40、研究,反复阅看,并召开了方案研讨会,针对本工程的重、难点进行研究方案论证比较,力求编制的施工组织设计科学、合理、详尽,具有很强的可操作性和针对性。3、为了更好地完成施工组织设计的编制,我公司组织了专业人员前往施工现场进行踏勘和了解,并对现场进行了实测实量,获得了宝贵的施工现场的数据、图片等第一手资料,对场地周边环境和各种条件有了很深的了解,诸如道路交通、场地地形地貌,场地围挡情况、施工供水、排水、供电情况,周围环境等,这对施工组织设计的制定和今后现场施工十分有益。4、我公司对该工程重点和难点方面积累了较为丰富的施工经验,形成了一套成熟先进的施工技术和管理经验,特别是对施工管理和协调,与业主、设

43、范市政基础设施工程施工技术文件管理规定市政工程质量等级评定规定市政工程质量等级评定补充规定园林绿化施工规范绿化工程施工及验收规范国家水准测量规范国家三角测量和精密导线测量规范施工现场临时用电安全技术规范质量管理体系认证标准 等国家有关工程施工规范、条例、办法及施工图设计文件。如有变化的,以现行最新技术规范为准。第三节 工程概况1、工程名称:汉源二中南侧步行梯道建设项目;2、建设单位:汉源县城乡规划建设和住房保障局;3、建设地点:汉源县县城富林镇汉源二中南侧;4、建设规模:建长约为600米步行梯道及相关附属设施; 5、招标范围:施工设计图纸及工程量清单所表达的全部内容;第四节 项目管理目标根据业

44、主招标文件的要求和本工程的特殊重要性,我公司确定了该工程项目管理的综合目标如下:一、质量目标符合国家现行施工验收规范合格标准。二、工期目标我公司在接到本工程招标文件后,结合本工程的特点、重点、难点进行了施工组织设计的详细编制,对进度计划的可行性进行了认真仔细的深入研究,对工程施工组织、管理进行了细致的部署、安排和筹划,对每一道工序的安排做到科学合理、高效紧凑、衔接紧密,在确保施工质量目标的前提下,对工期提出了如下目标:工程计划工期270日历天,计划开工日期:2013年8月/日,以监理工程师发出开工令中规定的日期为准,计划竣工日期:2014年5月/日。三、工程成本造价控制目标我们将始终站在业主的

45、角度,树立工程全局观念,通过优秀的人才、科学的管理、先进的技术和设备、经济合理的施工方案和工艺、科学的策划和部署、有效的组织管理、协调和控制,使该工程成本和造价得到最为有效的控制;同业主、设计院、监理公司的工程相关各方共同努力,优化施工组织和安排,使工程各个环节衔接紧密,高效顺利地向前推进;从图纸设计、材料设备选型、专业承包商的选择和工程招标、现场施工组织、管理、协调与控制等各个方面,提出行之有效的合理化建议和方案,加强“过程”和“环节”控制,追求“过程精品”,避免不必要的拆改、浪费,尽最大能力减少和节省工程成本和造价,使业主的投资发挥最佳的效益和效果。通过长期的工程实践,我们充分认识到只有整

46、个工程成本和造价得到良好的控制,才能对整个工程有利、对业主有利、对各承包商有利。四、安全目标我司将采取切实可行的措施和充足的安全投入,通过严密的安全管理,确保施工现场不发生重大伤亡事故、火灾事故等恶性中毒事件,轻伤发生频率控制在千分之三以内。五、环境保护和文明施工目标我公司将严格按照按市政府规定,做好施工场地及周边清洁卫生,文明施工。在签发交工证书时,应从施工现场清除并运出我方剩余材料、垃圾和各种临时设施等,并保持整个现场及工程整洁,达到监理工程师认为合格的使用状态。费用已包括在投标报价内,包干使用。六、付款条件接受招标文件要求的付款条件。第二章 施工组织机构第一节 组织机构的设置本工程设立项

47、目经理部,项目部为本单位的派出机构,对法人代表负责,并按照项目管理的要求设置职能部门,以便在项目管理中合理配置生产要素、协调内外部门及人员间的关系、发挥各项业务职能的能动作用、确保信息流通、推进施工项目目标的优化实现。第二节 项目人员配备主要人员详见投标书:“六、项目管理机构配备”当辅助劳动力紧缺时将在当地雇用。第三节 部门职责安排一、工程技术部负责技术业务工作,直接领导试验室和量测组。1、在项目技术负责人领导下负责施工组织设计和施工方案的制定,相应制定质量、安全保证措施及作业规程,并负责技术交底。2、制定进度计划、检查、督促计划的完成。3、校审设计图纸和技术文件,按管理分工上报项目技术负责人

48、直至项目经理签发。4、及时了解并研究解决施工现场的技术问题,对重大问题及时向项目经理、项目技术负责人报告。并与别的科室合作,对项目管理活动提供技术上的支持。5、组织技术交流及合理化建议活动,引导技术革新,提高施工技术水平。6、组织撰写施工技术总结和竣工报告。二、质量安全部1、认真贯彻相关质量管理的方针、政策、法规及本单位质量管理规定。2、协助工程技术科在项目技术负责人领导下制定质量保证措施,并对作业规程编制提出质量要求。3、编制质量计划,并负责督促实施。4、检查、督促、指导生产过程中的质量活动,组织质量检查和各项质量培训教育。5、负责对工程所需原材料、半成品、成品按规定逐项进行检查;负责每道工序的质量复检,负责按本项目质量目标及设计意图、规范、标准及合同要求进行质量检查把关。6、负责工地质量事故的调查处理。7、执行质量一票否决权。负责工程安全管理工作。1、认真贯彻相关安全管理的方针、政策、法规及安全管理规定。2、协助工程技术科在项目技术负责人领导下制定安全保证措施,并对作业规程编制提出安全要求。3、检查、督促、指导生产过程中的安全活动,组织安全检查和各项安全培训教育。4
