14、century.Icameintoofficedeterminedtofundamentallychangethings,byrebuildingoureconomyfromthemiddleoutandbottomup,notthetopdownbecausewhenthemiddleclassdoeswell,thepoorhavealadderupandthewealthystilldowell.Wealldo.Wecangiveeveryoneafairshotandleavenoonebehind.OurworkstartedwiththeAmericanRescuePlan,whi
15、chvaccinatedtheNation,deliveredimmediateeconomicrelieftopeoplewhobadlyneededit,andsentfundingtoStatesandcitiestokeepkeyservicesgoing.ItcontinuedwiththebiggestinvestmentinourNation,sinfrastructuresincethe1950s.Morethan46,000newprojectshavebeenannouncedtodate,rebuildingourroads,bridges,railroads,ports
16、,airports,publictransit,watersystems,high-speedinternet,andmore.Atthesametime,wearemakingthemostsignificantinvestmentinfightingclimatechangeinthehistoryoftheworld.IhaveseenAmericans,courageandresilienceinthewakeofdevastatingnaturaldisasters,andIwillalwayshavetheirbacksaswerebuildandboostresilienceto
17、extremeweather.Wearebuildingacleaner,moreresilientandsustainablepowergrid,andmakingAmericasbiggestinvestmentinruralelectricitysincetheNewDeal.Wearerevitalizingfence-linecommunitiesthathaveshoulderedtheburdenofharmfulpollutionforgenerations.Weareloweringenergycostsforhardworkingfamiliesandstrengtheni
18、ngourenergysecuritywithcleanenergybreakthroughs.Acrosstheboard,wearesupportingadvancedmanufacturing,ensuringtheindustriesofthefuturearemadeinAmericabyAmericanworkers.Ourplanisworking.Already,myInvestinginAmericaagendahasattracted$650billioninprivateinvestmentfromcompaniesthatarebuildingfactoriesandm
19、ovingproductionbacktoAmerica.WearemakingthingshereinAmericaagain,withAmericanunionworkers.Wehaveignitedamanufacturingboom,asemiconductorboom,anelectric-vehicleboom,andmore.Myagendaiscreatinghundredsofthousandsofunionjobs,sofolksneverhavetoleavetheirhometownstofindgood-payingworktheycanraiseafamilyon
20、.Today,Americaonceagainhasthestrongesteconomyintheworld.Wehavecreatedarecord15millionjobs,withunemploymentunderfourpercentforthelongeststretchinover50years.Growthisstrong.Wagesarerisingandinflationisdownbytwo-thirds,withcostshavingfallenforkeyhouseholditemsfromagallonofgastoagallonofmilk.Wehavemoret
21、odo,butfolksarestartingtofeelthebenefits.Consumersentimenthassurgedmoreinrecentmonthsthananytimein30years.Americanshavefiledarecord16millionnewbusinessapplicationssinceItookoffice；eachoneofthemisanactofhope.Importantly,wemadethesehistoricinvestmentsinafiscallyresponsibleway,whilemakingourtaxsystemfa
22、irer.In2022,Isignedalawthatimposedanewminimumtaxof15percentontheNation,slargestcorporations,saved$160billionbygivingMedicaretheauthoritytonegotiateprescriptiondrugpricesandlimitpriceincreases,andboostedfundingtotheInternalRevenueServicetocrackdownonwealthyandcorporatetaxcheats.Thisisjustthebeginning
23、.MyBudgetwoulddomoretocloseloopholes.Itwouldsaveanother$200billionbyenablingMedicaretonegotiatepricesonevenmoredrugsandbylimitingotherdrugpriceincreases.ItwouldcutwastefulsubsidiestoBigOilandotherspecialinterests；anditwouldintroduceaminimumtaxonbillionaires,whichalonewouldraise$500billionfortheAmeri
24、canpeople.Sofar,wehavealreadycutthedeficitby$1trillionsinceItookoffice,oneofthebiggestreductionsinhistory,andIhavesignedlegislationtocutitby$1trillionmore.MyBudgetwouldreduceitbyanother$3trillionoverthenext10yearsaswell,whilecontinuingtopayforourinvestmentsinAmerica.Andwearejustgettingstarted.MyAdmi
25、nistrationwillkeepfightingtolowercostsforworkingfamilies,oneverythingfromhousingtochildcaretostudentloans.AfterdecadesoftalkinWashington,webeatBigPharmaandcappedthecostofinsulinforseniorsat$35amonth,downfromasmuchas$400.Startingnextyear,nosenioronMedicarewillpaymorethan$2,000ayearintotalout-of-pocke
26、tprescriptiondrugcosts,evenforexpensivecancermedicationsthatnowcostmanytimesmore.WearecrackingdownonpricegougingbyrequiringdrugmakersthatraisepricesofcertaindrugsfasterthaninflationtopayarebatebacktoMedicare.Atthesametime,wehaveprotectedandexpandedtheAffordableCareAct,witharecord21millionAmericansen
27、rolledinmarketplaceplansthispastyear,whilesavingmillionsofAmericans$800peryearontheirpremiums.Today,moreAmericanshavehealthinsurancethaneverbefore.MyBudgetbuildsonthosegains.Ialsoknowthatfortoomanyhardworkingfamilies,itcoststoomuchtofindagoodhome,soweareworkingtolowercostsandboostsupplyofhousingnati
28、onwide.MyBudgetwillmakemonthlymortgagepaymentsmoreaffordableformiddle-classfirst-timehomebuyersbyprovidinga$5,000annualmortgagereliefcreditfortwoyears.MyBudgetwillexpandrentalassistancetohundredsofthousandsofadditionalfamilies,continuingthelargestexpansionin20years.ItwillalsohelptoeaseAmerica,slongs
29、tandingshortageofaffordablehousing,includingbycuttingredtape,sothatmorebuilderscangetFederalfinancingtobuildmoreaffordablehousing.Importantprogressisunderway：morefamiliesownhomestodaythanbeforethepandemic；rentsareeasing；andarecord1.7millionhousingunitsareunderconstructionnationwide.MyBudgetalsomakes
30、keyinvestmentsinchildcareandeducation,soeverychildinAmericacanhavethestrongstarttheyneedtothrive.ItrestorestheChildTaxCreditexpansionIsignedintolaw,whichcutchildpovertynearlyinhalfin2021；anditguaranteesthevastmajorityoffamilieshigh-qualitychildcarefornomorethan$10aday,whileboostingpayforchildcarewor
31、kers.ItoffersuniversalfreepreschoolforallfourmillionofAmerica,sfour-year-olds.BuildingontheAmericanRescuePlan,sinvestmentinpubliceducation,thebiggestinhistory,italsohelpsStatesexpandtutoring,afterschool,andsummerprograms；andboostsrecruitingtoeaseteachershortages.Atthesametime,Iamkeepingmypromisetoea
32、sethecrushingburdenofstudentdebt.Despitelegalchallenges,wehavecanceledsome$138billioninstudentdebtfornearlyfourmillionAmericans,includingmorethan750,000teachers,nurses,firefighters,socialworkers,andotherpublicservants.Thatisfreeingpeopletofinallyconsiderbuyingahome,havingachild,orstartingthatsmallbu
33、sinesstheyalwaysdreamedof.Wearealsoworkingtosecureourborder.InOctober,Isentanemergencyrequestformorefunding；myBudgetrenewsthatrequestforadditionalresources,includingfor1,300moreBorderPatrolagents,375immigrationjudges,and1,600asylumofficers,andforcutting-edgetechnologytohelpdetectfentanyl.Weneedtopas
34、stheSenate,sbipartisanborderdealaswell,whichwouldmakeurgentadditionalinvestmentstosecuretheborderandhelptofixourbrokenimmigrationsystem.Today,theworldisfacinganinflectionpointinhistory,athomeandabroad.MyAdministrationhasrestoredAmerica,sleadershipontheworldstage,rallyingmorethan50nationstosupportUkr
35、aineinthefaceofbrutalRussianaggression,strengtheningandexpandingNATO,revitalizingouralliancesandpartnershipsintheIndoPacicincludingwithJapan,SouthKorea,andAustraliaandstrengtheningdemocracyacrosstheglobe.ButweneedtodomoretoprovethatAmericacanonceagainbereliedontostandupforfreedom.InOctober,Isubmitte
36、danationalsecuritysupplementalrequesttocoverurgentneeds,includingsupportforUkraineandIsrael,andhumanitarianaidandreliefforPalestinians.MyBudgetreiteratesthatrequestandcontinuesothercriticalsupportforNATOalliesandpartnersaroundtheworld.ItstrengthensourdeterrencecapacityintheIndo-Pacific,expandingourc
37、apabilitiesintheregion.Italsoworkstokeepourmilitaythebest-trained,best-equippedfightingforceintheworld,integratingadvancedinnovationtechnologies,andimprovingoverallreadiness.MyBudgetalsotakesimportantstepstohonorourNation,smostsacredobligationtoprotectandequipourtroopswhentheyareinharm,sway,andtocar
