1、霍山县磨子潭镇胡家河村娃娃鱼养殖项目建议书一、项目名称：霍山县磨子潭镇胡家河村娃娃鱼养殖项目 二、项目背景：大鲵，俗称娃娃鱼，属两栖纲大鲵属。大鲵属有两种，即中国大鲵和日本大鲵。中国大鲵是二类保护动物，其经济价值高，在美食、保健、医药、观赏等方面均具有广泛开发利用的前景，因而颇受社会各界关注。大鲵是一种传统的名贵药用动物。现代临床观察发现，大鲵具有滋阴补肾、补血行气的功效，对贫血、霍乱、疟疾等有显著疗效。同时，大鲵也是一种食用价值极高的经济动物，其肉质细嫩、风味独特、营养价值极高，其肉蛋白中含有17种氨基酸，其中有8种是人体必需的氨基酸。在我国，大鲵主要产于长江、黄河及珠江中上游的支流中，大多
2、生活在深山峡谷的溪河之中。大鲵性情温驯、食性杂，其天然食物包括鱼、虾、蛙、软体动物、肉类、水生昆虫和贝类等。大鲵的生长速度在人工饲养条件下比自然条件下快得多，在适温下大鲵从1公斤长到5公斤只需1年时间，经济价值十分可观。21项目区概况霍山县磨子潭镇位于安徽省西部、大别山北麓，地处北纬31033133，东经1155211632之间。东与舒城县比邻，南与岳西县相望，318省道、六潜高速、东太公路及村村通阡陌纵横，网布全境。受亚热带湿润季风气候影响，四季分明，年均气温13-15，无霜期220天左右，平均降雨日为141天，最少111天。年降雨量在1300-1500毫米，项目区的森林覆盖率90%以上，气
3、候湿润，四季分明，无霜期长，光、热、水条件优越，非常适合大鲵的生长，由于我县较早地实行了生态保护，项目区的野生大鲵均得到了较好的保护，据专家观测，其数量呈上升趋势。2.1.1社会经济状况胡家河村有393户人家，1349口人，共有7个村民小组，居住分散，本地主要收入种植业，如板栗、茶叶、中药村等。2.1.2教育文化小学毕业占全村人口15%，初中毕业占全村人口67%，高中毕业占全村人口15%，大学毕业占全村人口3%，文化程度普遍比较高。村中有自己的小学和初中，高中仅在公里以外的磨子潭集镇。受教育条件相当好。2.1.3农业发展概况胡家河村是一个典型的农业村，仅仅依靠农业发展起来，村里人的大部分收入都
4、来自于农业生产。村里的青壮劳动力40%外出务工，还有相当一部分在家从事种养业，说明村里的经济生产目前还处于一种良好的状态。三、项目的可行性及必要性分析3.1可行性分析3.1.1水资源项目区水源充足，符合大鲵用水标准。具体在水源上，系山区溪水，水清、凉、净；在水温上，水温在以1018之间；在水质上，溶氧丰富，在3.5mgL以上，PH值在6.57.5。水中的总硬度和总碱度及氯化物、硫酸盐、硅酸盐、氨态氮等均在渔业用水标准之内。3.1.2环境项目区环境安静、阴凉、空气清新，四周群山环绕、树木茂盛、人烟稀少、环境相对独立，另外，当地交通便利，当地距离六潜高速公路仅3公里，并且村组均有公路通达。此外磨子
5、潭镇有着丰富的淡水资源，湖泊众多，可以为大鲵养殖提供充足鱼虾等的饵料当地鱼虾蟹等饵料资源丰富。3.1.3政策项目区是大鲵主要栖息地之一，当地政府及林业部门对大鲵的生存环境进行了较好的保护，群众的环保意识也处于自觉的状态，加之国家实行了退耕还林政策，生态环境日益趋于优良，这就为大鲵的生长提供了必要的环境资源。3.2制约因素分析尽管当地的温度条件可以不能保证大鲵的繁殖率生长，但夏季来临时由于暴雨易形成短暂的洪水，因此需要采用山洞养殖来控制温度并保证减少养殖风险，这样就需要更高的建设成本和技术支持。当地农民在大鲵养殖方面没有相关的经验，需要专家技术人员的不断指导和自身的不断摸索。这样就增加了成本和养
6、殖成活率的风险。3.2项目的必要性 3.2.1本项目的实施是山区农民增收致富的重要途径。霍山县磨子潭镇生态资源优势明显，大鲵的养殖产业化开发前景较好，该镇胡家河村的30%农户具备利用原生态繁养的条件，是山区农民增收的重要来源和致富的有效途径。 3.2.2有利于促进全镇整村扶贫开发的顺利实施。开发式扶贫的主要课题是研究如何发展山地农业，其中一条就是培育特色产业，保护生态发展经济，因此，抓住大鲵繁养发展机遇，建设大鲵特色基地将极大促进山区经济社会快速发展，促进农民，特别是山区农民脱贫致富，从而促进新农村建设顺利实施。 3.2.3符合国家及省市县有关政策，且群众积极性高。大鲵是国家二类保护动物，在自
7、然环境中，繁殖率极低，生长缓慢。近年来，国家及地方各级政府鼓励科技人员研究大鲵的生殖规律，允许人工繁育养殖保护野生大鲵。 四、主要技术内容 4.1技术要点及解决途径 4.1.1技术要点： 大鲵人工模拟生态繁育、人工养殖规模化模式研究推广。 幼、成鲵驯养管理，饲养种类、配比系数，生长速度，病虫害防治。 亲鲵性成熟度，与个体重、怀卵量，生殖季节及自然环境诸因数相互间关系的控制。 探索总结大鲵开发性保护之路。 布点修建处仿原生态模拟繁育池。 年产商品大鲵1万尾，大鲵苗万尾，实现产值1.亿元。 4.1.2解决途径： 在本镇辖区内选择小河等河谷等，利用天然形成的河道，就地取材，修建原生态模拟繁育池，投放
8、亲鲵，在繁殖季节按照成熟度药物催产，达到产卵、孵化、获苗的目的。同时利用小溪、庭院修建养殖池，进行幼鲵和成鲵养殖，实现集约化养殖，规模化经营的新型产业。 4.2技术路线、技术措施 繁育路线：后备亲鲵 配比 培育 选场 设计 建池 消毒 放水 调水 亲鲵 选时催情 交尾 受精 产卵 养护 孵化 管理 出苗 饲养 幼鲵 养殖路线： 建池 消毒 放水 投苗 幼鲵 饲养 管理（3年） 优良大鲵 驯养 亲鲵 成鲵 优选 淘 汰 商品鲵 出售 措施：认真贯彻执行国家有关法律、法规，接受林业管理部门的管理和支持，在专家的指导下，借鉴经验、吸取教训，本着寻求政策支持，争取资金扶持，重点保护，严加监管，繁养结合
9、，以繁殖为主扩大种群数量形成产业发展。 4.3预期成果形态 4.3.1在模拟生态环境中达到繁育大鲵种苗，成功率达以上。 4.3.2指导大鲵人工养殖，缩短生长周期，使幼鲵在养殖池里经年饲养为成鲵，每尾重达公斤以上。 4.3.3为研究生物进化提供新的资料。 五、市场分析预测 、国内外市场调查 野生大鲵是国家的保护动物，禁止上市，人工养殖因量少，价格升幅急剧。年每公斤元，年每公斤元，2000年尾重2.公斤左右的每公斤8元，广东等地每公斤2元。目前，种鱼公斤以上每公斤4000元，商品大鲵每公斤1600元，广东、北京等外地30004000元。 、市场分析预测 大鲵在野外繁殖率低，生长缓慢，.公斤的个体须
10、年。在人工强化饲养下，从幼苗到2.5公斤重的大鲵至少需要45年的时间。养大鲵与养鱼、养鳖相比，再发展年，它的产量仍赶不上鳖产量的万分之一。因为鳖的繁殖率高生长快，通过加温个月可长.公斤。而大鲵在高温下无法生长并有生命危险。所以，按照目前的速度在百年内也满足不了市场需求，同时，随着人们生活水平日益提高，加上对它药用、科研价值和作为高级化妆品原料的认识，其需求量必然会急剧增加。 六、预期经济、社会效益 1、经济效益分析 项目完成后，全镇发展大鲵驯养200户以上；完善大鲵人工模拟生态养殖技术的培训服务体系，开发保护营销体系；新建10处规范化原生态繁殖点，亲鲵驯养场5处。拥有亲鲵300组（1500尾）
11、，养殖成鲵4万尾。每年可出商品鲵1万尾，繁育幼鲵5万尾。若幼鲵按800元1尾，商品鲵4000元每公斤，每条商品鲵平均重2.5公斤，利润率40%，税率8%，预计： （1）年销售收入14000万元。其中： 幼鲵：5万尾 800元=4000万元； 成鲵：1万尾2.54000=1亿元。 （2）年税金：140008%=1120万元； （3）年利润：（1400000-1120）40%=5152万元； （4）投资利润率：（5152-500）500=930 %； （5）对发展地方经济贡献：项目建成后，我镇可带动我县适宜地区，开发现有河、溪，建设人工模拟生态繁育场，新增大鲵苗种繁育户100户，投入亲鲵200组，
12、预计5年内，可建成年产商品幼鲵6万尾、年产商品鲵4万尾10万公斤，增加销售收入 5亿元，农民增收3.04 亿元。 2、社会效益评价 可发挥地方野生资源优势，繁育优良种苗，保护生态环境，高效利用自然资源，并进行开发性保护濒危动物，把资源优势转化为经济优势，增加农民收入，可就地消化劳动力，帮助山区人民致富。 3、技术成果推广应用前景 本项目完成后，所取得的主要成果，可推广应用到水产养殖领域，并能在研究同种生物进化方面提供参考。第一，可实现人工繁育幼鲵，补充野生种源，促进大鲵种群数量增加；第二，可实现工厂化养殖，为长江中上游无污染支流建设大鲵生态繁育提供建设资源；第三，可为水库、池塘、坑塘、庭院饲养
