aid Center plans to continually work with CPTCSA, and make use of the current experience and resources, to
8、 train more primary school teachers on child protection in Shaanxi, to set up a more reasonable child sexual abuse prevention system based on schools, in order to raise self-protection awareness of children and enable teachers and parents with prevention, recognition and disposal expertise in these
9、cases. 同时CAPTC将积极发挥在儿童救助方面的作用，一方面借助“春晓”计划的平台向广大师生及家长宣传防止儿童虐待的相关知识和法规，另一方面将对已经发生的案例进行及时、有效的救助。At the same time, CAPTC will play a positive role in child treatment. 10、o teachers and parents; On the other hand, to deal with the already occurred cases timely and effectively.项目背景：Background随着越来越多针对儿童的性暴力事件被披露，儿童性虐待问题逐渐被公众所关心。国际研究显示，约20%的妇女和5-10%的男子自述儿时受过性虐待儿童性虐待；世卫组织估计，在全世界18岁以下的儿童中，涉及强迫性交和性接触的性暴力普遍率为男孩7300万人，女孩1.5亿人。Along with the disclosure of a growing number of
11、sexual violence incidences against children, child abuse issue is drawing attention from the public progressively. According to an international study, about 20% women and 5-10% men stated that they were sexually abused in their own childhood; while World Health Organization estimated that the preva
12、lence rate of sexual violence against children under the age of 18 worldwide which involves forced penetration and sexual contact are 73 million among boys and 150 million among girls.对未成年人的性侵犯是对生命最彻底的摧残，它不仅影响孩子的内心，还会造成一系列的社会问题。儿童性虐待在一生中的影响造成6%的忧郁症病例；6%的酒精和药物滥用；8%的自杀未遂行为；10%的惊恐障碍和27%的创伤后应激障碍。这类危险因素和
13、行为有可能成为导致某些死亡、疾病和残疾的主要原因。Sexual violence against juveniles is devastating to their life, which not only exert negative influence on their hearts, but also cause a series of social problems. Child sexual abuse brings about 6% melancholy cases, 6% alcohol and substance abuse, 8% suicidal attempts, 10%
14、 panic disorder and 27% post-traumatic stress disorder in childrens whole life.CPTCSA于2007年在陕西省开展的为期3年的“春晓”计划,开发了儿童性虐待预防的教师手册、父母手册、儿童手册及如何在您的学校实行儿童保护计划等系列教材。In 2007, CPTCSA launched a 3-year“CHUN XIAO Plan”, a series of books concerning child sexual abuse - How to Implement Child Protection Program
15、in Your School teachers manual, parents manual and childrens manual were developed. 给西安市近60所小学的教师、学生及家长进行了培训。Moreover, a workshop was delivered to teachers from approximately 60 primary schools, students and parents in Xian.随着有中国特色的儿童个人安全课程教材的开发，及通过近60所学校培训所得到的经验的不断积累，我们相信该项目必将推动全省甚至全国儿童个人安全教育领域的政策改
16、进。Along with the development of child personal safety curriculum and the experience accumulated through trainings delivered to the 60 schools, we believe that the project will give an impetus to the policy improvement concerning child personal safety in Shaanxi, and even the whole country.因此，为了使更多的儿
17、童受益，为了获取更多儿童个人安全教育领域的经验，以逐步完善项目所开发的系列教材，为了更好的推动陕西省乃至全国儿童个人安全教育方面的政策演进，西安博爱儿童虐待预防救助中心希望在为期3年的项目基础上，继续开展为期1年的延伸计划，使已经开展过儿童个人安全课程的学校在三年级课程的基础上，延伸扩展，利用项目新开发的教辅材料，在全校15年级开展该课程。另外，与教育局钟老师及宣明会合作，继续对更多的学校进行培训，扩大项目影响。项目描述：Project Description目的：Purpose教授西安市小学生个人安全保护的方法和技巧，提升西安市广大教师、家长关于儿童个人安全意识及预防、发现、处理案例的技巧和
18、能力。目标：Targets提高西安市广大教师、家长对儿童虐待的认识，尤其是儿童性虐待发生的状况、后果、危害性以及对儿童身心造成的严重影响，预防潜在的儿童性虐待案件的发生，对已经发生的儿童性虐待案件能够正确予以回应，上报；通过学校和其他系统，完善受虐儿童自主上报的途径；通过信息传递、技能培训，赋权儿童，提高儿童的自我保护意识，教授儿童自我保护方法和技巧，主动上报遭受的伤害；帮助受害儿童和家庭获得救助，使虐待事件对儿童和家庭的影响降到最低。项目活动：Project Activities与已经开展儿童个人安全课程的学校继续合作，利用项目新开发的教材在3年级课程的基础上，开展15年级课程。与宣明会合作
19、，在白河县开展儿童个人安全课程。与教育局钟老师合作，进一步增加实施“春晓”项目的学校。项目实施计划：Project Implementation Plan目标具体目标完成时间1、与已经开展儿童个人安全课程的15所学校继续合作，继续延伸、拓展课程范围及内容。1、监督并评估各个学校3年级儿童个人安全课程有序、有效的完成。2011年3月-6月2、与各个校长联系，争取给学校更多教师进行培训（建议每个年级2名），为开展1-5年级儿童个人看全课程做准备。2011年4月-8月3、在各个学校1-5年级开展儿童个人安全课程，并时时监督评估。2011年9月-2012年1月2、与世界宣明会合作在白河县开展春晓计划。
20、1、与宣明会合作，利用宣明会试点社区资源扩大春晓项目实施范围，以期在陕西省境内开展。2011年5月-9月2、在白河县召开研讨会（各个相关政府部门工作人员（教育局、妇联、派出所等）、律师、教师等）以提高对儿童个人安全工作的意识2011年10月-12月3、根据需要为试点社区学校提供培训。2012年1月-4月3、与教育局合作，进一步扩大开展春晓计划项目的学校范围。1、与教育局钟老师联系，确定第二批参加春晓计划项目的学校（计划20个学校）。2011年4月-5月2、与教育局及各个学校联系，确定时间对第二批学校教师进行培训（首先进行3年级课程）。2011年5月-9月3、与各个学校联系安排开展个人安全课程时
21、间。2011年9月-10月4、确定课程时间后与各个学校授课教师联系进行课程评估。2011年10月-2012年1月5、与学校联系确定时间对教师进行15年儿童个人安全课程培训。2012年2月-4月预期效果：Expected Results改变社会对儿童性虐待的错误认识。建立以学校为核心的儿童性虐待预防、处理体系，提高学校处理儿童性虐待案例的能力。增强教师、家长对儿童性虐待的预防意识。提高儿童自我保护意识，预防和减少性虐待事件的发生。 提高儿童对性虐待事件上报的能力。方法：Methods在教育局所提供的小学中进行儿童个人安全课程，由“春晓”项目组提供培训及所需教材。帮助学校建立案例上报体系。西安博爱儿童虐待预防救助中心将提供已发案例的救助。评估：Evaluation将主要以基线调研和问卷的形式进行，评估问卷见教辅材料如何在您的学校实行儿童保护计划。项目经费：Project Expenditure人工（项目协调员）：100美元*12个月=1200美元培训会务费：150美元*3次=450美元交通费：10美元*12个月=120美元参会教师交通食宿补助：5美元*50人次*3次=750美元 通讯费：5美元*12个月=60美元教辅材料印刷费：3200美元项目印务费（含培训资料费）：100美元耗材：50美元其他杂费：100美元合计：6030美元
