11、ment关于地铁9号线工程施工现场临时设施管理办法第一条 总则为深入贯彻落实“安全第一、预防为主、综合治理”的安全生产方针，切实提高9号线建设工程安全生产和文明施工水平，改善施工作业人员工作环境与现场生活条件，结合本市实际制定本管理规定。国家和本市相关规定、标准的规范已经有明确规定的，在此不作重复，应符合国家和本市相关标准、规范和规定。第二条 适用范围深圳地铁9号线建设工程（含前期工程）在施工过程中满足生产和生活需要而建设的施工围挡、办公生活用房、厨房、浴室、食堂、卫生间、娱乐活动室、作业工棚和仓库等临时设施。第三条 制订依据（一）施工现场临时建筑物技术规程（JGJ/T188-2009）。（二
12、）建筑施工现场环境与卫生标准(JGJ146-2004)。（三）临时性建（构）筑物应用技术规程（DGJ08-114）。（四）深圳市建设工程现场文明施工管理办法（五）深圳经济特区建设工程施工安全条例（六）深圳市城市轨道交通工程文明施工管理办法（送审稿）（七）深圳市地铁集团颁布的相关规章制度第四条 一般规定一、建设工程施工现场临建设施的建设，应当符合深圳市城市规划和环境、消防安全的有关规定，并能满足保护职工人身安全与职业健康的要求。二、建设工程施工现场临建设施建设应在经批准的项目规划区域内进行。需要临时另外占用其它场所的，依照有关规定到相关部门办理批准手续。三、建设工程施工现场临建设施是为项目建设施
13、工搭建的临时设施，不得转让、抵押、不得改变使用性质。四、临建设施的建设应当按照设计、施工、验收程序执行，临建设施施工完成后需经使用单位、监理、业主代表共同验收合格后方可投入使用。五、工程竣工后，施工单位应当自行拆除，并清理场地。在使用期内，因城乡规划建设需要拆除时，必须服从规划予以拆除。六、建设工程实行施工总承包的，由总承包单位对施工现场的临建设施实施统一管理，分包单位应当服从总承包单位的管理。建设工程未实行施工总承包的，由建设单位统一协调管理，各分包单位按照承包范围各负其责。第五条 具体要求一 、临时设施的选址1、地段选址应安全合理，充分考虑各季节、各施工阶段的工程、水文、地质条件，不得设置
14、在挡土墙下、边坡上方、低洼地带、雨季易发生滑坡、坍塌、泥石流和山洪、易遭雷击等危险地段。2、应处于建筑物的坠落半径以外，否则应采取防护措施。3、不应占压原有的地下管线，严禁在外电架空线路正下方，严禁在尚未竣工建筑物内设置办公区、生活区。4、办公、生活区与施工作业区必须分开设置，并尽量远离深基坑和暗挖隧道上方，严禁在尚未竣工建筑物内设置员工宿舍。食堂应远离厕所、垃圾堆放点和有毒有害场所等污染源，厕所宜设置在主导风的下风侧。二、临时设施的设计、施工、验收1、施工现场自建或拆除临时设施时，施工企业应根据施工现场实际情况和有关标准规范，组织专业人员进行设计，编制临时设施设计施工方案，并经企业技术负责人
15、审批、总监理工程师审查合格。 2、临时设施设计施工方案应包括的主要内容有： （1）临时设施的结构形式和材料类型。 （2）临时设施的施工工程图纸。 （3）临时设施现场总平面布置、排水、电气和消防图等。 （4）临时设施的过程安全保证、节能降耗、质量保证、文明施工等措施；（5）检验、验收与使用。（6）拆除方案。3、修建或拆除临时设施，应按临时设施设计施工方案组织专业班组进行修建或拆除，施工过程中应安排专业技术人员监督指导，修建或拆除前应向作业人员作详细的安全交底，作业人员必须持证上岗。 4、装配式临时设施的半成品构件应具有产品合格证；搭设2层及以上装配式临时设施时，必须有可靠的抗风、防坍塌、防雷击措
16、施。出租或销售装配式活动房屋的单位在施工现场进行安装或拆除作业时，应与建筑施工单位签订合同，明确双方责任。 5、监理单位应按照相应规范、标准要求对临时设施进行监理，发现问题时应督促整改。 6、临时设施施工完成后，建筑施工单位应会同相关单位进行验收，未经验收或验收不合格的临时设施不得投入使用。 7、临时设施应在工程开工前建设完成，如需增加或迁建的，必须另行设计方案。验收时项目部必须提供如下资料：（1）经批准的临时设施设计施工方案和图纸；（2）主要部位结构材料、相关成品的产品合格证或质量说明书；（3）隐蔽工程验收资料和检测报告；（4）自检报告或施工小结。三、临时设施的设置标准1、办公、生活区（1）
17、办公区、生活区与施工作业区必须分开设置并尽量远离深基坑和暗挖隧道上方，严禁在尚未竣工建筑物内设置员工宿舍。（2）施工现场临办公、生活用房宜采用轻钢结构标准型拼装活动板房，必须保证结构安全，外观整洁且符合环保和消防安全标准。临时建筑层数不宜超过2层，最多允许层数宿舍及办公用房均为2层，并设置符合安全规定的通道和钢制楼梯。严禁搭建木结构房屋、帐篷及利用现场围挡搭建临时建筑物或设施。周边应配备消防设施，且临时消防车道宽度不应小于4.0m，净空高度不应小于4.0米，并保证畅通。（3）办公、生活区域内地面必须采用砼进化硬化，厚度不少于15cm，设置良好的排水系统，夜间应有照明。如有条件宜布置一定量的绿化
18、。（4）办公用房室内净高不应低于2.5m，室内地面硬化后铺地砖高于场地地面，防止雨水浸泡。（5）宿舍应设置可开启式窗户，保证室内通风良好，宿舍内应保证必要的生活空间，宿舍室内净高不应低于2.5m，人均居住面积不得低于2，每间宿舍居住人数不得超过16人，宿舍内的床铺不得超过2层，严禁使用通铺；宿舍内应设置生活用品专柜。（6）电器线路的敷设应符合标准，严禁私拉乱接。（7）生活区内应设置饮用水设施，饮用水应符合国家卫生标准。（8）应按环保要求设置密闭式垃圾容器，生活垃圾应按环保要求收集与处置。（9）应设置医疗保健室（点），备有常用药品、急救器材及相应专（兼）职医务人员。宜设置员工活动室并配备必要的文
19、体活动设施、用品。2、食堂（1）如设置食堂的，应当依法办理餐饮服务许可手续。（2）食堂与厕所、垃圾站等污染源的距离不宜小于15米以外的地方；食堂最多允许层次为一层。（3）食堂应设置独立的制作间、储藏间，门扇下方应设不低于0.2m的防鼠挡板。加工间灶台及其周边应贴瓷砖，所贴瓷砖高度不小于1.5米；加工间内还应设置橱柜，地面应做硬化和防滑处理；食堂应有通风、排气和排水措施；储存间应配备必要的冷藏设施。（4）食堂纱门、纱窗、纱罩配备齐全；食堂门、储存间门、下水道口、排气窗口要设挡鼠网。食堂外设密闭式泔水桶，并应及时清运。（5）食堂及就餐场所，应当符合其它相关卫生管理规定，定期消毒和除害，建立健全的生
20、活卫生管理制度。 3、厕所和淋浴室（1）施工现场厕所应采用水冲式，男女分开，保持干净清洁、通风良好，厕所门窗及照明设施应配备齐全。厕所地面、墙裙、蹲坑、小便槽应贴瓷砖，蹲位之间隔板高度不得低于0.9m，新建临时厕所化粪池应作抗渗处理，厕所下水禁止接入市政污水管网，应定期抽运。（2）施工现场应按作业人员的数量设置淋浴间（男女淋浴房必须分设）、盥洗处并保障热水供应，墙面、地面铺贴瓷砖，有排水、通风设施，设置存衣柜或者换衣架。 4、 施工作业区（1）施工现场应合理规划，场区大门口及主要道路、加工区地面应实行混凝土硬化和采取良好的排水措施。（2）每个工点需设置成套的自动洗车设备，确保外出工地的车辆不对
21、市容环境造成污染。（3）施工作业区加工棚设置应以安全、美观、实用为原则，并保证其稳定性。禁止使用石棉瓦、三合板、竹片、毛竹、彩条布等材料搭设简易临时设施，临时设施用料，应符合安全、节能降耗和保护环境的要求。同时满足消防和电气安全相关要求（4）现场值班室、仓库按上述办公、生活区设施要求搭设，氧气、乙炔等危险品必须设置单独的库房，且有通风和防晒设施，并设置警示标志。（5）施工作业区要求悬挂操作规程和警示标志，并按要求配置灭火器材。（6）施工作业区如需设置塔吊井架、水泥或其它建筑材料储存罐等临时设施的、需确保安全使用要求。 （7）装修施工阶段现场应设置足够的临时移动厕所，原则上每个车站配备2座临时厕
22、所。定期进行清扫，确保厕所内干净无异味。5、施工围挡和围墙施工现场周边必须设置连续、密闭的围挡，保证围挡稳固、安全、整洁、美观。施工围挡设置应符合下列要求：（1）施工现场围挡的设置应符合关于轨道交通三期工程围挡标准等相关问题的会议纪要、深圳市地铁9号线工程初步设计文明施工及环境保护专项设计和深圳市建筑施工安全防护实体标准化指南图集等有关规定。（2）围挡材料严禁采用单层彩钢薄板代替使用，禁止使用彩条布、竹笆、安全网等易变形材料。（3）工地应有固定出入口和值班室，出入口大门应按照深圳市地铁9号线工程初步设计文明施工及环境保护专项设计等相关要求进行设计，大门应采用金属材料，办公区域有条件的应设置自动
23、伸缩门。门口应有美化、亮化措施，门头上方应当标示企业名称和企业标志。（4）围挡外侧应采用全线统一风格的背景图案和宣传标语，由项目公司按相关要求统一设计，报监理和业主批准后执行。（5）倒边施工、交通疏解、管线改迁等需要设置临时性围挡的，围挡标准不得降低。（6）夜间应在围挡顶部设置红闪灯，围挡附近路口应设置交通疏解示意图或引导牌。（7）拆除工程可在拆除前采用金属板材做临时围挡，拆除完成后项目开工前应设置符合本规定要求的围挡。（8）围挡不得用于挡土、承重，围挡内侧堆放材料时，应与围挡保持安全距离。（9）不得在塔吊回转半径有效安全距离内设置围挡。 6、图牌和标识（1）施工区域的主要出入口应当悬挂“七牌
24、一图”：工程概况牌；组织网络牌；安全纪律牌；质量、文明施工管理牌；消防保卫牌；项目经理、总监理工程师、业主工程师名单及联系电话公示牌；重大危险源公示牌；施工现场总平面布置图。（2）办公区域应悬挂以下图牌：工程施工形象进度图；文明施工管理架构图；安全生产管理架构牌；质量管理架构图。（3）图牌应悬挂规范，安装牢固、整齐，字体工整、美观。（4）对临近商业繁华区、居民区、学校等文明施工敏感区域，每个作业区间应当至少设置一块“温馨提示牌”，悬挂在围挡外侧醒目位置。“温馨提示牌”具体内容包括：对周边造成影响的施工工法、影响因素及影响时间，施工单位、监理单位、建设单位项目负责人及联系电话。第六条 附则（一）
