3、机构，为国家最高级智库之一。主要职责是研究国民经济、社会发展和改革开放中的全局性、综合性、战略性、长期性问题，为党中央、国务院提供政策建议和咨询意见。人力资源研究培训中心是国务院发展研究中心的下属机构，其主要职能是研究人力资源领域的重要理论、关键技术和政策问题，并负责全国政策咨询领域人力资源的开发和培训。我中心自2006年起受商务部委托，开始实施援外人力资源合作开发项目。截止到2009年，我中心共培训了来自80个国家的199名官员及学者。历年研修班均取得很好效果，并受到商务部领导及学员的广泛赞扬。项目内容介绍受中华人民共和国商务部委托，国务院发展研究中心人力资源研究培训中心将于2010年6月2
4、9日7月19日在北京举办“亚非国家适应气候变化官员研修班”，研修班为期21天，工作语言为英语。研修班将邀请国务院发展研究中心知名专家授课,全面系统地介绍改革开放以来中国适应气候变化的做法。研修班内容如下：1、授课讲座包括：中国的基本国情及国务院发展研究中心的职能和运作方式、温室气体及中国气候变化与发展趋势、中国应对气候变化的国家方案：2020年减排目标、中国减缓气候变化的政策和措施、中国低碳经济发展的政策和措施、中国低碳经济发展的现状及趋势、中国低碳经济问题分析、中国调整经济结构、促进产业结构优化升级的政策和措施、中国发展循环经济、减少温室气体排放的政策和措施、中国发展可再生能源、优化能源结构
5、的政策和措施、中国适应气候变化的政策和措施、中国气象灾害预测预报及服务体系介绍、中国的防洪减灾体系和水资源保护体系介绍、应对气候变化：中国的植树造林行动、应对气候变化：中国促进区域经济协调发展、中国积极推进气候变化领域的国际间合作、中国清洁发展机制（CDM）项目、应对气候变化：亚非国家的权益如何保护等,共16节。2、在华期间，除在京授课学习以外，还将安排研修班学员进行城市考察：D成都市：与四川省政府发展研究中心座谈；成都市区观光，游览武侯祠，杜甫草堂等名胜古迹；赴青城山，都江堰参观；参观农业部沼气科学研究所；赴资阳县考察农村沼气利用情况；赴华绿生态园区或西江月农业生态园区参观。2）重庆市：与重
