1、国际船舶疫情防控告船长书致国际船舶船长/大副：欢迎您来到广州港！按照中国政府有关国际船舶新冠疫情防控的法律法规和政策要求，港口需要做好国际船舶在港期间的疫情防控，防止疫情输入，请贵轮配合做好以下疫情防控措施。一、船舶抵港前要求1、需申报过去一个月内挂靠过的港口、有来自或经过疫情严重地区的新上船员，相关信息资料由船代提交给港口主管部门（具体疫情严重地区以口岸管理部门的最新公布为准）。2、抵港前的2个星期，对全员进行体温测量和健康状况排查，每天早上十点前把报告发给代理，相关信息资料由船代提交给港口主管部门。3、如有船员咳嗽、发热等身体异常情况，由船代及时报告广州港主管部门，获得批准同意，方可安排进
2、港。二、锚地停泊期间1、加强梯口管理工作。停泊期间原则上不予船员离船上岸，非船上人员必须经船代确认并报港口主管部门批准方可登轮。海关完成卫生检疫前，除引航员和经海关许可的人员外，其他人不准上下船，不准装卸行李、货物、邮包等物品。2、登轮作业人员在港口批准后可以登轮，船方务必须做好相关的登记，并核查三天内有效的核酸阴性证明、接种疫苗的证明，测量体温，戴口罩、穿防护衣戴防目镜和手套等，在登轮后，不能进生活区，和船员保持距离，不能在船上用餐、用厕和居住等，如不符合条件，要拒绝人员登轮。3、船舶在锚地作业期间船员不得离开船舶生活区，靠近港口人员作业区。外出生活区甲板、过道上的船员必须戴口罩。港口工作人
3、员上下船、作业期间，船员不得靠近港口工作人员，必须保持较远距离或者全部进入船舱内。4、作业交接。船方与港口的业务沟通全部采用线上方式,如有特殊需要单据交接，必须采用密封袋，在室外采取非接触式交接，并进行消毒处理。5、起锚前。提前1小时提供全体船员体温等健康信息给船代，如有异常情况请立即通知船代，由船代通知港口主管部o三、码头停泊期间要求1、停靠期间原则上不予船员离船上岸，船上作业期间不得离开船舶生活区，靠近港口人员作业区。2、停靠期间，外出甲板、过道上的船员必须戴口罩。港口工作人员上下船、作业期间，船员不得靠近港口工作人员，必须保持较远距离或者全部进入船舱内。3、作业交接。船方与港口的业务沟通

7、agent(forspecificsevereepidemicareas,thelatestannouncementoftheportmanagementauthorityshallprevail)2) Pleaseperformdailytemperaturemeasurementandhealthcheckofallcrewstwoweeksbeforearrival.Therelevantinformationanddocumentswillbesubmittedtotheportauthoritybytheshippingagent.3) Ifanycrewhavecough,feve
8、randotherphysicalabnormalities,pleasereporttotheGuangzhouPortcompetentauthorityviashippingagentintime.VesselisnotallowedtoenterGuangzhouPortuntilgetstheapproval.2. Requirementsduringanchorage1) Enhancethemanagementofentryofvessel.AfterarrivingatGuangzhouport,nocrewshallleavethevesselwithoutpermissio
9、nunlessinspecialcircumstances.Nonvesselpersonnelmustbeconfirmedbytheshippingagentandreportedtotheportauthorityforapproval.2) Theattendancesmustgrantthepermitfromtheportauthorityfirst,andtheshipsidemusttakerecordoftheirbodytemperature,checktheirNATnegativereportwithin72hours,thevaccinationcert.Theatt
10、endancesmustwearmasks,goggles,glovesandprotectivesuits,andarenotallowedtoenterthecrews,livingarea,orhavingdinneronship,defecation,accommodationetc.Iftheycannotmeettheserequirements,theshipsidehastherighttorefusethemtoboard.3) Duringtheoperationoftheshipatanchorage,thecrewmembersshallnotleavethelivin
11、gareaorapproachtheportpersonnelsoperatingarea.Thecrewonthelivingdeckandaislemustwearmasks.Duringthedisembarkationandoperationoftheportstaff,thecrewshallnotbeclosetotheportstaff,andmustkeepacertaindistanceorenterthecabinoftheship.4) Assignmenthandover.Thebusinesscommunicationbetweentheshipandtheporti
