1、彭水冷水鱼(鲟鱼、鲑鳟鱼)养殖基地项目投资申请报告一、 项目名称：彭水冷水鱼（鲟鱼、鲑鳟鱼）养殖基地二、项目背景随着重庆直辖市的设立，重庆市的经济建设得到了长足发展，市民的生活消费水平也不断提高，对水产品的需求量逐年上升，尤其是鲟鱼、鲑鳟等冷水鱼类深受消费者青睐，市场供不应求。但是，由于重庆市的冷水鱼养殖业起步较晚，技术落后，养殖量很小，90%依赖外省市供应，远远不能满足本市市场需求。彭水县有着丰富的冷泉水资源，推广养殖冷水鱼有着得天独厚的条件，建立冷水鱼养殖基地，一方面可以充分开发利用彭水县的冷泉水资源，促进冷水鱼养殖业的发展，满足市场供应；另一方面可推动彭水地区农村户增收万元工程的快速实现
2、和完成，带动农民增收致富。三、项目建设的条件冷水鱼养殖模式多为流水养殖，养殖基地要选在冷泉水流大、水质好、既有落差又有平地的地方，作为项目的建设单位既要有资金实力，又要有技术管理能力。四、项目建设内容及规模（一）项目建设内容本项目是建设冷水鱼养殖基地，主要养殖鲟鱼、鲑鳟鱼等高档冷水鱼类。（二）项目建设规模本项目固定资产建设分二期完成：1、第一期2011年9月-2012年2月完成，投资额620万元： （1）2000 m2鲟鱼育苗室一座：100万元 （2）100m拦河坝一座:60万元（3）20亩鲟鱼流水养殖池：400万元（4）300m2办公及生活用房: 30万元（5）1000m进水渠：15-20万
3、元（6）改、增修公路1.5公里15万元2、第二期2013年9月-2014年2月完成，投资额570万元：（1）1000m2虹鳟鱼育苗室：50万元（2）300米塑料进水管道：10万元（3）5亩虹鳟鱼流水养殖池：100万元（4）20亩鲟鱼流水养殖池：400万元（5）200m进水渠：10万元五、项目建设地点及目标1、项目建设地点彭水冷水鱼养殖基地位于彭水苗族土家族自治县龙塘乡白金村。 2、项目建设目标（1）年产鲟鱼80万kg,虹鳟鱼16万kg。（2）带动1000个养殖农户，年产冷水鱼100万kg。 六、养殖品种及养殖现状（一）养殖品种：鲟鱼、鲑鳟鱼（二）养殖现状1、鲟鱼我国鲟鱼类已进行养殖开发的国产品
4、种有史氏鲟、达氏鳇等，国外品种有俄罗斯鲟、西伯利亚鲟、小体鲟、欧洲鳇、匙吻鲟、闪光鲟等。如今养殖规模较大的种类主要有史氏鲟、俄罗斯鲟、西伯利亚鲟、匙吻鲟以及几种杂交鲟等。我国鲟鱼养殖从上个世纪九十年代末开始，经过十几年的发展，现在我国也成为世界第一鲟鱼养殖大国，其养殖产量已达21396万吨，占全世界的90%以上。鲟鱼养殖模式主要有流水养殖、工厂化养殖、网箱养殖、池塘养殖等，在实际生产中各种养殖方式均可取得较好经济效益。流水养殖主要是利用山泉水或水库底层水进行微流水养殖，是最简单实用的一种养殖模式，成本低、效益好。目前我国鲟鱼养殖规模较大的企业有云南阿穆尔鲟鱼养殖有限公司、杭州千岛湖鲟龙科技股份
5、有限公司、湖北天峡鲟业有限公司，年产值均在数亿元以上。其中云南阿穆尔鲟鱼养殖有限公司就是山泉水流水养鱼模式，在北京、河北、重庆、云南等地有1 0个天然泉水生态养殖基地，总养殖面积超过300亩，育有欧洲鳇、达氏鳇、西伯利亚鲟等优质鲟鱼品种，存量超过20万尾，总资产已达5个亿，居国内第一。2、鲑鳟鱼近20 年来，世界鲑鱼养殖发展很快，1991 年产量不足40 万吨，2005 年达到195 万吨。我国的鲑鱼养殖始于上世纪50 年代未，现有大小养殖场超过千家，主要分布在三北（东北、西北、华北）和西南等冷水资源丰富的山区。近年来，许多地方政府如黑龙江、山东、甘肃、山西、四川、云南、以及北京怀柔等，每年举
6、办“虹鳟鱼节”、“冷水鱼节”等活动，将鲑鱼养殖作为特色产业和重要渔业经济支持其发展。在传统“四大家鱼”养殖效益低的冷水水域，鲑鳟鱼养殖已经在这些经济欠发达地区形成了产业规模，在农业结构调整、农民增收、以及促进当地经济发展方面发挥着积极的作用。我国鲑鳟鱼最主要的养殖模式是流水或微流水池塘养殖，约占养殖总量的80%以上，水源为冷泉、山涧溪流、河水或水库底排水。其次是网箱养殖模式，主要集中在甘肃、青海等地的高原水库，近年来，刘家峡水库的网箱面积达到1.6 万m2，年产虹鳟130 吨。最后是放牧式养殖，一般是指在相对封闭的大中型水体中，定量投放在这里不能自然繁殖的外来经济鱼类，不需投喂、定期收获。我国
7、鲑鱼的放牧式养殖主要在新疆和黑龙江地区。新疆的赛里木湖海拔2073m，面积454 Km2，是新疆最大的封闭性高山冷水湖，历来没有鱼类产量，1998 年开始投放白鲑苗，2000 年捕捞5 吨，2001 年20 吨，2002 年50 吨，是我国鲑鱼放牧式养殖最成功的典范。七、项目可行性分析1、地理环境彭水冷水鱼养殖基地三面环山，环境幽静，空气新鲜，有三股泉水从山上流下，水量大、水质好。泉水下面的河溪两面是大片的平地，很适合建冷水鱼流水养鱼池，这里建立冷水鱼养殖基地具有得天独厚的条件。 2、技术条件我公司具已聘请2名冷水鱼养殖专家，2名冷水鱼养殖技术员，为基地的冷水鱼养殖提供强大的技术支持，确保了项
8、目建设的成功。3、市场需求鲟鱼1998年，商品鲟鱼（0.75kg-1kg/尾）的市场价格为1400元/kg，2001年以后，养殖产量的迅速增加，价格降至5060元/kg，至今基本保持着这个价位，商品鱼的市场完全在国内，需求量在持续增加。以重庆市为例，鲟鱼的年消费量大约200万kg，而90%要靠外省供应。因此，重庆市的鲟鱼养殖有着广阔的发展空间。鲟鱼最有价值的产品是鱼籽酱，它是欧美国家传统的高档营养食品。随着世界鲟鱼捕捞产量的下降，其国际市场价格随之攀升，目前高达600欧元/kg以上，并且每年的市场缺口在900吨以上。2006年，杭州千岛湖鲟龙科技开发有限公司建成第一条养殖鲟鱼籽酱加工生产线，创
9、立了自主鲟鱼籽酱商业品牌，并开始连续出口产品。国际市场的巨大商机和成功出口的事实，使我国的鲟鱼养殖者将目光聚焦国际市场，纷纷开始扩充亲鱼群体、建立加工厂、疏通出口渠道，已有多家养殖企业获得了鲟鱼籽酱加工和出口许可，为鲟鱼籽酱的生产做准备。由于生产鲟鱼籽醤需要大量的大规格鲟鱼（5kg/尾），又为大规格商品鲟鱼的养殖打开了市场空间。鲑鳟鱼我国虽然有良好的冷水资源和众多鲑鳟鱼养殖场，但实际养殖产量只有1.6 万吨，约占全球鲑鳟鱼产量的0.77%，每年尚需进口1 万吨以上的大西洋鲑（三文鱼）以满足市场。鲜活鱼市场需求：这是我国养殖鲑鳟鱼的主要上市渠道，绝大部分产品以鲜活鱼方式进入市场或饭店消费。游钓需
10、求：我国的鲑鳟鱼游钓不是单纯的娱乐或体育项目，而是与餐饮相结合的消费活动，换言之，是城里人到鱼池边品鱼，实际也属活鱼直接销售方式的一种。类似北京怀柔的虹鳟一条沟”，成都、昆明周边的“农家乐”等，都是鲑鳟鱼消费的重要渠道。粗略估算，仅北京怀柔1000 户左右农家乐，每年消费鲑鳟鱼超过4000 吨。半成品市场需求：将养成的商品鱼去头、去内藏，冰鲜保存送到城市的中、高档酒店，与三文鱼一样的食用方法。这是一些养殖地区新近开发的销售方式，其前提是要生产高品质、大规格的商品鱼。综上所述，建设彭水冷水鱼（鲟鱼和鲑鳟）养殖基地是非常可行的，养殖生产和市场销售都有着广阔的发展前景。八、项目投资估算及资金来源1、

12、8.5万元、其它8万元），年利润为：2560-1266.51293.5万元（2）鲑鳟鱼每亩水面放养鱼苗数量以1万尾计、商品鱼规格以1kg计，养殖成活率以80%计、10亩水面可产商品鱼：10280%116万kg 市场价以30元/kg计，则年产值为16万kg30元/kg480万元。除去养殖成本222万元（鱼苗费100万元、饲料成本100万元、人员工资10万元、固定资产折旧费10万元、其它2万元），年利润为：480-222258万元（3）总利润：1293.52581551.5万元2、社会效益彭水地区小型泉水资源很多，遍布全县各乡镇，非常适合一家一户进行流水养鱼。基地建成后，我公司可为农户提供鱼苗、饲
