3、ontrolandadministrationoftraining,examination,qualificationandcertificationofNDEpersonnel.本实施细则适用于本公司无损检测人员培训、考核、资格鉴定和证书发放的限制及管理。1.2 ThisWrittenPracticeispreparedbytheQAEngineerbaseduponSNT-TC-IAandsatisfiestherequirementsofASMECodeapplicableSections,andmeetsparticularneedsofXXXXE.本实施细则由质保工程师依据SNT-T
4、C-IA和ASME规范相关卷的要求，并结合本公司具体状况制定。1.3 OnlytheNDEpersonnelwhohavebeenqualifiedandcertifiedbyXXXEinaccordancewiththisWrittenPracticeareallowedtoperformthenondestructiveexaminationofASMECodeitems.只有按本实施细则培训考核合格，并由本公司发给资格证书的无损检测人员,才允许担当ASME规范产品的无损检测工作。1.4 Eachqualifiedpersonnelcanonlybeengagedinthenondestr
5、uctiveexaminationwithrelationtoqualifiedexaminationmethod(s)andhislevel,andshallexerciseresponsibilityofrelevantlevel.不同种类的技术资格等级人员，只能从事及该类检查方法和等级相适应的无损检测工作，并负有及其等级相应的技术责任。1.5 NondestructiveTestMethods无损检测方法1.5.1 QualificationandcertificationofnondestructivetestingpersonnelinaordancewiththisWrittenP
6、racticeshallbeapplicabletoeachofthefollowingmethods:本实施细则对无损检测人员的资格鉴定和批准适用于下述方法：(1) RadiographicTesting(RT)(2) 射线照相检验方法；(3) 1.iquidPenetrantTesting(PT)液体渗透检验方法：(4) MagneticParticlesTesting(MT)磁粉检验方法1.5.2 AccordingtoSNT-TC-IAandtherequirementsofcustomers,qualificationandcertificationofnondestructivet
7、estmethodsotherthanthemethodsinPar.1.5.1shallbeestablishedasanappendixofthisdocument.2 依据SNTTC-1A和用户的要求，除了1.5.1规定的方法以外的无损检测方法，需另行制定考核鉴定的方法，作为本文件的一个附件。3 1.evelsandResponsibilityofQualification资格等级和责任3.1 InaccordancewithrelevantrequirementofSNT-TC-IA,thelevelsofqualificationaredividedintothreelevels(L
8、evelI,IlandIII)foreachNDEmethodasspecifiedinPar.1.5.1.WhileintheprocessofbeingqualifiedandcertifiedtoNDELevelrequestedbyhim,anindividualshallbeconsideredatrainee.Thetraineeshallnotindependentlyconduct,interpret,evaluateorreportofanyNDEoperation.无损检测人员的资格等级，按SNT-TC-IA及1.5.1节规定的每一种无损检测方法分为三个等级，即I、II、山
9、级。无损检测人员在考核、确认期间应看作学员，不能单独从事任何无损检测工作。3.2 NDELevelIExaminer无损检测I级人员AnNDELevelIExaminershallbequalifiedtoproperlyperformspecificcalibrations,specifictests,andspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowrittenInstructionsandtorecordresults.TheNDELevelIExaminershallreceivethenec
10、essaryinstructionorsupervisionfromacertifiedNDELevelIIor11IExaminer.I级无损检测人员应能依据书面工艺卡正确执行指定的校准、试验和有关验收及拒收的工作，并能记录试验结果。无损检测I级人员应得到已取得资格的无损检测II或III级人员必要的指导或监督。3.3 NDELevelIlExaminer无损检测11级人员AnNDELevelIlExaminershallbequalifiedtosetupandcalibrateequipmentandtointerpretandevaluateresultswithrespecttoapp
11、licablecode,standards,andspecifications.TheNDELevelIlshallbethoroughlyfamiliarwiththescopeandlimitationsofthemethodsforwhichheisqualifiedandshallexerciseassignedresponsibilityforon-the-jobtrainingandguidanceofNDELevelIpersonnel.TheNDELevelIlshallbeabletoorganizeandreporttheresultsofexaminations.无损检测
12、11级人员应能按有关规范、标准和规程调整和校准设备；说明和评定试验结果。H级人员应熟悉已被批准的试验方法的适用范围和局限性，并负责1级人员（学员）的在职培训和指导。II级人员应能编制报告和评定检测结果。3.4 NDELevelIIIExaminer无损检测W级人员AnNDELevelIIIExaminershallbecapableof,establishing,verifyingandapprovingprocedures,interpretingcodes,standards,specifications,andprocedures;anddesignatingtheparticularN
13、DEmethods,techniques,andprocedurestobeused.TheNDELevelIIIshallberesponsiblefortheNDEoperationsforwhichqualifiedandassignedandshallbecapableofinterpretingandevaluatingresultsintermsofexistingcodes,standards,andspecifications.TheNDELevelIIIshallhavesufficientpracticalbackgroundinapplicablematerials,fa
14、brication,andproducttechnologytoestablishtechniquesandtoassistinestablishingaeptancecriteriawhennoneareotherwiseavailable.TheNDELevelIIIshallhavegeneralfamiliaritywithotherappropriateNDEmethods,asdemonstratedbyanASNTLevelIII不basicexaminationorothermeans.TheNDELevelIII,inthemethodsinwhichcertified,an
15、dshallbecapableoftrainingandexaminingNDELevelIandIIExaminersforcertificationinthosemethods.无损检测11I级人员应能制定、验证和批准规程；说明规范、标准、技术条件和工艺规程；确定检验对象的检测方法、技术和检验方案；In级人员应能负责被批准和被指派的无损检验操作，并能依据现有的规范、标准和规程，对检验结果进行说明和评定；In级人员对有关材料、生产和制造工艺具有足够的实践阅历，以便制定试验方法和在没有标准的状况下帮助制定验收标准。川级人员应熟悉在美国无损检测协会（ASNT）的基础考试中出现其它适宜的无损检测方
16、法或其它检测手段。已经持有相应方法的In级人员应能对1级和II级人员进行培训和资格鉴定考试。QualificationRequirementsforNDEPersonnel无损检测人员资格鉴定要求1.1 Personnelbeingconsideredforcertificationinnondestructivetestingshallhavesufficienteducation,training,andexperiencetoensureunderstandingoftheprinciplesandproceduresofthosemethodsoftestinginwhichtheya
17、rebeingconsideredforcertification.对考虑要确认的无损检测人员，应受到充分的教化、培训，并具有足够的实践阅历，以确保他们懂得要被确认的检验范围原理和操作工艺。1.2 PersonnelbeingconsideredforqualificationexaminationmustcarryonavisionexaminationspecifiedinPara.8.Onlywhenpassingthevisionexamination,theymaytakepartintheexaminationbyapproval.申请资格鉴定考试的无损检测人员，必需进行第8节所述
18、的视力检查。只有视力检查合格者，方可参加考试。1.3 Documentedtrainingand/orexperiencegainedinpositionsandactivitiesequivalenttothoseofLevelI,Iland/orIIIpriortoestablishmentofthisWrittenPracticemaybeconsideredinsatisfyingtherequirementsofPar.5.1and6.1.ThoserecordsforLevelI,IlshallbecertifiedbytheQAManager.ThoserecordsforLev
19、elIIIshallbecertifiedbytheGeneralManager.在本实施细则生效前，有书面材料能证明有相当于I、II和/或In级的培训，和/或及其级别相适用的阅历及实力，那么就可以认为是满意了本实施细则的5.1和6.1节的要求。I、11级人员的记录应由质保部长批准。In级人员的记录应由总经理批准。4 ResponsibilitiesofRelevantPersonnel相关人员的职责4.1 TheNDELevellIIExaminershaIIberesponsibleforapprovaloftheWrittenPracticebasedontherequirementof
20、SNT-TC-IA.无损检测III级人员应负责批准满意SNT-TC-IA要求的本公司书面实施细则。4.2 TheQAManagershallreviewthebackgroundmaterialsandtherecordsfortraining,examinationandqualificationoftheXXXXEsNDEIIILevelpersonnel.BasedontheXXXXE,sWrittenPractice,theQAManagershallrecommendanapplicantofXXXXELevelIIItoGeneralManager.TheQAManagershal
21、lreviewthebackgroundmaterialsandtherecordsforXXXXE,sNDELevelI,Ilpersonnelqualification.质保部长应审核本公司无损检测III级人员的材料、培训考试和资格认可的相关记录。依据本公司的实施细则，质保部长应向总经理举荐无损检测HI级人员。质保部长审核本公司无损检测1,11级人员资格认可有关的材料和记录。4.3 ThequalifiedNDELevelIIIExaminer(eitherfromtheoutsideagencyortheXXXXE)whohasbeenauthorizedbytheGeneralMana
22、gershallperformthetraining,examinationandqualificationoftheNDELevelI,IlandIIIExaminer.不管其来自外部机构，还是本公司的，已获得总经理授权的且已具有资格的无损检测In级人员，应对无损检测人员(I、Il和In级)实施培训、考试和资格认可。5 InitialQualificationofLevelIIIIII级人员首次资格鉴定5.1 EducationandExperience文化程度和专业工龄Ibbeconsideredforcertification,acandidateshallsatisfyoneofthe
23、followingeducationandcriteriaforinitialqualificationofLevelIII:对于无损检测W级人员首次资格鉴定,应试者需满意下列文化程度和规则之一:(1) Havegraduatedfromaminimumfour-yearcollegeoruniversitycurriculumwithadegreeinengineeringorscience,plusoneadditionalyearofexperiencebeyondthelevelIlrequirementsinNDEinanassignmentcomparabletothatofanN
24、DELevelIlintheapplicableNDEmethod(s);or;四年制以上学院或高校毕业，具有工科或理科学位，对申请批准的方法，再附加一年至少相当于II级的专业工龄，相当于有关无损检测方法的Il级专业工龄；或(2) Havecompletedwithpassinggradesatleasttwoyearsofengineeringorsciencestudyatauniversity,college,ortechnicalschool,plustwoadditionalyearsofexperiencebeyondthelevelIlrequirementsinNDEinana
25、ssignmentatleastcomparabletothatofNDELevelIlintheapplicableNDEmethod(s);or;二年制以上的工科或理科高校，学院或技术学校毕业，对申请批准的方法，再附加二年至少相当11级的专业工龄，相当于有关无损检测方法的Il级专业工龄；或(3) HavefouryearsofexperiencebeyondthelevelIlrequirementsinNDEinanassignmentatleastcomparabletothatofanNDELevelIIintheapplicableNDEmethod(s).对申请批准的方法，具备四
26、年至少相当于11级的专业工龄,相当于有关无损检测方法的Il级专业工龄。ForcertifieddirectlytolevelIIIwithouttrainingtimerequiredbyLevelIandIIpersonnel,therequiredtrainingtimeshallconsistofthesumofthetimerequiredforLevelIandLevelIItraining,plusanyadditionalformaltrainingasdefinedintheAppendixIofthisWrittenPractice.对于未经I、II级人员所需培训的干脆批准为
27、IH级的，所要求的培训时间是由I、11级人员所需时间的总和，再加上在本公司的实施细则附录I所规定的附加正式培训时间而组成。5.2 ExaminationsforLeVelIn无损检测III级人员的考试TheQAManagershalladministertheexaminationsfortheLevelIII.AdditionaloutsideNDELevelIIIpersonnelmaybeusedtoassistontheeffort.质保部长应负责In级人员的考试。外单位的无损检测In级人员可以用于帮助质保部长完成上述考试。5.2.1 BasicExamination(required
28、onlyoncewhenmorethanonemethodexaminationistaken)基础考试(多种方法考试时，只考其中一种)Theminimumnumberofquestionswhichshallbegivenisasfollows:考题数目最少如下：(1) Fifteen(15)questionsrelatingtounderstandingtheSNT-TC-1Adocument;理解SNT-TC-IA文件的考题：15道；(2) Twenty(20)questionsrelatingtoapplicablematerials,fabrication,andproducttec
29、hnology;相关的材料、制造和产品工艺技术考题：20道；(3) Twenty(20)questionsthataresimilartopublishedLevelHquestionsforotherappropriateNDTmethods.其它相关无损检测方法的正式出版的相当于II级人员的考题：20道。5.2.2 MethodExamination(foreachmethod)方法考试(每种检验方法)(1) Thirty(30)questionsrelatingtofundamentalsandprinciplesthataresimilartopublishedASNTLevelI11
30、questionsforeachmethod,and每种检验方法正式出版的相当于ASNT(美国无损检测学会)11I级人员的基础及原理的考题：30道；(2) Fifteen(15)questionsrelatingtoapplicationandestablishmentoftechniquesandproceduresthataresimilartothepublishedASNTLevel11Iquestionsforeachmethod,and每种检验方法正式出版的相当于ASNTIn级人员的技术及工艺规程的应用和建立的考题：15道；(3) Twenty(20)questionsrelati
31、ngtocapabilityforinterpretingcodes,standards,andspecificationsrelatingtothemethod.及申请方法有关的说明规范、标准和技术条件实力的考题：20道。5.2.3 SpecificExamination(foreachmethod)专用学问考试(每种检验方法)Twenty(20)questionsrelatingtospecifications,equipment,techniques,andproceduresapplicabletotheemployersproduct(s)andmethodsemployedandt
32、otheadministrationoftheXXXXE,sWrittenPractice.及雇主产品和方法有关，及本公司书面实施细则有关的技术条件、设备、技术及工艺规程考题：20道。5.3 VisionExamination视力检查ThecandidateshallbegivenavisionexaminationinaccordancewithPar.8,andtheexaminationshallbeacceptable.申请者应依据第8节的要求进行视力检查，并需合格。5.4 TheDetailofthetrainingcourseisshowninAppendixIofthisWrit
33、tenPractice.各方法、级别的培训大纲详见本实施细则的附录I。6 InitialQualificationofLevelIandIlI、11人员级首次资格鉴定6.1 WorkExperience工龄TobeconsideredforcertificationasanNDELevelIandII1theapplicantshallsatisfytheexperiencerequirementsforapplicabletestmethodandLevel,asspecifiedinTableI.对于考虑要进行资格鉴定I和11级的申请人，应满意相应检测方法和等级的工龄要求，其要求见表ION
34、otesrTabIeIappliestoalleducationallevelsofapplicants.ForLevelIlcertification,theexperienceshallconsistoftimeatLevelI.IfanapplicantisbeingqualifieddirectlytoNDELevelII,therequiredexperienceshallconsistofthesumofthetimesrequiredforLevelIandLevelII.Experiencemaybegainedsimultaneouslyintwoormoremethodsp
35、rovidedtheapplicantspendsaminimumof25%ofhistotalworktimeoneachmethodforwhichcertificationissought.注：对取口级资格，表I适用于全部文化程度的申请人，工龄包括I级的时间。假如申请人员没有I级的工龄，要干脆取得n级资格，则要求的工龄应包括I级和n级的要求工龄的总和。如申请人同时申请两种或两种以上的方法,其所申请的每一种方法的工龄至少占总工龄的25%,且需把两种或两种以上方法的工龄累加计算.6.2 Training培训I6.2.1 Personnelbeingconsideredforcertifica
36、tionshallcompletesufficientlyorganizedtrainingasspecifiedinTableI1tobecomethoroughlyfamiliarwiththeprinciplesandpracticesofthespecifiedtestmethodrelatedtothelevelofcertificationdesiredandapplicabletothepracticestobeusedandtheproductstobetested.申请批准的人员应按表I规定，接受足够的有组织的培训。通过培训，申请人应熟悉及申请批准的等级、方法及受检产品有关的

40、料。6.2.3 Thetrainingcourseoutlinesshallalsoincludesufficientexaminationtoassurethattrainingmaterialhasbeencomprehended.ThetrainingcourseoutlinesarebasedonSNT-TC-IA,andAppendixIandthefollowingTable.培训大纲也包括足够的考试，以保证培训资料被充分地理解。培训大纲的编制依据是SNT-TC-1A、本实施细则附录I和下列表中所规定的内容。TestingMethods检测方法TrainingCourseTable

42、aminerabove-mentioned.Writtenexaminationsshallbeclosed-bookexceptthatnecessarydata,suchasgraphs,tables,specifications,procedures,codes,etc.,maybeprovidedwithorintheexamination.负责该方法考核的无损检测In级人员，主持对I级、口级申请人的考试和评分。无损检测I级、11级人员的考试题目应由上述无损检测In级人员批准。除了供应必备的资料，如曲线、图表、规范、技术条件和规程以外，书面考试应是闭卷考试。6.3.1 General(
43、Written)通用考试(书面)(1) Thegeneralexaminationsshallbeaddressedtothebasicprinciplesoftheapplicablemethodtothedegreerequired.通用考试：是考有关检测方法的基本原理，并达到所要求的程度。(2) Inpreparingexamination,NDELevelI11Examinershallselectordevisetheappropriatequestionscoveringtheapplicablemethodtothedegreerequired.在编制考题时，无损检测m级人员应选
44、择或自行编制可覆盖该方法且及所申请的等级程度相同的试题。(3) Theminimumnumberofquestionswhichshallbegivenareasfollows:试题数目至少按下列要求：TestMethod检测方法RTPTMTNumberofQuestion试题数目I40Il40I40Il40I40Il406.3.2 Specific(Written)专用学问考试(书面)(1) Thespecificexaminationshalladdresstheequipment,operatingprocedures,andtesttechniquesthattheapplicantm
45、ayencounterduringspecificassignmentstothedegreerequired,includingspecification,codes,andacceptancecriteriausedbyXXXXEsNDEprocedures.专用学问考试：是考申请人在指派的工作中可能遇到的设备、操作程序和检测技术，涉及的范围包括在本公司工艺规程中应用的规范和验收标准(2) Inpreparingtheexamination,NDELevelIIIExaminershallselectordeviseappropriatequestionscoveringthecodes,
46、customersspecification,andXXXXEsNDEprocedures.在准备考试时，无损检测In级人员依据规范和本公司无损检测工艺规程选择试题。(3) Theminimumnumberofquestionswhichshallbegivenareasfollows:试题数目至少如下：TestMethod检测方法RTPTMTNumberofQuestionIIlIIlIIl试题数目2020202020206.3.3 Practical实际操作考试(1)Theapplicantshalldemonstratefamiliaritywithandtheabilitytooper
47、atethenecessarytestequipment,recordandanalyzetheresultantinformationtothedegreerequired.应证明申请人能娴熟地操作所用的检验设备，记录和分析试验结果。(2)AtleastoneflawedspecimenorcomponentshallbetestedandtheresultoftheNDEanalyzedbythecandidate(LevelIandIlpersonnel)至少供应一件有缺陷的试样或工件，由申请人进行试验和分析无损检测结果(3)Thedescriptionofthespecimen,the
48、testprocedure,includingcheckpoints,andtheresultsoftheexaminationshallbedocumented.应有书面文件描述出试样、试验程序(包括核查点)和检验结果。(4)NDELevelIPracticalExamination.ProficiencyshallbedemonstratedinperformingtheapplicableNDEononeormorespecimenormachineproblemsapprovedbytheNDELevelIIIandinevaluatingtheresultstothedegreeofresponsibilityasdescribedinthisWritte
