10、rities.与当地有关主管部门联系。1.1.3 Indicate that the Handling Company is acting as handling agent for the Carrier.表示作为承运人的服务代理人而行事。1.1.4 Inform all interested Parties concerning movements of the Carriers aircraft.向有关各方通报关于承运人飞机动态。1.2 Administrative Function1.2.1 Establish and maintain local procedures.建立和依照本地

11、程序操作。1.2.2 Take action on communications addressed to the Carrier.对发给承运人的信息进行处理。1.2.3 Prepare, forward and file reports/statistics/documents and perform other administrative duties.准备、发送并对有关报告/数据/文件进行归档,以及履行其它行政职能。1.2.4 Maintain the Carriers manuals, circulars, etc., connected with the performance o

12、f the services.对与提供服务相关的承运人的手册、通告等进行保存。1.2.5 (a)Check检查(b)Sign签字认可(c)Forward交送on behalf of the Carrier invoices, supply orders, handling charge notes, work orders.承运人的账单、供货单、代理费、工作单等。1.2.6 Effect payment, on behalf of the Carrier, including but not but not limited to:代表承运人支付以下款项,包括但不仅限于:(a) airport,

13、 customs, police and other charges relating to the services performed.机场,海关,警察及其他与服务相关的收费。(b) Cost for provisions of bond guarantee.提供担保书的费用。(c) Out-of-pocket expenses, accommodation, transport, etc.支付各种现金费用,如食宿费,运输费等。1.3 Supervision and/or Co-ordination of Services Contracted by the Carrier with Th

14、ird Party(ies)对承运人与第三方之间协议服务进行监督和协调1.3.1(a)Supervise监督(b)Co-ordinate协调services contracted by the Carrier with third party(ies).承运人与第三方所签订协议中的服务。Section 2Passenger Services第二节旅客服务2.1General一般规定2.1.1Inform passengers and/or public about time of arrival and/or departure of Carriers aircraft and surface

15、 transport.向旅客和/或公众通报承运人飞机及地面运输车辆的到达和/或出发时间。2.1.2Make arrangements for stopover, transfer and transit passengers and their baggage and inform them about services available at the airport.安排好中途分程、转机及过境的旅客及行李,通知他们有关在机场的服务事项。2.1.3When requested by the Carrier,当承运人要求时,(a) Provide提供or或(b) Arrange for安排sp

16、ecial equipment, facilities and specially trained personnel, for assistance to 特殊设备、设施和受过特别训练人员为以下人员提供服务:(1) unaccompanied minors.无人陪伴儿童(2) disabled passengers.病残旅客(3) VIPs.重要旅客(4) transit without visa passengers (TWOVs).无签证过境旅客(5) deportees.遣返旅客(6) Special medical transport特殊医务运输(7) others, as spec

17、ified in Annex B.其它附件B中特别指明的服务2.1.4Assist passenger when flights are interrupted, delayed or cancelled.当航班中断、延误或取消时负责协助安排旅客。2.1.5If applicable, arrange storage of baggage in the Customs bonded store (any fees to be paid by the passenger).如可能,根据旅客要求将行李寄存在海关监管区域(有关费用应向旅客收取)。2.1.6(a)Notify the Carrier

18、of complaints and claims made by the Carriers passengers.将承运人旅客有关投诉和索赔要求告知承运人。(b)Process such claims.处理上述投诉。2.1.7Handle lost, found and damaged property matters.处理丢失、找到和损坏行李事宜。(a) accept baggage irregularity reports.接受行李不正常事故记录报告。(b) enter data into baggage tracing system.将有关数据输入行李查询系统。(c) maintain

20、gularities discovered in passenger and baggage handling.向承运人报告旅客和行李服务中出现的不正常情况。2.1.9(a) Provide提供or或(b) Arrange for安排(1) check-in position(s),值机柜台(2) service counter(s) / desk(s) for other purposes,其它服务柜台(3) lounge facilities,休息室设施(4) porter services搬运服务(5) other services as specified in Annex B.附件B

21、中所规定的其他服务。2.1.10Perform on behalf of the Carrier the following sales functions以承运人名义履行如下销售职能(a) reservation订座(b) issuance of transportation documents出具运输凭证(c) e-ticketing电子客票as specified in Annex B上述服务参见附件B具体规定。2.2Departure出发2.2.1Perform pre-flight editing.航班出发前准备工作。2.2.2Manage Automated Check-in de

22、vice(s) and 管理离港系统并(1)Provide提供or或(2)arrange for安排(a) Stock Control存货控制(b) Stock replenishment存货补充(c) Hosting主机(d) Routine maintenance例行维护(e) Servicing and repair服务和维修(f) Other, as specified in Annex B其它在附件B中明确规定的服务。2.2.3Check and ensure检查并确保(a) that tickets are valid for the flight(s) for which the

23、y are presented. The check shall not include the fare.旅客出示的客票是否有效,但这种检查不包括票价检查。(b) Check that tickets presented are not blacklisted in the industry ticket service data base. Blacklisted documents shall not be honored and immediately reported to the Carrier.根据航空业客票数据库检查客票是否被列入黑名单范围;被列入黑名单的客票不应被接收并要立即

27、托运行李送至行李分拣区域。2.2.9Effect conveyance of oversized checked baggage to the baggage sorting area.将超大行李送至行李分拣区域。2.2.10Collect airport and/or any other service charges from departing passengers.向出港旅客收取机场税和/或其它服务费2.2.11(a)Carry out the Carriers seat allocation or selection system执行承运人的座位分配或自选制度。(b)Issue bo

33、ntermodal Transportation by rail, road or sea以铁路,公路或水路方式多种运输方式联运2.5.1Handle departing passengers and baggage.处理始发旅客和行李。2.5.2Carry out passenger and baggage handling as described in Sub-Section 2.1, 2.2 and 2.3, where applicable, substituting “rail, road or sea transportation” for “aircraft”, and “fl
