1、第十章 质量管理体系Chapter 10 Quality Control System10.1质量管理体系阐述10.1 General description of the quality control system10.1.1质量管理体系的建立、认证及证书 10.1.1 The setup, the approval and the certificate of the quality control system1995年,武船在原军工质量保证体系的基础上,依据GB/T19002:1994质量管理和质量保证标准,建立健全了武船质量管理体系,重新编制颁布了武船质量手册和质量管理体系程序文件

2、,并贯彻实施,1996年12月通过新时代认证中心的现场审核,并于1997年4月2日获取民品质量体系认证证书(注册号:0597B127);1999年12月,武船按GB/T19001-1994标准申请新时代认证中心进行民品质量管理体系换证审核,一次通过,于2000年2月18日获取新时代认证中心颁发的民品质量体系认证证书(注册号:0500A0059)。In 1995, according to GB/T9002: 1994 quality control and quality assurance standard, the Wuchang shipyard established and impr

3、oved their quality control system and re-issued their quality handbook and the procedure of quality control system and put them into practice on the basis of the former quality assurance system on military products. On December 1996, the shipyard passed the on-the-spot examination and verification;

4、obtained certificate of the system of quality certification on civilian goods (registration number:0597B127) on 2nd April,1997; moreover, the shipyard achieved one-shot pass when they applied for the re-certification examination and verification of the above mentioned quality system in New Times Aut

5、hentication Center according to GB/T9001-1994 standard and gained certificate of the system of quality certification on civilian goods approved by the that authentication center (registration number:0500A0059). 2002年,武船按换版后的GB/T19001-2000标准对质量管理体系进行了转换,2003年7月通过新时代认证中心换版审核,2003年9月11日获得新时代认证中心换发的民品质量

7、n goods was available from the New Times Authentication Center2006年7月武船通过了新时代认证中心对武船民品质量管理体系的复评换证审核,获得新时代认证中心换发的民品质量体系认证证书(注册号:00806Q10551R3L)。2008年3月武船通过了国防科工委组织的船舶修造技术许可生产条件现场审核,获得湖北省国防科学技术工业办公室颁发的“一级类钢质一般船舶”的船舶修造技术许可证编号:(鄂)船许证字20081号。On July 2006, the shipyard passed the examination and verificat

On March 2008, they passed the on-the-spot examination and verification for production condition of technical license in building and repai

9、r ships organized by the State Commission of Science and Technology for National Defense Industry and obtained the technical license for building and repair ships of” First-class I type of general steel ships” issued by the Office of Science, Technology and Industry for National Defense in Hubei Pro

10、vince serial number: No.1 of (Yu)shipsliscence 2008特别说明:2008年11月15日,国际标准化组织(ISO)正式发布了ISO 9001:2008标准,GB/T19001-2008标准(等同采用ISO 9001:2008)已于2008年12月30日发布,并于2009年3月1日开始实施。本公司于2009年3月30日收到中国新时代认证中心下发的“新版标准转换的客户告知书”(中心办字200940号),主要内容为:中国新时代认证中心自2009年5月1日起,可以受理GB/T19001-2000标准认证证书向新版标准的认证证书的换版工作,要求各获证组织务必

11、在2010年11月15日以前完成向GB/T19001-2008标准的换版。原获取的2000版证书在2010年11月14日前仍然有效。目前本公司正在学习GB/T19001-2008标准,将选择适合的时机进行GB/T19001-2008标准的转换。Special explanation: The ISO formally released the ISO 9001:2008 standard on 15th November, 2008 and also issued GB/T19001-2008 standard (same as ISO 9001:2008) on 30th December

12、of the same year and put them into effect on 1st March, 2009. We received the notice of updating the former standard from the New Times Authentication Center (file code: number 40 of 2009 ). The notice ,which reads:” the New Times Authentication Center could accept and handle the case of renewal wor

13、k for the GB/T19001-2002 certificate from 1st May, 2009 and they asked all the certificate-available organizations to fulfill the update before 15th November,2009 and the former 2000 version certificate is in its validity till 14th November, 2010.” At present, we are studying GB/T19001-2008 standard

14、, and will conduct the renewal in a proper time. 10.1.2质量管理体系建设和运行情况 10.1.2 The construction and the operational status of the quality control system10.1.2.1 武船高度重视质量管理体系建设,推动质量管理体系持续有效运行10.1.2.1 The shipyard attaches their great importance to the quality control system and promoting the sustainable

15、 operation of the system. 1996年底,武船按GB/T19002:1994质量管理和质量保证标准标准建立的质量体系通过认证后,武船一方面巩固认证成果,另一方面不断完善和改进质量体系,提高武船质量保证能力,并把1997年定为武船“管理年”,开展质量(技术)管理、计量管理等七项综合整顿,制定了“一言一行对企业负责,一举一动为用户着想”的职工行为准则。1998年武船提出了开展管理“严、细、实”和规范职工行为的活动,产品建造过程受控能力大大加强。1999年武船提出了管理要标本兼治,由标及本,抓全员市场质量意识教育,站在用户立场上对待产品质量,把客户满意作为质量最高标准。200

16、0年武船提出深化自主质量管理,开展我的工作我承诺、我的工作无差错、我的工作信得过的质量诚信活动,全体员工的质量意识和责任心显著提高。2001年武船建立生产责任制,深入推进“创精品”工程,以用户满意作为最高质量标准,从各方面采取措施,不仅满足符合性要求、同时满足适用性要求,不仅满足产品性能要求、同时满足可靠性要求,不仅满足产品内在质量要求、同时满足外观质量要求,不断提高用户满意度。2002年,武船又按2000版国标建立了质量管理体系,并于11月15日正式运行。通过质量管理体系转换,武船把“八项质量管理原则”和“质量第一、预防为主、一次成功、实施法治”的宗旨具体落实到各项质量活动、各个过程的控制中

17、,将新标准中新的、特殊要求予以认真贯彻执行,不仅充分满足标准的要求,更注重质量管理体系运行的有效性和效率。2003年武船以换版认证为契机,继续开展质量管理体系质量手册和程序文件的宣贯活动,使之得到较好地实施;武船组织各单位对全部第三层次质量管理文件进行清理、补充和完善,使其真正做到现行有效。2004年武船对质量手册和质量管理体系程序文件进行了修改,以持续改进武船质量管理体系文件的有效性、适用性和充分性。After established their quality control system according to the GB/T19002:1994 quality control an

18、d quality assurance standard by the end of 1996, the shipyard has, on the one hand, consolidated their achievements and on the other hand, constantly completed their quality control system, improving the quality assurance of their ships. Furthermore, the shipyard has set the year 1997 “the quality c

19、ontrol year”, launched seven comprehensive campaigns in quality(technological)control, metering management, etc and conducted employees behavior standards of “any time, any where, beneficial to the clients; every word, every action, responsible to the enterprise” In 1998, the shipyard decided to con

20、duct quality control with the characteristics of “strictness, carefulness and honesty”and to standardize employees behavior; as a result, more quality controls can be given in manufacturing process. In the next year, Being proposed to seek both temporary and permanent solutions to the problems in qu

21、ality control, the shipyard has focused on quality-oriented education and set their highest quality standard as the customers satisfaction. In 2000, the shipyard conducted an activity for quality and credit, “I promise my work of error-free and trustworthy” to deepen the self-determination quality c

22、ontrol. Thanks to that, our staffs quality awareness and their sense of responsibility have greatly improved. Next year, the shipyard established production responsibility system, deeply carried forward the concept of “creating classics” and viewed customers satisfaction their top quality standard,

23、so they have taken various measures to constantly improve customers satisfaction by meeting the demands for conformity, applicability, performance and reliability as well as the products internal and external quality. Next year, the shipyard established quality control system based on 2002 version o

24、f national standard and came into force from 15th November in the same year. They carried out the objectives of “eight quality control principles” and “quality first, prevention crucial, success at the first try and implementation under the rule of law” in every quality campaigns and in every proced

25、ure control, moreover, they faithfully executed all the new and special requirement of the new standard, not only fully meeting the demand of the new one but also pay more attention to the effectives and efficient in the operation of quality control system. Taking the opportunity of renewing the cer

26、tificate in 2003, the quality control system handbook and procedure document have obtained a fuller implementation thanks to their continuous work. The shipyard organized every branch to cancel, to supplement and to improve all of the third-level documents of quality control system so that to achiev

27、e current valid version. The shipyard revised the handbook and procedure documents in 2004 so as to constantly improve the validity, applicabilitysufficiency of the quality control system. 2005年,武船进一步完善了质量管理体系,组织对质量手册进行了修改,对人力资源管理程序、采购控制程序等4份程序文件进行了换版修改,对其它41份程序文件通过发修改通报进行了局部修改。为了使质量管理体系所要求的文件宣贯学习到位

28、、理解执行到位、实施效果到位、见证记录到位,武船组织对中船重工集团公司军工产品质量管理规章制度进行收集,将23份管理规章制度进行汇编,形成汇编本并下发,同时还编制下发了质量管理作业文件汇编本。武船深入推进质量文化建设,总结提炼出了“100+1”的质量理念、“一言一行对企业负责,一举一动为用户着想”的行为准则和“一次到位、一次做对、一次做好”的自主质量管理规范为核心内容(即“九个一”)的质量文化,。并通过质量征文、质量演讲比赛、办板报、发宣传稿等多种形式进行宣传,通过质量文化的建设,营造了良好的质量氛围,进一步提高了职工质量意识,促进了武船质量管理体系运行的有效性和产品的实物质量的提高、增强了顾

29、客满意In the year of 2005, the shipyard further perfected their quality control system; organized revision to the handbook; conducted edition-change to four procedure documents such as the Procedures on Human Resource Management, the Procedures on Purchase Control, etc and partly amended 41 procedure d

30、ocuments by sending amendment advice. In order to achieve a good command, a full understanding and implementation, an efficient effect and a perfect record as required, the shipyard organized the collection of quality control regulation on military products of China Shipbuilding Industry Corp. and c

31、omplied and issued those 23 regulations. Meantime, they also edited and released the Collection of Operation Files of Quality Control. In their process of quality cultural construction, the shipyard summarized and extracted the quality culture covering the quality concept of “100+1”, the behavior no

32、rm of “any time, any where, beneficial to the clients; every word, every action, responsible to the enterprise”, the self-determined quality control regulation of “one time to reach place, one time to complete, one time to do right”, which further enhanced the staffs quality awareness, promoted the

33、effective in the operation of their quality control system, improve products quality, winning customers satisfaction by soliciting quality-oriented articles, holding quality speeches, writing blackboard newspaper and handing out leaflets, etc. 2006年,为了适应武船 “十一五”发展规划,总经理(原厂长)颁发了“追求卓越质量,超越顾客期望,塑造武船品牌”

34、新的质量方针,并进行了大力宣贯。在推进质量文化建设方面,进一步充实武船质量文化的核心内容,确立了“质量负全责”的质量价值观和“严、细、实”的质量工作作风,并编制了武船质量文化手册,发给每个员工进行学习、践行。为进一步完善质量管理体系,加强设计质量的控制,组织编制了生产设计质量控制办法和三维生产设计质量控制办法。为了提高自我改进、自我完善和自我纠偏能力,除了每年按策划的安排进行质量管理体系内部审核外,还创新开展了过程的专项审核。上述工作的开展,进一步完善了武船质量管理工作,提高了体系运行的有效性。For the sake of adapting the development programs

35、in their eleventh five-year plan , the General Manager issued a new quality policy of “pursing excellence in quality, going beyond customer expectations and shaping the band of our products” and conducted large-scaled propaganda and implementation in 2006.In regard to promoting the construction of q

36、uality culture and to further enriching the core concept, the shipyard established quality values of “one should take full responsibility”and work style of “strictness, carefulness and honesty”, moreover, they complied the cultural handbook and distributed to every one for study and doing so. With t

37、he view to further perfect the quality control system and strengthen controls over designing quality, the shipyard organized the Quality Control over Production and Design and the Quality Control over 3D Production and Design. The shipyard initiated to conduct the specific examination and verificati

38、on over process in addition to the annual internal audit according to the quality control system so as to enhance self-improvement, self-perfection and self-correction. The above has improved the quality control and the effectiveness in the running of the system. 2007年,武船组织开展了加强质量管理的质量活动,进一步强化了质量意识和

39、责任心,加大了管理和监督力度。为了加大持续改进力度,追求卓越,武船在ISO9001:2000标准的基础上并超越ISO9004:2000标准,按照“全面策划、分步实施、点面结合、重点突破”的总体策略,在全厂推行卓越绩效管理模式,并编发了试点推行卓越绩效评价准则实施方案,选择重工公司、一分厂、二分厂作为试点单位,通过开展自我评价,不断寻找自身优势和改进机会,持续创新和改进,促进管理成熟、业绩提升,追求卓越。12月份,在中船重工集团公司召开的首届质量管理经验交流会上,武船就推进卓越绩效管理模式工作进行了交流,获得好评。为了使追求卓越的工作落到实处,武船在持续开展军品创精品的同时,又广泛推行追求“零缺

40、陷”、“零差错”活动及开展产品创名牌工作,努力提升产品质量,增强顾客满意。在推进质量文化建设方面,在全员中征求质量文化格言,并总结提练出各具特色的格言447条,同时着手编制武船质量文化宣传手册,9月武船通过国防科工委质量文化建设现场评估组的检查,并被国防科工委授予国防科技工业首批“质量文化建设示范单位”称号。In 2007, the shipyard launched a campaign of improving quality control, further intensifying quality awareness and sense of responsibility as wel

41、l as strengthening control and supervision.With the aim of expanding the continuous improvement and of pursing the excellence, the shipyard, in terms of an integrated strategy of “comprehensive planning, step-by-step implementation, integration of point and sphere and breakthroughs made in key secto

42、rs”, pushed ahead with excellent performance mode all over the company based on ISO9001:2000 standard and exceeded the ISO9004:2000 standard, and selected the Industry branch, the first branch and the second branch as testing ones by conducting self-assessment, exploring self-strengths and the oppor

43、tunities for improvement to achieve continual innovation and to promote management maturity, performance enhance and excellence pursuit.In December, the shipyard was praised for their excellent performance mode in first quality management experience-exchange meeting held by China Shipbuilding Heavy

44、Industry Corporation. While carrying out manufacturing excellence in military products, the shipyard, in order to implement the work of the pursuit of excellence, pushed the activity of pursuing “non-defects, non-errors” and advocated the brand-name products manufacturing, and try best to improve th

45、e quality of their products and customers satisfaction. Reference to their cultural construction, the shipyard summarized and extracted 447 mottos with their own characteristics among all the collections, meantime, they also worked on the organization of the Quality Culture Brochure. On September, t

46、he shipyard passed the examination from on-the-spot quality-culture construction Assessment Team of the State Commission of Science and Technology for National Defense Industry and was granted a an official certificate of “a demonstration in quality-culture construction ”. 2008年,为提高质量管理体系运行的有效性和效率,进

47、一步提高质量管理体系文件的充分性、适宜性和可操作性,武船组织对质量管理各层次文件进行了全面的清理和修编:换版修改了质量管理体系质量手册;换版修改了26份质量管理体系程序文件,新编制了1份生产设计控制程序;换版修改了34份质量管理体系作业文件,并新编制3份质量管理体系作业文件。为提高生产设计质量,武船在生产设计单位设立了质量室,加强对生产设计过程的控制和监督;同时,按照生产设计(含详细设计)图样、技术文件审查实施办法的要求,武船组织对VS483MK3出口船生产设计过程中的质量管理情况和三个分段出图的质量进行了严格审查,确保出图的正确性、合理性、成套性和完整性.在卓越绩效管理方面,武船今年继续推行

48、和深化卓越绩效管理模式并取得实效,不但多次得到上级领导机关的肯定,且先后荣获全国及湖北省实施卓越绩效先进单位的荣誉称号。在质量文化建设方面,武船编制了武昌船舶重工有限责任公司质量文化建设规划(2008年-2010年),明确了质量文化建设的思路、原则、组织机构及推进步骤和要求,为进一步完善武船质量文化建设体系,建立持续改进和不断创新的文化发展机制奠定了坚实的基础。The shipyard conducted a full cancellation and revising all levels of documents in the quality control system in 2008
