4、ravedthewavestoopenamaritimeSilkRoadlinkingtheEastandtheWest,beginninganewphaseofclosercommunicationamongpeoples.Spanningthousandsofmilesandyears,theancientsilkrouteswerenotonlyroutesfortradebutalsoroadsforculturalexchanges.Theymadeagreatcontributiontohumanprogress.Inthe1980s,theUnitedNationsandsome
5、countriesbegantoenvisagetheEurasianLandBridge,theSilkRoadInitiative,andotherplans,reflectingacommonwishtoengageincommunicationandcooperation.InMarch2013,PresidentXiJinpingproposedthevisionofaglobalcommunityofsharedfuture;inSeptemberandOctoberthatyear,heraisedtheinitiativesofjoiningwithotherstobuilda
6、SilkRoad氏OnOmiCBeltanda21stCenturyMaritimeSilkRoad(BeltandRoadInitiative,orBRI).TheBeltandRoadInitiativeisacreativedevelopmentthattakesonandcarriesforwardthespiritoftheancientsilkroutes-twoofthegreatachievementsinhumanhistoryandcivilization.ItenrichestheancientspiritwiththeZeitgeistandcultureofthene
7、wera,andprovidesaplatformforbuildingaglobalcommunityofsharedfuture.Sinceitslaunch10yearsago,thankstothecombinedeffortsofallparties,cooperationundertheBRIframeworkhasexpandedbeyondthebordersofChinatobecomeaninternationaleffort.Ithasevolvedfromideasintoactions,fromavisionintoreality,andfromageneralfra
8、meworkintoconcreteprojects.Ithasbeenwelcomedbytheinternationalcommunitybothasapublicgoodandacooperationplatform,andhasachievedsolidresults.Overthepastdecade,BRIcooperationhasdeliveredrealgainstoparticipatingcountries.Ithascontributedtothesounddevelopmentofeconomicglobalizationandhelpedtoresolvegloba
9、ldevelopmentchallengesandimprovetheglobalgovernancesystem.Ithasalsoopenedupanewpathforallhumanitytorealizemodernization,andensuredthattheeffortsofbuildingaglobalcommunityofsharedfuturearedeliveringrealresults.TheChinesegovernmentispublishingthiswhitepapertopresenttheachievementsoftheBRIduringthepast
10、10years.Itwillgivetheinternationalcommunityabetterunderstandingofthevalueoftheinitiative,facilitatehigh-qualitycooperationunderit,andultimatelydeliverbenefitstomorecountriesandpeoples.1.ProposedbyChinabutBelongingtotheWholeWorldTheworldtodayisgoingthroughprofoundchangeonascaleunseeninacentury.Proble
11、msandchallengescontinuetothreatentheprogressofhumancivilization.Inresponsetoachangingglobalsituationandtheexpectationsoftheinternationalcommunity,andwiththefutureandoverallinterestsofhumanityinmind,ChinaproposedtheBeltandRoadInitiative(BRI).CommittedtotheSilkRoadspirit,agreatheritageofhumancivilizat
12、ion,theBRIconnectsthepast,thepresent,andthefuture.ThisinitiativewaslaunchedbyChina,butitbelongstotheworldandbenefitsthewholeofhumanity.1. Rootedinhistory,theBRIcarriesforwardtheSilkRoadspiritAtaround140BCduringChina,sHanDynasty,ZhangQian,aroyalemissary,madeajourneytotheWestfromChang,an(present-dayXi
13、,aninShaanxiProvince),openinganoverlandroutelinkingtheEastandtheWest.Centurieslater,intheyearsoftheTang,SongandYuandynasties,silkroutesboomedbothoverlandandatsea,facilitatingtradebetweentheEastandtheWest.Intheearly15thcentury,ZhengHe,thefamousChinesenavigatoroftheMingDynasty,madesevenvoyagestotheWes
14、ternSeas,whichboostedtradealongthemaritimesilkroutes.Forthousandsofyearstheancientsilkroutesservedasmajorarteriesofinteraction,spanningthevalleysoftheNile,theTigrisandEuphrates,theIndusandGanges,andtheYellowandYangtzerivers.TheyconnectedthebirthplacesoftheEgyptian,Babylonian,IndianandChineseciviliza
15、tions,thelandsofthebelieversofBuddhism,ChristianityandIslam,andthehomesofpeoplesofdifferentnationalitiesandraces.TheseroutesincreasedconnectivityamongcountriesontheEurasiancontinent,facilitatedexchangesandmutuallearningbetweenEasternandWesterncivilizations,boostedregionaldevelopmentandprosperity,and
16、shapedtheSilkRoadspiritcharacterizedbypeaceandcooperation,opennessandinclusiveness,mutuallearningandmutualbenefit.SymbolizingcommunicationandcooperationbetweentheEastandtheWest,themillennia-oldsilkroutesdemonstratedthatbyupholdingsolidarityandmutualtrust,equalityandmutualbenefit,inclusivenessandmutu
17、allearning,andwin-wincooperation,countriesofdifferentethnicgroups,beliefsandculturalbackgroundscouldsharepeaceandachievedevelopmenttogether.TheSilkRoadspiritisconsistentwiththeidealofallStatesjoiningtogetherinharmonyandpeace,9longupheldbytheChinesenation,withtheChinesepeople,sprinciplesofamity,goodn
18、eighborlinessand“helpingotherstosucceedwhileseekingourownsuccess”,andwiththecallofthetimesforpeace,developmentandwin-wincooperation.TheCommunistPartyofChinaisamajorpoliticalpartywithaglobalvision,andChinaisamajorcountrypursuingpeacefuldevelopment.TheBRI,whichcarriesforwardtheSilkRoadspiritinthenewer
19、a,evokesthepleasantmemoriesofthepastandhasfiredmanycountries9enthusiasmforconnectivity.TheBRIpaysrespecttohistoryandtriestorecreatethebustlingscenesofuntiringenvoysandbusinessmenoverlandandcountlessshipscallingatportsalongtheancientsilkroutes.Itisalsonavigatingawaytothefuturebydrawingwisdomandstreng
20、thfromtheancientsilkroutesandtheSilkRoadspirit.Enlightenedbyhistory,wewillcontinuetomoveforwardandintegratetheChineseDreamwiththeworld,sdreams,inordertorealizetheaspirationofallpeoplesforexchangesbetweencivilizations,peaceandtranquility,commondevelopment,andbetterlives.2. Inresponsetoreality,theBRIr
21、esolvesproblemsindevelopmentDevelopmentholdsthemasterkeytosolvingallproblems.Economicglobalizationhasgivenstrongmomentumtotheworldeconomy.Over500yearsago,aftertheancientsilkrouteshadbeeninterruptedformorethanahalfcentury,theAgeofDiscoveryarrived,fundamentallychangingthecourseofhumansociety.Sincethea
22、dventofmoderntimes,technologicalrevolutionsanddevelopmentoftheproductiveforceshavemadeeconomicglobalizationasurginghistoricaltrend.Inparticular,sincethe1990s,therapidadvanceofeconomicglobalizationhasgreatlyfacilitatedtrade,investment,flowsofpeople,andtechnologicalprogress,makinganimportantcontributi
23、ontotheprogressofhumansociety.However,theeconomicglobalizationdominatedbyafewcountrieshasnotcontributedtothecommondevelopmentthatdeliversbenefitstoall.Instead,ithaswidenedthewealthgapbetweenrichandpoor,betweendevelopedanddevelopingcountries,andwithindevelopedcountries.Manydevelopingcountrieshavebene
24、fitedlittlefromeconomicglobalizationandevenlosttheircapacityforindependentdevelopment,makingithardforthemtoaccessthetrackofmodernization.Certaincountrieshavepracticedunilateralism,protectionismandhegemonism,hamperingeconomicglobalizationandthreateningaglobaleconomicrecession.Itisimperativetoaddresss
25、uchglobalproblemsassluggisheconomicgrowth,shortcomingsineconomicgovernance,andimbalancedeconomicdevelopment.Itisnolongeracceptablethatonlyafewcountriesdominateworldeconomicdevelopment,controleconomicrules,andenjoydevelopmentfruits.TheBRItargetsdevelopmentnotonlyforChinabutfortheworldatlarge.Economic
26、globalizationremainsanirreversibletrend.Itisunthinkableforcountriestoreturntoastateofseclusionorisolation.However,economicglobalizationmustundergoadjustmentsinbothformandsubstance.Itshouldbemademoreopen,inclusive,balancedandbeneficialtoall.Chinahasnotonlybenefitedfromeconomicglobalizationbutalsocont
27、ributedtoit.Asanactiveparticipantineconomicglobalization,Chinahasachievedrapideconomicgrowththroughpositiveinteractionswiththerestoftheworldandexploredauniquepathtowardsmodernization,expandingtheoptionsforotherdevelopingcountriestoachievemodernization.China,srapideconomicgrowthandsteadyprogressinref
28、ormandopeninguphasprovidedastrongdrivingforceforglobaleconomicstabilityandgrowthaswellasanopenworldeconomy.Chinahasbeenafirmadvocateanddefenderofeconomicglobalization.TheBRIdovetailswiththeUN2030AgendaforSustainableDevelopmentinconcept,measuresandgoals.AmajorsteptakenbyChina,theBRIaimstopromotehighe
29、r-qualitydevelopmentthroughhigher-standardopeningup,andshareChina,sdevelopmentopportunitieswiththerestoftheworld.TheBRIisalsoaChinesesolutiontoglobaldevelopmentissues,whichaimstoadvancemodernizationinparticipatingcountriesintandem,makeeconomicglobalizationmoredynamic,inclusiveandsustainable,andensur
30、ethatmoreofthefruitswillbesharedmoreequitablybypeopleacrosstheworld.3. Orientedtowardsthefuture,theBRIcreatesabetterworldToday,theworldismovingeverclosertowardsgreatermultipolarity,economicglobalization,andculturaldiversity,andbecomingincreasinglyinformation-orientatedintheprocess.Countriesaremorefr
31、equentlyconnectedandcloselyinterdependentthanatanytimeinthepast.Itisincreasinglyclearthathumanityisacommunityofsharedfutureinwhicheveryone,sinterestsareinseparablyentwined.However,agrowingdeficitinpeace,development,securityandgovernance,togetherwithinterwindingconventionalandnon-conventionalsecurity
32、issuessuchasregionalconflicts,armsraces,foodsecurity,terrorism,cyber-attacks,climatechange,energycrises,majorinfectiousdiseases,andartificialintelligenceproblems,posesagravethreattothebeautifulplanetonwhichallhumanslive.Inthefaceofemergingglobaldifficultiesandchallenges,humansocietyneedsnewideas,new
33、concepts,andamorejust,equitable,balanced,resilientandeffectiveglobalgovernancesystem.Whatkindofworldtobuildandwhichwaytotaketocreateabrighterfutureareissuesthathaveabearingoneverycountryandeveryperson.Wemustrespondtothechallengespresentedbythetimesandmaketherighthistoricchoice.Asamajordevelopingcoun
34、trythatmeetsitsresponsibilities,Chinakeepsinmindthefutureandthecommoninterestsofhumanity.Chinahasthereforeproposedbuildingaglobalcommunityofsharedfuture,withthegoalofcreatinganopen,inclusive,cleanandbeautifulworldthatenjoyslastingpeace,universalsecurityandcommonprosperity,chartingabrightfutureforhum
35、andevelopment.TheultimategoaloftheBRIistohelpbuildaglobalcommunityofsharedfuture.Asanimportantpublicgoodforimprovingglobalgovernance,theinitiativeprovidesaplatformforturningthevisionintoreality.TheBRIinvolvescountriesindifferentregions,atdifferentdevelopmentstages,andwithdifferentcultures.Ittranscen
36、dsdifferencesinideologiesandsocialsystems.Itenablesdifferentcountriestoshareopportunities,realizecommondevelopmentandprosperity,andbuildacommunityofsharedinterests,responsibilityanddestinycharacterizedbymutualpoliticaltrust,economicintegrationandculturalinclusiveness.AsapracticalmeansOfbuildingaglob
37、alcommunityofsharedfuture,theBRIhascreatednewunderstandingandinspiredtheimaginationoftheworld,andcontributednewideasandnewapproachestointernationalexchanges.Itwillproduceafairerandmoreequitableglobalgovernancesystem,andtakehumanitytoabetterfuture.ILPavingtheWayTowardsSharedDevelopmentandProsperityTh
38、eBRIisinalignmentwiththeconceptofaglobalcommunityofsharedfuture.Itpromotesandputsintoactionideasthatarerelevanttothepresentera,theworld,development,security,openness,cooperation,civilization,andgovernance.Itprovidesnotonlyaconceptualframeworkbutalsoapracticalroadmapforallnationstoachieveshareddevelo

Principles:extensiveconsultation,jointcontribution,andsharedbenefitsTheBRIisfoundedontheprinciplesofextensiveconsultation,jointcontribution,andsharedbenefits.Itadvocateswin-wincooperationinpursuitofthegreatergoodandsharedinterests.Itemphasizesthatallcountriesareequalparticipant
40、s,contributorsandbeneficiaries,andencourageseconomicintegration,interconnecteddevelopment,andthesharingofachievements.TheprincipleofextensiveconsultationsignifiesthattheBRIisnotasoloendeavorbyChina,butacollaborativeeffortinvolvingallstakeholders.Thisprinciplepromotesandactivatesauthenticmultilateral
41、ism,encouragingcollectivedecision-makingwhilefullyrespectingthevaryinglevelsofdevelopment,economicstructures,legalsystems,andculturaltraditionsofdifferentnations.Itemphasizesequalparticipation,effectivecommunication,collectivewisdom,freedomfromanypoliticaloreconomicpreconditions,andvoluntaryengageme
42、nttofostermaximumconsensus.Irrespectiveofsize,strengthandwealth,allcountriesparticipateonanequalfootingandcanprovideopinionsandproposalsinbilateralandmultilateralcooperation.Underthisprinciple,economiesatdifferentstagesofdevelopmentwillreinforcebilateralormultilateralcommunication,jointlyidentifyand
43、establishinnovativecooperationmechanisms,andprovideaplatformfordialogue,cooperationandparticipationinglobalgovernance.TheprincipleofjointcontributionhighlightsthattheBRIisnotoneofChina,sinternationalaidprogramsorgeopoliticaltool,butacollaborativeeffortforshareddevelopment.Itaimstoalignwithexistingre
44、gionalmechanismsratherthanbecomingtheirsubstituteandleveragecomplementarystrengths.Thisprincipleemphasizestheparticipationofallpartiesinvolved,substantialcoordinationwiththedevelopmentstrategiesofrelevantcountriesandregions,andtheidentificationandutilizationoftheirrespectivedevelopmentpotentialandco

49、velopmentopportunitiesandoutcomesamongallparticipatingcountries,ensuringthatnoneofthemisleftbehind.Mostparticipantsaredevelopingcountries,allseekingtoleveragecollectivestrengthstoaddresschallengessuchasinadequateinfrastructure,laggingindustrialdevelopment,limitedindustrialization,insufficientcapitalandtechnology,andashortageofskilledworkers,topromotetheirowneconomicandsocialdevelopment.UndertheBRIframework,Chinapursuesthegreatergoodandsharedinterests,withtheformertakingprecedence,b
