1、论历史变化中的国家伦理价值诉求 论历史变化中的国家伦理价值诉求 On a States Pursuit of Ethic Values in the History of Changes 【摘要】 国家伦理本质上是国家正当性问题。国家伦理的价值诉求不仅是国家伦理的核心内容,也是国家正当性的理论证明。当前我国正处在社会转型时期,社会转型的特点和规律,直接或间接决定国家伦理价值诉求的发展变化趋势。社会发展的动态性决定了国家伦理价值诉求具有可变性。因此,从历史角度探讨国家伦理价值诉求发生的变化具有重要的意义。论文共分三章。第一章主要从国家的正当性解读国家伦理的内涵。国家具有阶级特性和公共特性。国家的
2、公共性是国家正当性存在的基础。国内外学者对国家正当性的研究凸显了国家伦理问题的存在和不可回避性。因此,对国家正当性问题的研究必定会涉及到国家伦理问题的研究。国家伦理研究涉及到的问题有国家伦理的定义、国家伦理的规律性特点、国家伦理的体系构成、国家伦理的理论来源或前提、国家伦理的价值诉求等。国家伦理价值诉求是国家伦理的核心内容。第二章主要分析总结了历史变化中的西方国家伦理价值诉求。古希腊罗马时期,国家伦理的价值诉求是“城邦之善”。西方近代以来,西方国家伦理价值诉求转变为对人们自然权利(生命权、自由权、财产权等个人权利)的保护。现当代西方的国家伦理价值诉求从国家价值中立转向国家正义。第三章论述了历史
3、变化中的中国国家伦理价值诉求。中国古代国家伦理的价值诉求是在“大一统”基础之上产生的王权至上。近代的国家伦理价值诉求在动荡多变的社会环境,中西文化激烈冲撞的社会背景之下产生,诉求的价值是“民权”。现当代国家伦理价值诉求从国家利益至上转变为了诉求在维护国家利益的基础上对个人权利的尊重与保护。论文最后总结了不同历史时期国家伦理变化的规律性特点。【Abstract】 State Ethics is essentially the issue related to national legitimacy. The value appeal of State Ethics is not only the
4、 core content of the State Ethics but also the theory proving to the state legitimacy. China is now on the phase of social transition, the characteristics and patterns of our social transition will cause the trend of the value appeal of State Ethics development and changes directly or indirectly. Th
5、e dynamics of social development signed that the value appeal of State Ethics is variability. Therefore, it is of great significance to investigate the changes of the value appeal of State Ethics from a historical perspective.This thesis is divided into four chapters.In the first part, I mainly inte
6、rpret the connotation of the State Ethics in the aspect of the legitimacy of the state. Each country has its characteristics of countries and public properties, the last one, which is the foundation of the validity of any country, and the form one, the study of the issue by scholars at home and abro
7、ad has prominent that issues relate to national ethical are of existence and ineluctable. For this reason, researches to the legitimacy of nation will bounded to the study of State Ethic. Subjects investigated by State Ethic are mainly about its concept and scope, its source or the premise and the v
8、alue of its demands which is the core issues of the State Ethics.In chapter II, I summarize and analysis the value demands of quasihistorical ethical values in western countries. In period of ancient Greek and Roman, the value demands of State Ethics is “city of sacred”, however, its has been change
9、d into the protection to the nature rights since the western modern times begin, such as life right, liberty right and property right, etc. The value demands of State Ethics have changed from national value-neutral to state justice in contemporary western countries.In chapter III, I elaborate the Ch
10、inese value demands of State Ethics in the historical changes of China. What the ancient Chinese demands is the “royal supremacy” that generated based on national “integrated unified”. In China, the value demands of State Ethics in modern times located in social environment which is volatility and i
11、n social backgrounds that attack by intense collision of Chinese and Western cultures, the demands of the value in China are “civil rights”. Chinese modern value demands of State Ethics have changed form that in period of planned economy which stressed and emphasize on national interests to demands
12、in the background of socialist market economy in which pursue individual rights and protection on the basis of national interests safeguard.In the last part of my paper, I am of the firm opinion that Chinese national aspirations of the issue based on ethical values in modern era and the present age
