2、县建立横峰现代工业县的深入,周边市、县及我县的经济将得到长足发展,人民的生活水平将不断提高,园林绿化、花卉盆景必将成为城市建设、居民生活不可缺少的点缀和添色,市场前景极为看好。同时作为该项目所在地的XX乡,我们将给予开发商鼎力支持与合作,并将之作为我乡农业产业结构调整的“重手笔”。XX乡是第一次国内革命战争时期的赣东北革命根据地之一,现属省定扶贫开发重点乡。其地处赣东北中部,横峰县南部,2001年12月由原上畈、XX两乡合并而成。地域面积85.9平方公里,辖8个村委会,共有75个自然村,113个村民小组,4896户,人口23735人,耕地面积22459.25亩,其中水田面积21795.57亩,

3、旱地面积663.68亩,拥有小(二)型水库26座,山塘300多丘,可养水面4000亩。其区位优势及交通优势也极为独特。乡政府离县城仅4公里(拟新建的乡政府只有2公里),离上饶市40公里,距省会南昌200多公里。浙赣铁路复线、320国道、311高速公路、横南铁路、横铅公路呈“三纵两横”贯穿境内,境内南端信江河迤逦而过。二、项目建设地点XX乡花卉苗木项目基地拟建在XX公路与XX公路“T”字形路口处,名叫“外XX坂”,面积50亩(首期开发数)。其距县城4公里,离311离速公路也是4公里,是上下高速公路及往来福建车辆的必经之路。该处土地权属原赵家坂及垦殖场租用,租赁期30年(另有租赁协议),土地现状为

4、水稻田,地势较平坦,土层深厚,地下水位低,不含盐碱,为偏酸性沙质壤土,PH值5.56.5之间,属丘陵间小平原地貌。项目地点的水、电、路等基础设施完备,无洪水及干旱威胁,无公路尘土污染(路面为沥青铺设),便于项目的顺利实施和运作,同时对于花木产品销售及运输都可称得上是理想场址。三、项目建设的有利条件1、交通便利:项目地位于交通干线边,能快捷地将鲜花苗木送往市场,同时对园林苗木生产所需生产资料的运输提供了便捷的交通。2、市场畅销:该项目属当今的朝阳产业,也是农业产业结构调整的首推项目,项目建成后,其将融入当地经济发展中,其产品市场供不应求。3、气候适宜:我乡地处北纬28232827,东经11736

5、11739,属亚热带季风性湿润气候,四季分明,雨量充足,气候温和,无霜期长。年平均气温17.518.5,年降雨量1650毫米,无霜期270天,年平均日照1750.9小时,适合园林花木的生长发育。且土层深厚、肥沃,无大的干旱和洪涝灾害,无毁灭性灾害天气。4、技术保障:我县有高级农艺师3名,中级职称专业技术人员及学园艺的大学生20多人,可保障项目在技术上的需求。5、通讯发达:我地程控电话普及率70%以上,中国移动、中国电信、中国联通等移动通讯网覆盖全境,宽带网为项目实施提供了全方位的信息需求和市场动态分析。四、产品市场需求预测我国加入WTO后,经济溶入全球一体化,我国劳动生产率低下的粮、棉、油等农

6、业产业将处于劣势,而技术型的花卉、蔬菜、水果等产业,由于国内劳动力资源低廉,国内市场广阔,在国际市场竞争中具有较强的竞争力。同时,随着人们生活水平的提高,居住条件的改善,城市建设步伐的加快,环保意识的增强,给园林花木产业带来了无限生机。该产品在市场滞销之时,仍可通过对园林花木的培育生长,增加树龄等方式,使价值倍增,在市场好转时卖出更好的价格,因此该项目市场风险小。据市场调查,城市居民现在的住房都较宽敞,有客厅、书房、阳台,而这都需要花卉、盆景来装点,以显示主人的品味与格调;此外有许多居民(中高收入阶层)建起了独门独院的住所、别墅,也需大量铺栽草坪、绿地,种植名贵树种、花木;更重要的是城市建设的

7、日新月异,城市园林、绿地占城市面积的比例越来越大,加之国泰民安,喜庆节日的增多,人们乐意用花卉盆景来装点我们的生活,以添喜庆色彩,显现国强民富的幸福生活,这都给园林、苗木产业提供了广阔的消费市场。五、项目建设内容及规模XX乡花卉苗木项目首期开发50亩,具体分为四个园区:园林树木园区、园林草皮园区、温室花卉园区、艺术盆景园区。园林树木园区:主要种植园林绿化的珍贵树种,如樟树、针柏、铁树、塔松等,面积15亩。负责引进树种的培育、养护,提高成活率,为市场提供便于起运栽植、成活率高的大龄树苗。园林草皮园区:面积20亩,通过播种,培育草苗,再行种植,长成草坪,起挖成块用于城市公园、街道、公寓小区的地面绿

8、化。温室花卉园区:面积5亩,可建630米温室大棚15座,用于种植温室时鲜花卉,如郁金香、水仙、百合、美人蕉、君子兰、文竹、吊兰等供应本县及周边市场;也可盆栽,用于会议或重大活动租赁、销售。艺术盆景园区:对一些适合盆栽的且能耐荫抗寒,对环境适应性强的名贵花术进行艺术加工、造型、培育,成为象形寓意为一体的艺术盆景,面积10亩。项目配套设施建设有:建一座底高10米的水塔;挖一口直径3米、深10米的深井;建四座各15m2的守护房,一座40 m2门卫房,合计100 m2;一栋办公及仓库的综合砖瓦房,约200 m2;建一座120 m2的花木储藏保鲜库;购运送苗木、生产资料运输车各一辆。六、项目经营组织形式

9、项目的组织经营形式主要是:乡政府有偿提供土地、水、电等基础硬件设施,开发商带资自主经营,自负盈亏。并成立以开发商为主,以该乡企办为辅的管理机构,企办不参与日常经营管理,但有义务处理项目施行中与当地人产生的纠纷协调关系。项目管护人员由开发商自主考核培训,人员工资由开发商根据工人劳动表现计酬,但最低不能低于国家规定的用工标准。税收标准按经营状况及国家有关政策征收,债权债务与乡政府无关。项目的经营方式上,可采取销售、租赁的形式进行开发合作。在县城及国道边开设华卉、苗术服务中心,通过这个窗口,将基地生产的花木产品销往各地,并呈接单位和个人对园林规划设计的咨询服务。七、项目投资估算及资金筹措(一)投资估

12、室鲜花每座大棚可创产值2万元以上,获利20万元。23年后,园林树木及艺术盆景等珍贵苗木面市后,年创产值500万元以上,纯利200万元以上。(二)社会效益:随着项目建成实施,每年能为城市提供大面积草坪,美化了公园、街道、广场、社区环境,同时还能为城市居民提供四季花卉、艺术盆景等现代生活不可缺少的点缀品,为全面提高人民生活质量,建设小康社会创造了条件。同时为地方财政增加了税源、财源。九、结论通过上述分析,我们不难得出这样一个结论,花卉苗木产业是当今的朝阳产业,不仅其产品市场畅销,风险性小而且它还是美化环境、优化环保、绿化城市、靓化生活的特色项目。同时它的经济效益突出,社会效益明显,是开发投资商首选

Im anxious for the next one: a space capsule hanging from a crane in the New Mexico desert.Its like the set for a George Lucas movie floating to the edge of space.You and I will have the chance to watch a man take a leap into an unimagi

17、nable free fall from the edge of space - live.The (lack of) air up there Watch man jump from 96,000 feet Tuesday, I sat at work glued to the live stream of the Red Bull Stratos Mission. I watched the balloons positioned at different altitudes in the sky to test the winds, knowing that if they would

18、just line up in a vertical straight line we would be go for launch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is going to do this,

19、 Felix Baumgartner, must have that same feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the partially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, wi

20、th skin no thicker than a dry cleaning bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disappointment on the face of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He h

21、ung his head low in mission control as he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role in this mission. Starting at the ground, conditions have to be very calm - winds less than 2 mph, with no prec

22、ipitation or humidity and limited cloud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives. It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the c

23、ruising altitude of commercial airliners (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless

24、 Felix will unclip. He will roll back the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete bottom of a swimming pool that he wants to land on, but not too hard. Still, hell be traveling fast, so despite the

25、distance, it will not be like diving into the deep end of a pool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the speed of sound - 690 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the water, he will beg

26、in to slow as he approaches the more dense air closer to Earth. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parachute that can be deployed to slow him down. His team hopes its not needed. Instead, he plans to deploy his 270-s

27、quare-foot (25-square-meter) main chute at an altitude of around 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will have a reserve parachute that will open automatically if he loses consciousness at mach speeds.Even if everything

28、goes as planned, it wont. Baumgartner still will free fall at a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).It might not be the moon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
