1、某旅游度假村开发项目可行性报告一、项目概况1、项目名称:XX旅游区开发项目2、投资总额:2000万元3、筹建单位:XX省XX县旅游局4、项目法人:汪XX(XX县旅游局局长)5、项目选址:XX县XX乡XX村二、项目建设的条件1、有利条件(1)婺源旅游业的概况婺源全国文化与生态旅游示范县,以秀丽的山光水色,古朴典雅的明清建筑,奇绝尘寰的灵岩洞窟,遍布山林的名木古树,星罗棋布的名人遗迹,独具地方特色的民俗风情和傩舞、徽剧、茶道、灯彩、加上名闻遐尔的“四色”特产,构成了婺源丰富的高品位的旅游资源。被誉为中国乡村最美的地方,是全国著名的文化与生态旅游区。2002年,游客已达100万人次。2003年预计达

2、到150万人次。(2)、地理位置考水位于婺源县中部偏南的丘陵地带,扁担山西北麓小溪旁,隶属婺源县高砂乡,距县城紫阳镇17.5公里。(3)、气候条件考水属中亚热带温暖湿润季风区,年平均气温16.6,平均降水量1800毫米,无霜期250天,年日照数约1860小时。(4)、交通通讯考水对外交通较为便利,省际干线景白公路通过村落南侧,每天都有直达营运班车。程控电话、移动电话均已开通,农村电网改造也已完成。2、旅游资源优势(1)自然环境:村落四面环山,溪流环绕,茂林修竹,飞鸟游鱼。这里生态环境纯净天然,没有噪音,没有污染,水质纯净,空气清新,终年云轻日丽,雨润风和,为有机农业产品提供了得天独厚的条件。脉

3、脉群山除生长着松、杉、竹木以外,还蕴藏着丰富的中草药材和山菜、山果等野生植物;亦是狗熊、穿山甲、锦鸡、雉鸡等珍稀禽兽活跃生息的安乐栖所。这里盛产的茶叶特别清香浓郁;黄鳝、泥鳅、鲫鱼、荷包红鲤,肉嫩鲜美,是席上珍品。可谓汲山川的灵秀、凝日月的精华,浓郁的天然韵味,独具一方。(2)完美的古村落:考水聚落,山川秀色与古建筑艺术融为一体,布局合理,典雅别致。如建于元代至大三年的明经书院和胡氏宗祠、进士第、藏云楼、石丘书院、孝友堂、世德堂、集义堂、云峰书院、文笔等,经数百载沧桑后,留下遗迹诸多。现村中保存有明清古民居二十六幢,敦本堂(祠堂)壹幢,古石拱桥四座:即双灵桥、维新桥、迎恩桥、步云桥。其中维新桥

4、于清代康熙年间重建,桥上有亭(水口亭),亭联曰:“桥亭典雅疑别墅,寮阁峥嵘掩村扉”。此外,村头莲塘亭、南熏亭、仰止亭、环秀亭,亭亭屹立,便于行旅与农人憩息。村北溪上有座“四封桥”相传古代四位姑娘到彼岸前山坞私塾读书,有涉水之苦,后来四位姑娘出嫁后,丈夫都成了显宦达官,她们封了夫人,这座桥是她们捐资建造的,故又称“四姑娘桥”。考水保留的古民居建筑,全是徽派特色,马头墙,飞檐翘戗,雕梁画栋,剔透玲珑,人物花卉,飞禽走兽,维妙维肖,栩栩如生。为数虽不很多,却可集腋成裘,充分显示了我国古代劳动人民聪明的才智和浓郁的民族传统文化气息。(3)神秘的千年古墓与儒学文化:令人瞩目的太子墓,有一千零四年的历史,

5、至今保存完好。稍有地理知识的人一看就知道这是一块八卦太极地,那墓顶上一块块翘大拇指的瓦盖,可依稀辨识出这是一座“皇穴”。墓碑上“始祖明经 胡公之墓”八个大字历经千年风雨,残剥可认。考水明经胡氏始祖胡昌翼。据胡氏宗谱所载,唐天佑年(公元904年),唐昭宗李晔,被梁王朱温劫持迁都洛阳,途经陕州(今河南陕县)时,何皇后产下昭宗之子,皇后估计,“自今大家夫妻委身贼手矣”。前途险恶,生死难卜,为延传李唐香火,时近臣新安婺源人胡三,临危受命,把乳婴“护以御衣”,仿效“狸猫换太子”计,秘密将太子抱回徽州婺源考水老家,从胡姓,起名昌翼,意寓“辅佐太子日后兴盛”。次年,昭宗诸皇子均被朱温杀害,唯独昌翼幸免于难,

6、保住性命,公元925年以易学登明经科,隐居教授,不乐仕进,创明经学,立明经书院,成为一代儒宗,后人皆有重教崇儒之风,累代赞缨,科第接踵,其子孙蕃衍,播迁海内外,公元1048年,明经胡一支自婺源适居黟县西递村,另一支移居绩溪县龙塘乡胡里村,胡适先生为明经胡族32代裔孙。3、开发建设的前景考水中国民俗文化村,群山环抱,古树、古桥、古谱、古民居一应俱全。在宋、元、明、清四朝代,当时曾拥有“进士走廊、翰林院”等赫赫声名的中国历史上四大书院之一明经书院就座落在该村。可以说考水是集自然、人文景观为一体的旅游佳境,完全能够满足人们观光、科考旅游的需要。置身于考水西面一个深山幽谷之中的千年古墓太子墓,是一个可

7、以满足人们研究“皇穴”风水,窥探当今伟人之轮回的寻幽探秘之所,可以填补我县考古探秘旅游的空白。也可丰富西线旅游区(点)单薄局面。仅2003年,来此寻幽探秘的游客就达近万人次,可以肯定地说,考水是一块极具开发前景的旅游胜地。三、项目开发的主导思想通过对考水深邃古奥的民俗文化和人文景观的开发,将高砂建成婺源乃至全国旅游休闲的后花园,让游客在这贴近自然的环境中尽情地享受回归自然式的休闲和娱乐,欣赏地方民俗风情,探寻皇穴风水,科考古建、古谱。四、项目建设的内容1、项目建设的范围以考水为中心,东至樟村,南至呈坑村,西至新村(含三官桥至太子墓的公路硬化绿化工程),北至大田村。2、项目建设内容(1)完善太子

8、墓的景区点缀及路面硬化。将太子墓作为主要景点进行综合开发,拓宽硬化绿化通往太子墓的路面,规划建造亭、阁、功德碑以点缀突出太子墓的神秘性、传奇性。(2)恢复明经书院。在明经书院原址上重建古色古香的明经书院,兼全国百家胡氏展览馆。(3)清理修缮明清古民居等。(4)组建民俗文化表演队,规划维新桥到考水村的沿溪路。在水景台设钓鱼亭,恢复农家椿米水碾,增添旅游乐趣。(5)建设游客服务中心。建章立制,招聘、培训经营管理人员和导游。五、投入与收益评估1、投资估算整个项目总投资2000万元,具体分项投资如下:(1)征地50亩,75万元;(2)青石板游步道2公里,40万元;(3)村内前后街修复3000米,40万

9、元;(4)太子墓综合开发,50万元;(5)胡三公墓开发,40万元;(6)明经书院(兼全国百家胡氏展览馆)1500m2,750万元;(7)文昌阁一座,30万元;(8)修缮村内古民居5幢,30万元;(9)修缮村内桥梁4座,120万元;(10)村内三个古门楼建设,30万元;(11)水口园林整治,15万元;(12)停车场建设,50万元;(13)游客服务中心(400m2),50万元;(14)旅游公厕3座(210m2),30万元;(15)农家旅馆,150万元;(16)景区绿化(包括前山植树造林),100万元;(17)村庄整治,80万元;(18)其它旅游配套设施,80万元;(19)考水村河流整治(包括十口流

10、水鱼塘建设),160万元;(20)前期规划费,35万元;(21)不可预见费,45万元。2、收益估算考水旅游度假村地处婺源的中心地带,向西可作为文公山风景区、鸳鸯湖风景区等旅游中转站,同时还可依托县城,成为县城的后花园,是游客理想的休闲娱乐场所,年预计游客30万人次, 门票每人次20元,合计600万元。旅游服务业及其他收入200万元,扣除税、费支出,按50的纯收入计算,投资者每年至少可获纯利400万元。项目建成约5年后即可收回全部投资。文化与生态旅游已成为一种时尚,纯朴的山涧风情、民俗文化被越来越多的人们所寻觅,考水恰好是文化与生态完美结合的古村落,开发以后,旅游业一定火爆。Editors no

16、ine we would be go for launch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is going to do this, Felix Baumgartner, must have that sa

17、me feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the partially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, with skin no thicker than a dry cleanin

18、g bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disappointment on the face of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He hung his head low in mission control a

19、s he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role in this mission. Starting at the ground, conditions have to be very calm - winds less than 2 mph, with no precipitation or humidity and limited clo

20、ud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives. It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the cruising altitude of commercial airlin

21、ers (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless Felix will unclip. He will roll back

22、 the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete bottom of a swimming pool that he wants to land on, but not too hard. Still, hell be traveling fast, so despite the distance, it will not be like diving

23、into the deep end of a pool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the speed of sound - 690 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the water, he will begin to slow as he approaches the more

24、dense air closer to Earth. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parachute that can be deployed to slow him down. His team hopes its not needed. Instead, he plans to deploy his 270-square-foot (25-square-meter) main chu

25、te at an altitude of around 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will have a reserve parachute that will open automatically if he loses consciousness at mach speeds.Even if everything goes as planned, it wont. Baumgartner

26、 still will free fall at a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).It might not be the moon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
