35、研讨班上的讲话中，教育各级领导干部要将“构建和谐社会”放在首要日程。与会专家认为构建和谐社会就是要以人为本。萧灼基，北京大学经济学院教授、全国政协常委兼社会与法制委员会副主任认为和谐社会即以人为本。他的评论摘述如下：构建和谐社会已成为中国共产党人和中央政府的首要任务。这项工程的伟大目标就是建立富裕的国家和创建社会主义体制。讲话中提到，到2020年建设和谐社会的主要目标和任务：,社会主义民主和法制制度得到改善；实行广泛意义上的依法治国；人民的权利和利益应该得到具体的尊重和保证；城乡差别和区域发展差距应得以扭转；初步形成合理有序的收入分配结构；全面提升家庭收入使人们过上更加富裕的生活；普遍提高就业
36、率，建立城乡社会治安体制；进一步改善基础服务体制，政府部门应相对改进管理和服务水平；整个民族的意识形态和道德品质、科学精神、文化素养和健康状况得以明显的提高，良好的道德氛围和和谐的人际关系将得到进一步加强；社会整体创新意识将明显增强，基于创新精神的国家初步形成；公共管理体制得到进一步改善，社会秩序良好有序；社会资源得到有效利用，社会生态环境将得以明显改善。,自从1978年我国提出改革开放政策以来，经济和国内外环境方面都发生了巨大的喜人变化。正是在这种良好的大背景下，中国政府提出了构建和谐社会这一伟大目标。当前，中国的经济处于社会主义市场经济，但是计划经济的缺陷依然存在，市场经济既不成熟也不完善
37、。社会中还存在许多矛盾和不确定因素。如：收入差距悬殊，农村所面临的许多严重问题，农民和农业方面，农田流失，工作压力大以及不完善的社会治安体制等。但是在改革开放二十多年后，经济发展方面取得了真真切切的巨大的成绩。人们的生活水平得到了极大地改善，贫困人数有了明显的下降。就业机会明显增多，许多根深蒂固的问题得到了逐步的解决。以有序竞争和诚实为特征的和谐社会初步成型。,目前人均国内生产总值超出1000美元。从国际经验看，人均国内生产总值处于1000美元至3000美元之间时，社会经济就进入了一个激烈变化的时期。在这个阶段，城镇化发展迅速，收入差距不断扩大，社会矛盾变得更加复杂。从国际方面看，由于工资成本
38、提高而降低了劳动力市场的竞争力。在这个时期，各种关系如果处理得当，国家经济就会平稳发展。否则，就有可能受到各种因素的影响，如社会动荡，资源浪费，生态环境失衡以及经济萧条。构建和谐社会的目的就是要统筹和理顺不同部门之间的关系以确保经济持续快速发展。,我国的经济目前正处在一个黄金时期。和平与发展仍然是世界主题，经济全球化依然是世界发展的趋势。战争的危险虽然存在，局部战争虽然不断，但近期发生世界大战的可能性不大。因此，我们可能取得较长时期的和平国际环境，为构建和谐社会提供有利的外部环境。另外，我党在执政期间，积累了正确处理人民内部矛盾和其他矛盾的经验，积累了正确处理国际经济政治关系和经济全球化的经验
39、。这是构建和谐社会的根本条件。那么和谐社会的根本特点是什么？和谐社会是一个以人为本的社会。一切活动的根本目的，都是为了人的生存、享受和发展。和谐社会是一个政通人和、经济繁荣，人民安居乐业，社会财富不断增长的社会。,和谐社会的目标将在以下几个领域有所表现：首先表现为经济的持续增长，人民群众的生活水平不断提高。和谐社会的本质是富裕社会。一个国家的发展应从总体小康到全面小康、再到富裕型社会；从收入差距较大到收入差距较小；从仍有部分地区、部分群众生活贫困到消灭贫困。其次，和谐社会表现为社会各阶层人们互相尊重。劳动、知识、技术和资本是创造社会物质财富的生产要素，无论是用哪种生产要素参加社会生产，都是对社
40、会的贡献，都要受到尊重。人与人之间的关系是诚信友爱、融洽相处的关系。社会成员之间、地区之间、部门之间按照公平、公正、公开的原则竞争。在这样的社会中，公平竞争优化了资源配置，推动了技术进步，发展了社会生产力，提高了综合国力。,和谐社会还表现在实现全面、协调、可持续的科学发展观，协调各方利益。只要认真按照科学发展观办事，我们就能够避免某些发展中国家出现的社会动荡和自然资源破坏问题。在这一时期，要特别关注人与自然的关系，合理保护自然资源，减少环境污染，实现可持续发展。和谐社会还表现在道德和教育的巨大进步上。实行科教兴国战略，基础教育和高等教育普遍发展，各种学术理论百家争鸣，欣欣向荣。中国始终把教育放
41、在首位，尤其是九年义务教育。中央政府已经决定到2007年，国家592个贫困县的贫困家庭义务教育阶段实行“两免一补”政策，有些专家建议把这个范围扩大到全国农村家庭及城镇低保户。,此外，和谐社会还表现为法制逐步健全、社会管理规范有序。和谐社会是一个法治社会，在这个社会下，市场竞争有序、市场管理严格、市场行为规范。在这些方面，我们还有许多工作要做。我们要意识到，构建和谐社会是一个长期的、逐渐的过程。当前，我们要重点做好以下几项工作：首先是要保持经济快速、协调、可持续性发展。只有社会生产力不断发展、国家经济实力不断增强、人民群众的生活水平不断提高，社会才能和谐发展。第二，要坚持依法治国，构建和谐社会的
42、法律体制。要按照国家宪法关于保护合法私有财产的精神，毫不动摇地支持、鼓励并引导非公有制经济的发展。,第三，增加就业岗位，减缓就业压力，逐步建立完善的社会保障制度。实行积极的就业政策。同时，完善社会保障制度，比如失业保障、医疗保障和养老保障。同时，要提高低收入者的收入水平，扩大中等收入者的收入比重。为了避免两极分化、激化社会矛盾，必须逐步缩小收入和生活差距。这里关键是政府，扶贫帮困是政府义不容辞的责任。要加大扶贫力度，加大扶贫的财政投入，切实改善贫困家庭的状况。同时要提高中等收入阶层的比重，逐渐使中等收入阶层占人口的大多数。这对构建和谐社会意义重大。此外，还要严厉打击各种社会丑恶现象。社会丑恶现象是和谐社会的毒瘤，必须坚决打击和取缔。最后，党政干部、社会公职人员必须遵守法律和公共道德。从政要清廉，工作要务实，办事要认真。社会各基层广大人民群众要融洽共处，互助互爱，互相帮助，互相鼓励，人人都要为构建和谐社会做出贡献。,
