1、关于建立成都疼痛专科医院报告一、建立疼痛专科医院的可行性21世纪初，新医学模式的建立、医药分家和医疗保险制度的全面展开，特别是人类疾病谱发生变化,单纯依靠原有的公共医疗卫生体系已不能适应和满足社会人群的需要，更由于遗传、行为、心理因素、生活方式、社会环境等影响，使人们逐渐认识到“无病早防、有病早治、预防残疾、康复医疗”的重要性。因此，建立一种新型的颈腰椎病康复医院，包括医疗、预防、保健、中西医结合的具有现代医疗特色的颈腰椎病医院，是符合医疗发展方向的。医学事实证明十类疑难性疾病：肿瘤、心脑血管病、心脏病、糖尿病、老年性痴呆、风湿病、骨关节病、精神病、神经系统疾病中，除（肿瘤、病毒性肝炎）外，另
2、外八大类疑难类疾病都存在脊柱在的病理性后果，在成都市办一家上档次上规模的（颈腰椎病）医院市场前景巨大。随时当今社会人民生活水平的提高，生活节奏，习惯及环境的不断变化。因各种原因引发疼痛为主的病员群体急剧上。虽然有极少数医院先后成立了疼痛科但因其疼痛医学发展的滞后，诊疗方法的局限性和盲目疾病总发病率已由原来的3-5%急剧上升到目前的15-20%，而目前四川省境内仅有都江堰市成立了一家疼痛专科医院。成都市区内各家医院的疼痛专科也都建而不全，不专，也不具备特色，共需矛盾十分突出。市场潜力巨大，以都江堰市疼痛专科医院为例，每天门诊量80-100人次，住院160-200人次，月收入150-200万元，年
3、收入超过3000万元。又以四川康骨医院（以小针刀治疗为特色）为例，2009-2010年，门诊量每天40-80人，每天小针刀治疗20-50人次，微创手术3-5台，年收入已过5000万元，再以华西医大附院疼痛为例每日门诊量为160-200人次，住院床位50张，长期暴满，供不应求。鉴于当前疼痛性疾病的发病状况与医疗资源配置差异，建立成都疼痛专科医院是可行的。国家对举办此类专科性质医院在政策上也是予以鼓励和支持的，特别是目前国家医改方案是明确以后，成都市已属于试点城市之一，有诸多政策条款利于民营资本投入医疗行业。对于我们建立成都疼痛专科医院是一个良好的机遇。二、医院定位 医院性质为股份制民营非盈利性医
4、疗机构，实行自主经营，独立核算，自负盈亏。在办院方针上，按照患者至上救死扶伤的原则，以病人为中心，以质量为核心，不以慈善为已任，但必须坚持社会效益与经济盗并重。在办院方向上，分两步发展：第一步，以治疗颈、腰椎疾病为重点，主要解决颈、肩、腰、腿痛的病员群体就医，办好脊柱微创外科、疼痛康复科理疗科。第二步，在具备条件基础上，向治疗肿瘤、戒毒、精神系统疾病，心理性疾病等方向发展，使之建立一所具备实力和特色的疼痛专科医院。三、医院规模按照两步走的思路，医院实行分期建设，逐步发展。第一期，主要满足颈、肩、腰、腿痛为特色的专科医院运转需求，完善建立治疗椎间盘的设备、方案和专业技术队伍。1、医院面积一期医院
5、总面积约5000平方米，其中医疗区占70%，面积为3500平方米。开放床位60-80张，日门诊量50-80人次。2、科室设置投设18个临床科室和4个职能部门，临床科室为颈椎病科、腰椎间盘科、骨伤科、骨病科、骨质疏松专科、疼痛科、内科、外科、中医科、康复科、医学影象科、药剂科、检验科、麻醉科、B超心电图室、供应室、手术室等。职能部门为医务部、财务部、市场部、院务部。3、设备配置一般设备：给氧、吸痰装置、抢救床、器械柜、医用冰箱、敷料柜、紫外线灯、高压消毒设备、手术床、手术器械、无影灯等；床单元的配置；每床配：床1张、大被单3条、褥1.5条、被3条、枕芯1.5个、床头柜1个、床垫1.5条、枕套3个
6、、病员服2套。专科设备：ND：YAG激光机或半导体激光机一台25-30万元、C形臂X-RANG机1台10-20万元、臭氧机、靶点热疗射频治疗仪6-10万元、骨密度测定仪、呼吸机、心电图机、多参楼监护仪、麻醉机、全自动生化分析仪、病理显微镜、血凝仪、血球计数分析仪、尿十项分析仪、B超及彩色B超等随市场价定，如条件具备配置CT或MRI。4、技术力量配置拟面向社会招聘高、中级医疗技术人才（含科学带头人及医院管理人才），一期人员配备约60人，其中专业技术人员50人，行政后勤人员10人。目前有8名专家可随时投入工作，基本情况如下：张汉高，外科副主任医师、四川省中西医结合骨科专委员会委员，四川疼痛学会委员

10、股不低于10%。2、资金投向，其中房屋租赁费用及装修费约300万元，人力成本按平均3000元/人/月60人计算，3-6个月为100万元，专科医疗设备150万元，药品及耗材全年约150万元，市场启动第一约100万元，办公用品购置50万元，其他费用约50万元。3、经济效益第1年，平均计算（其中前3-6月为市场导入期）以每病人平均占用5床日，床位使用率50%，（按60张床计算，每月占用900床日），每月可收治及手术病人180人次及台次，按人均消费5000元计算，第一年累计业务收入可达到1080万元。人员工资开支按平均3000元/人/月计算，全年约220万元，地面营销费用按600元/人计算，全年均13
11、0万元；药品及耗材全年约200万元；市场推广全年约120万元；房屋租赁费用约150万元；其他费用约50万元。由此计算，第1年的收支节余约150万元。 第2年，由于市场的逐步成熟，业务收入可达到2000万元，而开支除地面营销费用翻倍外，其他项目开支只少量增加；预计第2年收支节余可达8001000万元，基本收回80%投资。第3年，疼痛专用医院品牌逐步形成，企业发展入常态，进入盈利期，可利用积累的资金扩大生产规模，进行二期建设。五、医院经营管理思路观念决定思路，思路决定出路。面对日益激烈的市场竞争，医院的经营管理必须遵循市场规律，坚持解放思想，改革创新。在组织体系、医疗质量、医疗技术、医院服务、医疗
12、品牌、人才建设、管理机制等方面予以大力加强，不断推进医院的全面发展，真正把医院做大做强。在着眼医院长远建设的同时，前期主要工作重点抓好以下几个方面：1、健全组织体系董事会、院领导班子和科室中层班子构成医院组织体系。（1）董事会由主要投资法人代表、有关负责人和医院其他筹建人共同组成，投资者任董事长。董事会负责决定医院建设发展与经营管理的一切重大问题，具体职权、议事规则根据公司章程和有关医疗法规另行规定。（2）院领导班子设院长1人，副院长3人，院长主持医院全面工作，向董事会负责，接受董事会的领导、管理与监督。副院长协助院长工作，具体分管业务、经营、行政管理工作，其职责另行规定。（3）科室中层干部，
