12、obeadvancedpursuanttothisclause5.3.3forthesucceedingannualWorkProgramperiod;当采购方已验明销售方提供的初步设计文件已经完整并同意接受后，采购方应开具证明，并在第二批预付款支付时才巴银行保证书还给销售方。TheBankGuaranteeshallbereleasedbyBUYERtoSELLERagainstacertificationbyBUYERastothecompletenessandapprovalofthePreliminaryDesignDocumentationanduponreleaseoftheSec
