1、*市科技计划项目可行性研究报告说明一、 研究目的及意义1、 项目的概述。应包括项目的主要内容、创新点、技术水平、项目的主要用途及应用范围。2、 简述项目的社会经济意义、目前的进展情况、申请项目的必要性。3、 简述本单位实施项目的优势和风险。4、 项目计划目标(此栏目各项指标是项目立项后,签订合同的主要内容,也是项目验收的主要依据。)总体目标:项目完成时达到的阶段(中试或批量生产)、实现的年生产能力(阶段成果)。经济目标:包括项目完成时累计实现的工业增加值、销售收入、缴税总额、净利润、创汇额等。技术、质量指标:包括项目执行期结束时达到的主要技术与性能指标(需用定量的数据描述)、执行的质量标准、通

2、过的国家相关行业许可认证及单位通过的质量认证体系等。5、 主要技术经济指标对比(项目实施前后的比较)。二、 申报单位情况1、 申报单位基本情况包括单位名称、通讯地址、注册时间、注册资本、单位登记注册类型、主管单位(部门)名称。2、 单位人员及开发能力论述单位法定代表人的基本情况,包括学历、所学专业、主要经历、技术专长、创新意识、开拓能力及主要工作业绩。单位人员基本情况,包括单位人员总数、大专以上人员数;主要管理人员数、文化水平、年龄结构;技术开发、生产、销售人员比例等。新产品开发能力情况,包括单位上一年技术开发投入额、其中研究开发投入额、研究开发投入占单位年销售收入比例;科研开发队伍情况;与本

3、项目相关的技术储备情况等。项目技术负责人的基本情况,包括学历、所学专业、主要工作经历、技术专长和工作业绩;项目技术负责人与单位之间的任用关系。项目主要人员情况。3、 单位财务经济状况上年末单位总资产、总负债、固定资产总额、总收入、产品销售收入、净利润、上交税费。4、 单位管理情况单位管理制度、质量保障体系的建设情况;单位信用等级、单位商誉、单位获奖情况。5、 单位发展思路三、 项目的技术可行性和成熟性分析1、 项目的技术创新性论述(1) 详细说明本项目的基本原理及相关技术内容,描述项目的技术或工艺路线、产品结构、基本算法原理等(可加图示)。(2) 论述项目创新点,包括技术创新、产品结构创新、成

4、品工艺创新、产品性能及使用效果的显著变化等。申报单位应在不泄露商业机密的前提下,尽可能详细地说明本项目的创新点、检测报告、实验报告或其他能说明项目技术水平的证明材料,已有产品或样品的可附照片或样本。(3) 详细描述项目的技术来源、合作单位情况;说明项目知识产权的归属情况。其中合作开发、委托开发的项目,须附上相关的合作开发协议书和有关技术资料;购买技术再开发的项目,需说明再开发的主要内容并提供相应的技术资料;单位自主开发的项目,需提供相应的技术资料或技术鉴定报告。(4) 简述本项目国内外发展现状、存在的主要问题及近期发展趋势,并将本项目在克服现存主要问题方面与国内、国外同类产品现行指标进行较详细

5、的比较(可以表格方式说明)。2、 项目成熟性和可靠性论述详细说明项目目前进展情况、技术成熟度。四、 项目产品市场调查与竞争能力预测1、 本项目产品的主要用途,目前主要使用领域的需求量,未来市场预测;项目产品的经济寿命期,目前处于寿命期的阶段。2、 本项目产品国内主要研制单位及主要生产厂家研制、开发情况;在建项目和已批准拟开工建设项目的生产能力,预计投产时间。3、 分析本项目产品的国内外市场竞争能力,替代进口或出口的可能性,预测本项目市场占有份额,以及近期内市场占有率的增长情况,并说明预测的根据。五、 项目实施进度方案六、 资金使用计划根据项目实施进度和筹资方式,编制资金使用计划。七、 经济、社

6、会效益分析、经济效益分析:根据销售价格和市场占有情况的分析,预测本项目在实施后每年可实现的销售收入、净利润、交税总额、创汇或替代进口情况。社会效益分析:论述本项目的实施将对提高地区经济发展水平的影响,对合理利用自然资源的影响,对保护环境和生态平衡以及对节能可能产生的影响。八、 管理部门意见九、 附件:以下材料可随同附上:工商企业营业执照或事业单位资质证明(复印件)、高新技术企业证书、科技成果(新产品)鉴定证书、专利证书、获奖证书、技术合同(转让合同、合作合同等)、查新报告、特殊产品生产许可证、农肥、农药登记证、通讯电力入网证、临床批文、环保证明等。Editors note: Judson Jo

Those events were way before my time.As a kid, I was fascinated with what goes on in the sky, and when NASA pulled the p

9、lug on the shuttle program I was heartbroken. Yet the privatized space race has renewed my childhood dreams to reach for the stars.As a meteorologist, Ive still seen many important weather and space events, but right now, if you were sitting next to me, youd hear my foot tapping rapidly under my des

10、k. Im anxious for the next one: a space capsule hanging from a crane in the New Mexico desert.Its like the set for a George Lucas movie floating to the edge of space.You and I will have the chance to watch a man take a leap into an unimaginable free fall from the edge of space - live.The (lack of) a

11、ir up there Watch man jump from 96,000 feet Tuesday, I sat at work glued to the live stream of the Red Bull Stratos Mission. I watched the balloons positioned at different altitudes in the sky to test the winds, knowing that if they would just line up in a vertical straight line we would be go for l

12、aunch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is going to do this, Felix Baumgartner, must have that same feeling, at a level I

13、 will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the partially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, with skin no thicker than a dry cleaning bag, scraped the groun

14、d I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disappointment on the face of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He hung his head low in mission control as he told Baumgartner th

15、e disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role in this mission. Starting at the ground, conditions have to be very calm - winds less than 2 mph, with no precipitation or humidity and limited cloud cover. The balloon, w

16、ith capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives. It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the cruising altitude of commercial airliners (5.6 miles/9.17 kilo

17、meters) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless Felix will unclip. He will roll back the door.Then, I would

18、assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete bottom of a swimming pool that he wants to land on, but not too hard. Still, hell be traveling fast, so despite the distance, it will not be like diving into the deep end of a p

19、ool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the speed of sound - 690 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the water, he will begin to slow as he approaches the more dense air closer to Eart

20、h. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parachute that can be deployed to slow him down. His team hopes its not needed. Instead, he plans to deploy his 270-square-foot (25-square-meter) main chute at an altitude of aro

21、und 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will have a reserve parachute that will open automatically if he loses consciousness at mach speeds.Even if everything goes as planned, it wont. Baumgartner still will free fall at

22、 a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).It might not be the moon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
