2、efEngineer采取应急措施，控制有关阀门管线，做好现场记录：二管，二副Takeemergencymeasures,controlvalvepipeline,doonscenerecords:3/E2/0检查落水孔，操作P/V阀、测深等，回收清除溢油：二管水头Checkthewaterhole,operatingP/Vvalve,sounding,removalofspilledoilrecovery:3/EBOSUN管理泵浦，开关阀门，回收清除溢油：大管Managementofpump,valve,oilspillrecoveryremoval:2/E携带防污器材，提供应急工具，检查居住
3、区火情：水头机头Carryingtheanti-pollutionequipment,provideemergencytools,inspectionofaccommodationfire:bosunC/MM关闭有关通道，回收清除溢油：水头机头Thechannelclosed,recoveryofremovaloilspill:BosunC/MM携带工具，回收清除溢油：水手机工甲实机实Carryingtoolforcleaningupoilspills,recovery:ABMMD/CE/C检查厨房火情，关闭有关通道，回收清除溢油：大厨Checkthekitchenfire,closethec

5、neoperation,recoveryofremovaloilspill:bosun放艇，随艇下，回收清除溢油：三管轮一水机工Ontheboat,withtheboat,removalofspilledoilrecovery:4/EABMM模拟加装燃油过程中，值班人员发现燃油管系泄漏：Simulationintheprocessofbunkeringfuel,thepersonnelondutyfoundfuelpipingleakage:首先通知加油船紧急停止作业，迅速开启空舱,待停后关闭出口总阀；Firstlynotifytherefuelingshipemergencystopoper
6、ation,rapidlyopeningemptyspace,closingtheoutletvalveafterstopoperation同时通过按手动报警按钮发出警报，Atthesametimetoalarmbymanualpressalarmbutton,驾驶台值班人员：Thebridgedutyofficer:通过警报器或广播发出溢油警报；throuthalertororbroadcasttosoundoilspillalarm根据船舶应急反应计划报告.Accordingtotheemergencyresponseplanreport.全体船员：Allofcrew.听到警报后，2分钟内
7、奔赴主甲板左侧集合点；Whenthealarmsounded,2minutestothemusterstationinmaindeckleftthestem同时携带清除收集溢油工具,作好准备工作。carrycollectoilspillremovaltoolAtthesametimeto,toprepareforwork.清点人数,报告溢油应变总指挥Rollcallthenumberofoverflowoilstrain,reportgeneralcommand全船人数20人，驾驶台3人,机舱2人，集合点15人Theallofshipnumber20,bridge3,engineroom2,m
8、usterstation15清点结束,由现场指挥带领人员迅速奔赴现场Rollcallthenumberofoverflowoilstrain,reportgeneralcommand组织实施：Toorganizetheimplementationof:1) .现场值班人员报告加油船已停泵,进油阀已关,空舱已开启,正驳油；Thestaffondutyatthescenereportedrefuelingshipstoppedpump,oilinletvalveclosed,emptycabinisopening,bunkeroil;2) .BoSUN关闭并检查甲板落水孔已堵塞,然后向现场指挥报告
9、；BOSUNcloseandcheckdeckwaterholeisblocked,andthenreporttothescene3) .现场指挥向总指挥报告现场情况Theonscenecommanderreportconditiontogeneralcommander4) .如果溢油没有溢出甲板进入水域,全体人员利用桶,非金属铲,木屑,吸油毡清除收集溢油,FILTER安装并开启空气薄膜泵,将溢油驳入空舱；Iftheoilspillnotspilldeckintothewaters,allofcrewusingbarrel,ametalspatula,sawdust,feltsuctionre
10、movalofcollectedoilspill,FILTERinstalledandopenairpump,willspillintoemptytankbarge;5) .如果溢油溢出甲板进入水域，向溢油应变总指挥申请并得到同意后，由三副为艇长带领4/EBOSUN,AB,MM携带清除收集溢油工具,放艇下去收集溢油。其余人员清除收集甲板上的溢油。同时船长向就近港口当局,当地代理，公司SMS指定人汇报.Iftheoilspillspillagedeckintothewaters,applytooilspillcommanderandobtaintheapproval,3/0ascommander
11、leadBOSUN,AB,MMcarryingtheremovalofcollectedoilspilltool,launchingboattocollectoilSpilLThebalancepersonnelclearthecollectiondeckoilspill.Atthesametimethecaptainreporttothenearestportauthorities,thelocalagent,thecompanySMSDP.6) .如果溢油量大,应通过代理联系当地清洁队予以协助，任何时候使用消油剂必须得到港口当局的同意。Iftheoilspillvolume,through
12、theagencytocontactlocalcleanteamtoassistit,anytimetheuseofdispersantsinmustfromtheportauthorityapproved.7) .之后,收集的残油妥为保管以待日后处理,二副作好记录.2/Omaketherecords,collectionofresidualoilshouldbeproperlykept,forlaterprocessing.8) .实施情况报告溢油应变总指挥,查明事故原因并修理，并向主管当局申请恢复加装燃油。Reportontheimplementationofoilspilltogeneralcommander,detectionthereasonoftheaccidentandrepair,andtothecompetentauthoritiesforrestorationofbunkeringoffueloil.9) 解除警报，清点人数、讲解和良好的建议.thealarmiscancel,rollcall,explainandgoodadvice.
