27、年人在方面全面发展等品德、智力、体质、使他们进入他们有理想、有道德、有文化、有纪律的发展轨道,我们要保护未成年人的健康发展。 第二篇本法所称未成年人是指没有年满18岁的公民。第三篇国家、社会、学校和家庭要对未成年人进行理想教育、道德教育、文化教育、纪律教育并且在法律上要尊重未成年人。我们要尊重为未成年,要对未成年人进行爱国主义、集体主义和国际性、共产主义的教育,提倡爱祖国,爱人民,爱的作品,爱科学、的公德,反对资本主义的、封建主义的和其他的腐朽思想的腐蚀,提高他们对于社会的深刻认识。第四篇在保护未成年人的工作中,我们一定要遵循以下原则:(1)要切实保障未成年人的合法权益;(2)要保护到未成年人

28、的身心健康;(3)要适应未成年人身心发展的特点;(4)教育和保护要互相结合。第五篇国家要保障未成年人、财产和其他合法权益,不侵犯未成年人的一切合法权益,同时也打击一切危害未成年人财产、健康和阻碍未成年人身心健康发展的一切行为。保护未成年人,也是国家机关、武装力量、政党、社会团体、企业组织、城乡基层群众性自治组织的责任,社会各个阶层要履行自己的义务,确保未成年人发展的环境良好,一切按秩序发展。我们要动员全社会的力量去保护未成年人地健康发展,因为未成年人代表了国家的未来,我们要明确自己的责任,加紧保护工作的进程,同时要使全社会都要动员自己的力量履行保护的责任。保护未成年人不仅使未成年人的监护人的责

29、任,也是其他成年公民的共同责任。对侵犯未成年人合法权益的行为,任何单位和个人都有权打击阻止,提出反对,使其停止或提出控告给相关的部门。国家、社会、学校和家庭必须教育和帮助未成年人利用法律手段,维护自己的合法权益。要支持未成年人要危害自己合法权益的行为提出控告和赔偿。中央和地方各级国家机关必须在各自的职责范围内的竭尽所能地完成未成年人的保护工作。国务院和省、自治区、直辖市人民政府根据需要,采取一系列的措施,协调有关部门做好未成年人保护工作。中国共产主义青年团、妇女联合会、工会、青年联合会、学生联合会和其他有关社会团体,在需要的时候要协助各级人民政府完成未成年人的保护工作,帮助其维护未成年人的合法

30、权益。各级人民政府和有关部门对保护未成年人有效果显著的组织和个人,可以给予一定的奖励。第二章 家庭保护父母或者其他监护人必须履行自己的责任和义务,在法律上要尽到未成年人监护人地责任,有义务培养、教育未成年人,不得虐待、抛弃未成年人,不得歧视女性的未成年人或有残疾地未成年人;禁止父母或其他监护人将婴儿溺水、遗弃。一旦发生这种行为,要严肃追究其刑事责任,严厉打击该犯罪行为。父母或者其他监护人必须尊重未成年人权利接受和教育的权利,一定要严格服从义务教育的规定,对于达到入学年龄的未成年人要使其受到教育,不得剥夺未成年人受教育的权利,同时九年的义务教育是家长及其监护人要保障的未成年人一定一要享受到的权利

31、。学校不得随意开除九年义务教育中的学生,对于高中的学生,学校要慎用开除,不得推卸教育的未成年人的责任,不得随意将未成年人推向社会。社会各个阶层要互相帮助,互相监督,确保从未成年人的健康发展。父母或者其他监护人必须要按照健康的思想、行为准则和适宜未成年人健康发展的方法,引导未成年人教育未成年人进行有益身心的活动,防止未成年人吸烟,过度饮酒,流浪以及吸毒、聚众赌博等一切不良恶习,防止其走上违法犯罪的道路。父母或者其他监护人不得强迫未成年人工作、结婚,不得侵犯未成年人的自由和隐私,要保护未成年人的自尊和隐私,要尊重未成年人,不得随意打骂以及出现家庭暴力,家庭成员要关心爱护未成年人,关怀未成年人。父母

32、或者其他监护人不履行监护职责或者侵害被监护未成年人的合法权益,必须承担相应的法律后果,自己负法律责任。父母或者其他监护人危害未成年人的行为的,经教育后并没有改变的,人民法院可以根据有关人员或者有关单位的申请,要废除有关其监护人的资格;根据中华人民共和国民法通则的一般规定明确的规定,独立16日监护人。学校必须关心,珍惜在校的学生;行行为不端的,学习上有障碍的学生,都必须抓紧教育,帮助其健康发展,并且要耐心指导,一视同仁。学校必须尊重未成年学生的教育,要合理行使自己的职权不得随意滥用权力上海未成年人,阻碍未成年人的健康发展。老师不仅要在教学上关心学生,并且要对学生一视同仁,不得教唆同学歧视行为上有

33、偏差,成绩上不太优秀或者是生理上心理上有缺陷的未成年人学生。一旦老师有危害未成年人合法权益的行为,甚至是老师体罚侮辱学生,不仅学校要对其严肃处理,还要严厉追究其刑事责任,承担相应的法律后果。学校、幼儿园教师和管理者必须尊重未成年人的人格尊严,不得实行体罚对未成年学生和儿童,变相体罚或其他侮辱人格尊严的行为。未成年人的心理发育尚不成熟,没有健全的心智承担心理上生理上的创伤,所以我们要注意自己对待未成年人时的态度以及言行,要考虑未成年人的承受能力,不得随意打击未成年人,伤害未成年人。学校要定期检查鉴于设备以及学校的相关设施,确保未成年人的安全,以免发生以外,学校要根据未成年人的成长开设相关课程,尽

34、自己的能力使未成年人健康发展。任何组织和个人不得扰乱教学秩序,不得侵犯、毁灭这学校的场地、房屋和设备。一旦出现这样的行为,法律一定会追究其责任。保护未成年人的教育环境也是我们保护工作的重中之重,因为未成年人的保护问题不仅针对于未成年人自身,也需要保护相关的成长环境。学校和幼儿园安排未成年学生和儿童参加集体活动等总成、文化娱乐、社会实践,必须有利于未成年人的健康成长,防止有人身安全事故的发生。根据国家相关规定,未成年人必须接受学校的九年义务教育,学校必须对未成年人进行思想教育、文化教育、德治教育,不可偏废其一,不得一味追求升学率或者是学生的成绩而对未成年人不利,要抓紧未成年人的各项教育工作,确保

35、未成年人健康全面的发展,成为德智体健康发展的国家栋梁。学校的老师和管理者必须关心、爱护、尊重学生,不得歧视学生,不得拒绝教育学生,要履行教育工作者的职责,充满爱心和耐心的教导未成年人,使未成年人在一个健康的环境下得到教育,健康成长。教育机构,不论是学校还是幼儿园,都必须锻炼未成年人的的体质,保护其健康发展,使其拥有良好而健康的体魄,锻炼未成年人。第四章 社会保护国家鼓励社会团体、企业的企业组织和其他组织和公民,开展多种多样的有利于未成年人健康成长的社会活动锻炼未成年人,使其健康发展。各级人民政府必须竭尽所能地创造条件,建立场地添加设备丰富未成年人的文化生活,学校也要经常开展各种文娱活动丰富未成

36、年人的课余生活,学校也可以开展不同的学习活动锻炼未成年人的学习能力、探索能力,将未成年人培养成具有探索精神的国家栋梁。博物馆、纪念馆、科技馆、文化建设,谈判者,体育场(厅)等场所 ,包括动物园,公园,必须保持开放的小学和中学学生的优惠。对于涉及未成年人的发展的活动,要鼓励组织未成年人参加,并且要更多的开展一系列的活动丰富未成年人的生活,开拓未成年人的视野,帮助未成年人陶冶情操,锻炼自己。国家单位和作家、科学家、艺术家和其他公民等鼓励新闻、出版、广播、电影、电视、文学艺术、创造或提供有益于未成年人健康成长的工作,要加强未成年人的教育工作必须要有适合未成年人阅读的科普读物,学习读物,所以要规范出版界,保证良好的环境使未成年人健康良好的成长。商业舞厅网吧等不适合未成年人进入的场所,有关部门要负责监督工作以及该类营业性场所工作人员必须采取措施,不得允许未成年人进入,一旦发现有违规行为,查处之后要严肃整顿。
