7、This course is seen as an elective providing students with an opportunity to analyse the role of the state and the market in meeting housing needs from both a global and a regional perspective. It is seen as an important in-depth policy area where students are expected to integrate conceptual and th

8、eoretical frameworks they have learnt in the core courses in the policy stream.1.2ObjectivesTo enable students to (1) extend their knowledge of theories and perspectives within the disciplines of urban sociology, economics, social policy and political science and to apply them to urban housing analy

9、sis, (2) analyse the operation of the housing system and the housing market in Hong Kong against the context of a developed urban economy, (3) examine and evaluate the role of government and forms of government intervention in housing in terms of the notions of justice, welfare and social needs, (4)

10、 explore and evaluate alternative policy instruments and service delivery systems through comparative analysis of housing policy and practice of Hong Kong and other selected East Asia countries. 11、. The consumption and investment characteristics of housing as an economic good. The importance of the housing stock and housing flows in the economy. Housing as a social good. The social objectives of housing. Housing as merit goods, income redistribution, and as an economic regulator.2.2.Housing a

12、nd urban developmentExamination of some basic issues of land use, and urban planning. Different theoretical approaches to the urban planning and development. Analysis of the relationship between urban social structure, urban spatial structure, and housing practice in modern cities. The problem of so

13、ciospatial inequality. Housing as a source of urban conflict and urban social movement. Housing issues as a combination of the social, political and economic factors of the urbanization and development process. Relevance of various approaches to the analysis of housing and urban development in Hong

Application of these perspectives to evaluate housing policy and government intervention strategies in Hong Kong

27、anaged in the context of a rapidly changing social, economic and political environment.1.2ObjectivesThe course is designed for students who have an interest in the operation and management of the housing system and how housing management in the public and private sector works in a changing environme

28、nt. It illustrates how the theories and techniques students have acquired from other courses in the programme can be employed in the analysis of the operations of the housing system. The operation and development of housing governance will be examined and the institutional and organisation adaptatio

29、n of housing systems in a changing socio-economic environment will be explored. The course will also attempt to appraise the theories and techniques of housing management in the light of the local socio-political context as well as an in-depth examination of current issues in housing governance and

30、housing management.Revised in July 2001 Effective from Semester A, 2001-20022.Syllabus2.1The nature and characteristics of governance of housing The characteristics of housing governance will be examined in the context of a changing socio-economic environment 2.2Institutional and organisational stru

31、cture in housing service delivery Housing management in both the public and the private sector will be investigated.2.3Housing management practice in the public sectorHousing management issues in the public sector will be examined which include the allocation and access to public housing, rent setti

32、ng and affordability, housing for special needs and resident involvement. On the other hand, housing management practice in the private sector will be looked at in the light of the special built environment in the private housing sector. The need to involve residents (mainly owners) in housing manag

33、ement as well as the mediating role of the state will also be explored.2.4Professionalisation of housing managementThe development of professional housing management will be examined in the light of its impact on the trade of housing management and the stake holders in the field. A wider framework w

34、ill be drawn upon to expose students to competing perspectives on the issue of professionalisation, for instance, the “trait” vs “social enclosure” theory in professionalism, the tension between professionalism and managerialism in the “New Public Management” movement as well as the impact of the “a

35、udit culture” / ISO practice on professional autonomy.2.4Comparing housing systems Comparison will be made between Hong Kong and a few housing systems with similar background, for instance, the UK and Singapore so as to alert students of the socio-economic, political as well as cultural factors that

36、 contribute to the similarities and differences between the systems. The concept of globalisation and welfare regime theory would be employed as an illustrative analytic tool.2.5Issues and debates in managing housing systems Policy makers and practitioners will be invited as guest speakers to enligh
