14、ogram HSSE管理计划的目的The purpose of this Project HSSE Manual is to describe how * will manage and control Environment, Health & Safety aspects of this project. It is designed to enable those involved to enjoy an Incident and Injury Free workplace and to prevent harm to the environment. 项目HSSE手册的目的是描述*如何
15、管理、控制项目的环境、健康与安全。它被设计成一个无事故无伤害工作场所，而且防止对环境的损害。 This program interfaces with the contractual arrangements and * Safety Plans developed for the project and is intended to enable compliance with any schedule of Environment, Health & Safety requirements stated in the Conditions of Contract. 合同的安排和*安全计划是

23、roduction安全生产管理目标Safety in production is on the basis of current check index, the rate up to par should be 100%, ensures incident and injury free. 安全生产以现行考核指标为依据，达标率100，确保无事故无伤害。2. SAFETY STANDARDS AND REGULATIONS 安全标准和规定* recognize that the life, health and safety of persons and property during per
24、formance of the work is a material requirement of this Agreement. Accordingly, * pledges to implement all necessary precautions for the prevention of accidents, and shall cooperate fully with BLL in addressing and resolving with due diligence any safety concerns that may be raised by OWNER during ex

The highest (most stringent) applicable industry standards concerning the preservation of life, health,

Local Government Regulations 中国政府规定This project managed by OWNER must be follow all applicable Local Government HSSE Rules & Regulations. The following is a list of the C

It is the specific environmental management index: 净化环境、文明施工、预防和减少环境因素的影响，满足环境规定要求。具体环境管理指标：（1） Noise control 噪音控制Structure construction: Daytime 55 dB; Decorate construction: Daytime 65 dB, Night
36、55 dB。(Night: evening 22: 00 is to morning 6: 00) 结构施工：昼间夜间 55 dB；装修施工：昼间 65 dB，夜间 55 dB。（夜间指晚上22：00至早上6：00）。（2） Control the emission ofraises of dust on construcion scene现场扬尘排放控制Make the emission of raises dust on the construction scene reach the requirement that visual examination has no dust, the
37、 harden rate of major transportation road on-the-spot reaches 100%.施工现场扬尘排放达到目测无尘的要求，现场主要运输道路硬化率达到100%。（2） Control transportation loses运输遗洒控制Ensure that transportation has no loses. 确保运输无遗洒。（4）The emission of live and produce sewage生活及生产污水排放COD in sewage achieves the standard。（COD=200mg/L）。生活污水中的COD

The following is a general outline of the function and related responsibility of various individuals typ

RISK IDENTIFICATION, ASSESSMENT & CONTROL 风险识别,评估与控制The purpose of a risk assessment is to ide
43、ntify and analyse the significance of hazardous situations associated with the various stages of construction. It provides a means for the following: 风险评估的目的是识别和分析施工不同阶段的危险的形势的意义。 它为了如下提供一种手段： 1) Recording of all known hazards. 所有已知的危险的录音。2) Identification of new hazards. 识别新的危险。3) Analysis of the e
44、ffects or potential effects resulting from the hazards. 分析从危险导致的结果或者潜力结果。4) Development and implementation of means to eliminate or manage the hazards. 发展和执行手段除去或者管理危险。Contractor should write its Risk Assessment before commening to work on site. 在commening从事于站点之前，承包商应该写其风险评估。4.1 PURPOSE目的Find and ha
