1、Hot Work1. Applicability1.1 This procedure is applicable to HPS &HBS Greater China . It applies to both company personnel and contractors. It establishes minimum requirements that shall be met by all HPS&HBS Greater China sites. In addition to complying with this procedure, HPS&HBS Greater China sha

This individual also provides guidance on training requirements for Primary Responsible Persons, Authorized Employees, Fire Watchers

19、.1 Areas such as welding shops, metal working areas (e.g. maintenance shops, cutting shops, soldering stations) or similar, which are isolated and do not have any flammables or combustibles present to propagate a fire, shall be identified as Safe Designated Areas and specified Hot Work can proceed w

A properly completed Hot Work Permit shall be displayed at the
24、job site until the Hot Work has been completed. 25、2 A Hot Work Permit will be issued for the duration of one shift only. Extensions may be granted according to site requirements. 明火作业许可证只在一次轮班期间有效。可以根据现场要求准予延长。4.3.2.2.1 A new work crew will require a new permit to be issued. 新的作业班组将需要颁发新的许可证。4.3.2.2.2 Any potential change to the working conditions
26、shall be evaluated to determine if a new permit must be issued. 应当评估作业条件的任何潜在变化，以决定是否必须签发新的许可证。4.3.2.2.3 If a permit extension is granted beyond one shift, affected supervisory personnel shall communicate their permit responsibility to the supervisor of the next shift. 如果准予了超过一次轮班的许可证延长，受影响的监督人员应向下一
27、班的监督人传达他们的许可证职责。4.3.2.3 The Operating Department and its Primary Responsible Person must ensure that Hot Work Permits are completed for all Hot Work activities in areas not being defined as Safe Designated Areas. The Operating Department has to approve the Hot Work Permit for contractor work. 作业部门及其

29、的情况下，每个明火作业工作将需要一份单独的许可证。4.3.2.5 Barbecue grills are not exempt from the permitting process and also need the provision of a Hot Work Permit. The following precautionary measures shall be taken, as a minimum: 4.3.2.5.1 Outdoor: A Fire extinguisher must be readily available, if Propane or Charcoal Gr
30、illing activities are involved. A designated Fire Watch shall ensure that a Propane grill fuel source is isolated and then continuously monitor the grill for at least 30 minutes. Charcoal must be extinguished by soaking it with water, and then continuously monitored for at least 30 minutes. The desi
31、gnated area outside buildings must be at least 35 feet (11 m) away from any combustible material/structure and from vehicular traffic, and not in an operating area. 4.3.2.5.2 Indoor: Any kind of grilling activities under tents or building canopies are strictly prohibited unless a permit is received
32、from the local regulatory fire authority. Charcoal Grilling and Propane Grilling within buildings is also prohibited, unless installed as a permanent fixture within the building in compliance with NFPA 96 Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations, or more
33、restrictive local regulation. 4.3.3 Proper Precautions and Safeguards适当的预防和保护4.3.3.1 Avoid Hot Work of any kind in areas handling, processing or storing flammable liquids, gases or combustible dusts. 避免在处理、加工或储存可燃液体、气体或易燃尘埃的区域进行任何种类的明火作业。4.3.3.2 Appropriate personal protective equipment must be worn
34、 to protect the eyes, face, hands, arms, body, feet, etc. from the hot work and potential process materials in the area. 必须穿戴适当的个人防护装备以保护眼睛、脸部、双手、手臂、身体、足部等等，不受明火作业和区域内潜在加工材料的伤害。4.3.3.3 Clothing shall be selected to minimize the potential for ignition, burning, trapping hot sparks, electric shock or
35、arc flash. 选择的衣物应将点燃、灼伤、吸引火星、电击或电弧的可能性降到最低。4.3.3.4 As a minimum, the following precautions and safeguards included on the hot work permit shall be completed, prior to any hot work. 至少应当在开始任何明火作业之前，完成包括明火作业许可证在内的以下预防措施和保护。4.3.3.4.1 Where automatic sprinklers or other fixed fire protection systems are
36、 installed, the protection system(s) must be in automatic, ready service or an alternative protection means must be provided. 在安装有自动洒水装置或其他固定防火系统的地方，保护系统必须自动时刻准备好服务，或者必须提供备选的保护方法。4.3.3.4.2 A fire extinguisher or an active fire hose must be available in the immediate vicinity of the work. 作业区域旁应有一个灭火

38、air and safe operating condition. 必须维修好明火作业将要使用的设备，并使之处于安全的作业状态下。4.3.3.4.5 Flammable gas containers shall be secured. 可燃气体的容器应可靠。4.3.3.4.6 The area within 35 feet (11m) of the work area shall be clear of all flammables or combustibles, including but not limited to: paper, chips, sawdust, flammable l

45、n vapors or other flammable liquids or gases may be, or may have been present near the Hot Work site, flammable vapor tests shall be carried out prior to issuing the permit to ensure it is safe to proceed. Hot Work shall only be authorized where the initial flammable vapor concentration reading is l
46、ess than or equal to 5% of the Lower Explosive Limit (LEL) and oxygen concentration is less than or equal to 23.5%. Where there is a likelihood that conditions will change once work commences, purging, forced mechanical ventilation and continuous monitoring may be needed. 烃蒸汽或其他可燃液体或蒸汽可能存在于明火作业现场附近的

48、 oxygen monitoring shall be provided where work includes open flame, welding, or grinding within confined spaces, within 35 feet (11m) of enclosed equipment or piping containing flammable vapors where accumulation of vapors would represent a hazardous condition, within 35 feet (11m) of sumps or drai
