However, ballast water may contain aquatic organisms or pathogens which, if introduced into the sea including estuaries, or into fres

2、h water courses, may create hazards to the environment, human health, property or resources, impair biological diversity or interfere with other legitimate uses of such areas.The selection of appropriate methods of ballast water management should take into account the need ensure that Ballast Water

3、Management practices used to comply with this Convention do not cause greater harm than they prevent to the environment, human health, property or resources of any States and the safety of ships.This plan is written in accordance with the requirements of Regulation B-1 of the International Conventio

4、n for the Control and Management of Ships Ballast Water and Sediments, 2004 (the Convention) and the associated Guidelines.The purpose of the plan is to meet the requirements for the control and management of ships ballast water and sediments in accordance with the Guidelines for Ballast Water Manag

5、ement and the Development of Ballast Water Management Plans resolution MEPC.127(53) (The Guidelines). 11、CES22PURPOSEThe ballast water management plan aims to assist governments, appropriate authorities, ships Masters, operators, owners, port authorities as well as other interested parties, in preventing, minimising and ultimately eliminating the risk of introducing harmful aquatic organisms and pathog

12、ens from ships ballast water and associated sediments while protecting ships safety.Treatment of ballast water is deemed as an acceptable method of reducing the invasion of harmful organisms.Good record keeping is critical to the success of a sound ballast water management program. The appointed bal

13、last water management officer is responsible for ensuring the maintenance of appropriate records and that the ballast water management and treatment procedures are followed and recorded.It is the owners/managers or Masters responsibility to regularly review the plan and ensure that the information c

17、onal and maintenance manual of the treatment system. 2 OPERATION OF THE BALLAST WATER MANAGEMENT SYSTEMBallast Water Management System (BWMS) means any system which processes ballast water such that it meets or exceeds the ballast water performance standard in regulation D-2. The BWMS includes balla

18、st water treatment equipment, all associated control equipment, monitoring equipment and sampling facilities.Ballast water exchange can also be used for this vessel but only to meet the standard described in regulation D-1. The applicable methods are: sequential method, flow through method and dilut

19、ion method or a combination of those. Ballast water exchange will be phased out as an acceptable method for complying with the Convention, depending on ballast water capacity and date of construction of the vessel. Therefore ballast water treatment will be the only remaining option for complying wit

20、h the Convention.During normal conditions the treatment system is to be used for ballast water operations, however it is possible to bypass this and then ballast exchange can be conducted. It is the responsibility of the ballast water management officer to decide which method is to be used (e.g. in

21、port states where discharge of treated ballast water is not a requirement.)It is the Masters responsibility to control the safety of the vessel at all times. This includes evaluation of stability and longitudinal strength throughout the sequential exchange sequence.The sequence included in this docu

22、ment is only one example of an acceptable sequence for one specific loading condition.2.1 Ballast Water Treatment Ballast Water Treatment Equipment means equipment which mechanically, physically, chemically, or biologically processes, either singularly or in combination, toremove, render harmless, o

23、r avoid the uptake or discharge of harmful aquatic organisms and pathogens within ballast water and sediments. Ballast water treatment equipment may operate at the uptake or discharge of ballast water, during the voyage, or at a combination of these events.It must be ensured that the ballast water m

24、anagement system installed is approved in accordance with Regulation D-3 of the Convention.The system should only be operated in accordance with the system design criteria and manufacturers operational and maintenance instructions. Reference made to Section 5 for safety considerations and Appendix 2

25、 for the manufacturers operation and technical manual.When the system encounters malfunctions or failure, these are to be recorded in the ballast water record book.2.1.1 Treatment equipment detailsThis part must include the following:- Name of the manufacturer- Type and model of the equipment instal

26、led- Reference to the Type Approval Certificate- List of the major components of the treatment system2.1.2 Operation of the treatment equipmentThis ballast water treatment equipments capacity is designed for one/two/all ballast pumps.Only one/two pump(s) can be used at a time for ballasting/deballas

27、ting, except in cases of emergencies. This part must include simple and important parameters for the operation of the equipment, for example:- Flow rate range from a minimum acceptable and up to the Treatment Rated Capacity- Normal operating parameters (example pressure, flow rate, etc.)- Limitation

28、s of the treatment equipment, for example: minimum holding time in the tanks for systems using active substances minimum UV transmittance the system manages to treat permissible salinity, temperature, pH etc.- Simple instructions for steps to be taken (reference to the specific location for each of

29、the bullet points below in the makers manual is acceptable): before ballasting operations start for ballasting operations for stopping ballasting operations before de-ballasting operations start for de-ballasting operations for stopping de-ballasting operations for shutdown of the treatment system-

30、Instructions on how to deal with untreated water remains in the system: for the piping between the sea chest and the treatment unit for water remains in the ballast tanks after de-ballasting (applicable only for systems approved by treatment on both ballasting and de-ballasting)2.1.3 Control and mon

31、itoring equipmentThe control equipment automatically monitors and adjusts necessary dosages or intensities or other aspects of the ballast water management system.The control equipment should be able to store data for at least 24 months and should be able to display or print a record for official in

32、spections as required. In the event the control equipment is replaced, means should be provided to ensure the data recorded prior to replacement remains available onboard for 24 months.The control equipment of this treatment system consists of the following:- List all major components like PLC panel

33、s, electrical cabinets etc.2.1.4 Safety and emergency proceduresThe ballast water management system should not contain or use any substance of a dangerous nature, unless adequate arrangements for storage, application, mitigation, and safe handling are provided to mitigate any hazards introduced ther

36、hree methods of ballast water exchange which have been evaluated and accepted by IMO. The three methods are the sequential method, the flow-through method and the dilution method. The flow-through method and the dilution method are considered as pump through methods.Regulation B-4 of the Convention

37、requires that vessels shall conduct ballast water exchange: at least 200 nautical miles from the nearest land and in water at least 200 metres in depth; if this is not possible at least 50 nautical miles from the nearest land and in water at least 200 metres in depth; or in areas designated by the P

38、ort State.All local and/or national regulations should be taken into consideration as they may specify other depths and distances from land.A ship shall not be required to deviate from its intended voyage or delay the voyage in order to comply with any particular requirement as stated above. The voy

39、age should be planned taking into account when ballast water exchange in accordance with the above criteria can be carried out.Because of the possibility that partially exchange may encourage re-growth of organisms, ballast water exchange should only be commenced in any tank if there is sufficient t

40、ime to complete the exchange to comply with the standard in Regulation D-1 and the ship can comply with the distance from land and minimum water depth criteria in Regulation B-4. As many complete tanks should be exchanged to the standard in Regulation D-1 as the time allows, if for any tank the stan

41、dard in Regulation D-1 can not be fully met the exchange should not be commenced for that tank.In addition, if the master reasonably decides that an exchange would threaten the safety or stability of the ship, its crew or passengers because of adverse weather, ship design or stress, equipment failur

42、e, or any other extraordinary condition he is not required to comply with above requirements.When a ship is required to conduct ballast water exchange and does not do so in accordance with these requirements, the reasons shall be entered in the ballast water record book.The applied ballast water exchange methods for this ship are the following:2.2.1 Se
