(S) PTE LTD1. INTRODUCTION.This Project Execution Plan prescribes the scheme the Contractor proposes to employ
18、for executing the Work. Namely, it outlines the organization, and the principles, location, and manner of performing the Work and giving detailed procedures.1.1. Definitions And Interpretations.In this Project Execution Plan the following words and phrases shall have the meanings as follows a) “Comp

Distribution.This Project Execution Plan shall be distributed to the key personnel in the Project as follows: Companys Project Manager/ Deputy Project Manager/ SHE Manager (2 English Copy and 2 Chinese Copy) Contractors Project Manager and Site Manager Contractors Construction Manager

Brief Description of Project Scope.Vopak Shanghai Logistics Co., Ltd intends to realize a product logistics terminal at Shanghai Caojing Chemical Park. The terminal will be completed with tanker
24、, coaster barge berthing and loading facilities and will be used for storage and distribution of liquid chemical products for the local and export market. Each product will have the options of being transported in and out either by ship, coaster barge, truck, railcar or drums.The terminal will be bu
25、ilt in phases over a period to be decided by market development. This description only covers the facilities as required for the initial phase. The terminal layouts as well as the location for berthing places are arranged in such a way that small adaptations can be made to satisfy alternative requir
26、ements and future extensions can be realized optimally at minimum cost.The offshore facilities are for receiving products from ocean vessels and are also for discharging product to smaller vessels and barges for distribution. The offshore facilities shall consist of two jetties which can berth a 5,0
27、00 DWT to 25,000 DWT vessels, two jetties which can berth a 1,000 DWT to 12,000 DWT vessel and two jetties which can berth a 1,000 DWT to 5,000 DWT vessels berthing simultaneously.The onshore facilities consist of product storage facilities, chemicals pumping facilities, drumming and warehousing fac
28、ilities, truck and rail loading facilities for dedicated clients.The utility facilities shall consist of potable water system, plant air system, instrument air system, nitrogen system, fire fighting system, waste water treatment and slop system, and off gas treatment system for hazardous chemicals s
29、hall be provided for the onshore and offshore facilities. Air conditioning and ventilation shall be provided for the buildings. Refrigeration system shall be provided for refrigerated warehouses and controlled temperature warehouse.The terminal shall have a main office building attached with the cen
30、tral control room, a workshop, a foam truck building, an integrated drumming and warehouse building, truck loading sheds, air compressor shed, main substation and guardhouse.Vopak Shanghai Logistics Co Ltd. (hereinafter called Employer) shall be the managing company and provide the know-how and tech
31、nology for the operation of the terminal.The scope of work shall include engaging a local design institute for all government authority approval and liaison with government authority, detailed engineering, procurement of all equipment and material and field installation and erection as per contract
32、document requirement.The following are general descriptions of the work elements. These work elements description is just a guideline and the detailed scope of works shall be as per contract requirement:a. Project management-Liaison with Employer-Project control and reporting-Schedule control for en
33、gineering, procurement and constructionb. Engage design institute-Endorsement of all drawing for submission to Government Authority-Liaison with all Government Authorityc. Detailed engineering-Preparation of P&I Diagram, plot plan, area classification drawing and single line diagram.-Prepare all des
34、ign calculations for all functional engineering of onshore facilities-Prepare all design calculations for structure (i.e. operating platform, pipe rack, pipe support), mechanical equipment, piping, electrical and instrumentation engineering of offshore facilities-Prepare all construction drawings fo
35、r all functional engineering of onshore facilities-Prepare all construction drawings for structure (i.e. operating platform, pipe rack, pipe support), embedded steel, mechanical equipment, piping, electrical and instrumentation engineering of offshore facilities.-Prepare material specification and r
36、equisition of all materials, equipment and other items to be supplied for onshore and offshore facilities-Review and approve of vendors documents.-Prepare as built drawings and document-Prepare mechanical catalog and operation manual-Co-ordination with marine structure design instituted. Procurement

CONTRACTORS ORGANIZATION.Under Contractors permanent organization, the Contractor shall organize the Project Team, which will co-ordinate between the Owner, Supervising Company and the Contractors permanent organization.2.

Overall Organization Chart of China International Water & Electric Corp. (S) Pte Ltd is attached as Attachment 2.2. 2.2. Project Team Organization Chart.In order to execu
41、te the Work effectively and smoothly, the Contractor will organize the Project Team shown in the Project Team Organization Chart attached as Attachment 2.3. The Project Team shall be a matrix organization.2.3. Engineering Plan.Dedicated Engineering Teams to execute basic and detailed engineering act
42、ivities: Basic design and engineering in REL Singapore Office. Detail design and engineering will be carried out at Local Design Institute (LDI) in Hangzhou, China.
