40、研究，反复阅看，并召开了方案研讨会，针对本工程的重、难点进行研究方案论证比较，力求编制的施工组织设计科学、合理、详尽，具有很强的可操作性和针对性。3、为了更好地完成施工组织设计的编制，我公司组织了专业人员前往施工现场进行踏勘和了解，并对现场进行了实测实量，获得了宝贵的施工现场的数据、图片等第一手资料，对场地周边环境和各种条件有了很深的了解，诸如道路交通、场地地形地貌，场地围挡情况、施工供水、排水、供电情况，周围环境等，这对施工组织设计的制定和今后现场施工十分有益。4、我公司对该工程重点和难点方面积累了较为丰富的施工经验，形成了一套成熟先进的施工技术和管理经验，特别是对施工管理和协调，与业主、设

44、主招标文件的要求和本工程的特殊重要性，我公司确定了该工程项目管理的综合目标如下：一、质量目标符合国家现行施工验收规范合格标准。二、工期目标我公司在接到本工程招标文件后，结合本工程的特点、重点、难点进行了施工组织设计的详细编制，对进度计划的可行性进行了认真仔细的深入研究，对工程施工组织、管理进行了细致的部署、安排和筹划，对每一道工序的安排做到科学合理、高效紧凑、衔接紧密，在确保施工质量目标的前提下，对工期提出了如下目标：工程计划工期270日历天，计划开工日期：2013年8月/日，以监理工程师发出开工令中规定的日期为准，计划竣工日期：2014年5月/日。三、工程成本造价控制目标我们将始终站在业主的
45、角度，树立工程全局观念，通过优秀的人才、科学的管理、先进的技术和设备、经济合理的施工方案和工艺、科学的策划和部署、有效的组织管理、协调和控制，使该工程成本和造价得到最为有效的控制；同业主、设计院、监理公司的工程相关各方共同努力，优化施工组织和安排，使工程各个环节衔接紧密，高效顺利地向前推进；从图纸设计、材料设备选型、专业承包商的选择和工程招标、现场施工组织、管理、协调与控制等各个方面，提出行之有效的合理化建议和方案，加强“过程”和“环节”控制，追求“过程精品”，避免不必要的拆改、浪费，尽最大能力减少和节省工程成本和造价，使业主的投资发挥最佳的效益和效果。通过长期的工程实践，我们充分认识到只有整
46、个工程成本和造价得到良好的控制，才能对整个工程有利、对业主有利、对各承包商有利。四、安全目标我司将采取切实可行的措施和充足的安全投入，通过严密的安全管理，确保施工现场不发生重大伤亡事故、火灾事故等恶性中毒事件，轻伤发生频率控制在千分之三以内。五、环境保护和文明施工目标我公司将严格按照按市政府规定，做好施工场地及周边清洁卫生，文明施工。在签发交工证书时，应从施工现场清除并运出我方剩余材料、垃圾和各种临时设施等，并保持整个现场及工程整洁，达到监理工程师认为合格的使用状态。费用已包括在投标报价内，包干使用。六、付款条件接受招标文件要求的付款条件。第二章 施工组织机构第一节 组织机构的设置本工程设立项
