1、社会保障的趋人性化设计 社会保障的趋人性化设计 Humanistic Design of Social Security System【中文摘要】 精神保障作为一种较高层次的社会保障,它更加关注人们的精神安全和精神文化需求,真正体现了以人为本、尊重人的自由全面发展的真谛,所以它是社会保障人性化设计的标志。但目前我国的精神保障并不发达,不管是在理论研究、现实关注、制度设计、还是精神保障的供给上都存在着很大的不足、甚至缺失;与此同时,随着经济社会的发展、贫富差距的扩大,各种社会问题突显,加之各种灾害和危机事件的出现,使得精神保障的需求不管从量上还是度上都急剧增加,这就要求必须加强精神保障的发展。本
2、文首先对精神保障的概念进行了界定,并在此基础上以马斯洛需求层次论、社会安全阀理论、和谐社会理论等作为支撑,对我国精神保障的发展现状进行了分析,指出精神保障供求矛盾突出、精神保障应急滞后是目前我国精神保障发展存在的主要问题,而其原因是多方面的,所以一定要通过多元主体的参与、制度设计的调理、理论研究的强化、多方资源的整合等才能达成精神保障的发展,才能更好的发挥社会保障的安全网作用,真正促进社会和谐。【英文摘要】 As a higher levels social security,spirit security pays more attention to peoples spirit safe
3、and the spirit culture demand.It truly manifests the essence which is people oriented and respecting peoples freedom-fully development.Therefore it is a symbol of social securitys human-oriented designing.However,the spirit protection in our country is not developed,it exists significant deficiencie
4、s,or even missing in theoretical research,practical concerns,system design and the supply of spirit protection.At the same time,with the economic and social development;gap between rich and poor expanded,highlight social problems,emergence a variety of disasters and crisis.These all lead to the dema
5、nd for spirit protection increased dramatically,regardless of quantity or degree,which requires strengthen the development of spirit security.This article first has carded on the limits to the spirit security concept,then discusses in this foundation by the Mallows Hierarchy of Needs theory,social s
6、afety-valve theory, harmonious society theory as theoretical stupors of spirit protection,Pointed out that the spiritual security supply and demand contradictory prominent,the spiritual security emergency lag is the existence subject matter in our country spirit security development.The reasons are
7、manifold.If we want to achieve the spirit protection,we must steps in the multiple participation,the system design recuperation,the theoretical research strengthen and the integration of multiple resources.
