5、20和海事委员会通报第850号制订。This maintenance and inspection plan was developed according to the requirement of Reg.II-2/14 and Reg.III/20 of SOLAS 1974 and MSC Circular 850.2. 三副或船长指派的驾驶员应负责保管本计划,以便供主管当局检查。The 3/O or deck officer assigned by the master takes full responsibility of keeping the plan readily ava

7、tion of LSA / FFA item by item regularly as described in this plan, but some items with regard to operation of machinery should be completed along with the 4/E or engine officer assigned by chief engineer. If any doubt or abnormality was found, they should consulate chief officer or chief engineer t
8、o take further actions. Any deficiency cannot be dealt with by crew hand, should request the company (ISM office) to arrange a shore repair or supply new equipment on board to replace the expire one or the damaged / broken /wear and tear / malfunction ine.4. 不适用本船的项目应适当标注“N.A.”。Any item not applicab
9、le to the ship should be made properly by inserting ”N.A.”.5. 记录本计划，船名、航次、日期应在适当栏目记录，且所须资料应在空白处记载。When making entries in the plan, the ships name, voyage number, data shall be inserted in the appropriate column and the required particulars shall be recorded in the blank spaces.6. 用如下缩写字母填写相关记录表格：”E”
10、：Excellent，”G”：Good，”A”：Acceptable，”P”：Poor.7. 每完成检查表应由检查人员在表格底部签字。Every officer shown at the bottom of each form shall sign after completion of checks.8. 本计划自最后一次记载日起保存三年。The plan shall preserve for a period of three years after the last entry has been made.9. 完成检查后，表格FM001须作副本寄回公司，其他表格无须寄回公司。Upon

For this purpose, the following functional requirements shall be met:.1防火系统及灭火系统及其装置应进行维护保养，保持完好并随时可用; Fire protection systems
13、 and fire-fighting systems and appliances shall be maintained ready for use; .2 防火系统及灭火系统和装置应予适当测试、检查。 Fire protection systems and fire-fighting systems and appliances shall be properly tested and inspected. 2 一般要求General requirements船舶在营运期间的任何时候，应符合第1.1款的要求。船舶非营运期间系指：At all times while the ship is
14、in service, the requirements of paragraph 1.1 shall be complied with. A ship is not in service when:.1船舶正在修理期间或停航（锚泊或在港）或在干船坞；It is in for repairs or lay-up(either at anchor or in port) or in dry-dock;.2船东或其代表声明船舶停止营运；It is declared not in service by the owner or the owners representative;2.1 操作准备Op
15、erational readiness2.1.1 下列防火系统应保持在完好状态，以确保在发生火灾时发挥其性能作用： The following fire protection systems shall be kept in good order so as to ensure their required performance if a fire occurs: .1结构防火，包括防火分隔及其开口和贯穿件的防护； Structural fire protection including fire resisting divisions, and protection of openings
16、 and penetrations in these divisions; .2 火灾探测与火灾报警系统； Fire detection and fire alarm systems; .3 逃生系统与装置的措施。 Means of escape systems and appliances.2.1.2灭火系统和装置应保持良好的工作状态，随时可供使用。已用完的手提式灭火器应立即填充或以等效装置替代。 Fire-fighting systems and appliances shall be kept in good working order and readily available for

Portable extinguishers which have been discharged shall be immediately recharged or replaced with an equivalent unit.2.2 维护保养、测试和检查Maintenance, testing and inspections2.2.1 维护保养、测试和检查的实施应根据本组织制定的指南，并考虑和确保灭火系统和装置的可靠性Maintenance, testing and inspections shall be carried out based on th
18、e guidelines developed by the Organization and in a manner having due regard to ensuring the reliability of fire-fighting systems and appliances.2.2.2 维护保养计划应保存在船上，并应在主管机关要求时出示，供其检查。The maintenance plan shall be kept on board the ship and shall be available for inspection whenever required by the Ad

23、This regulation applies to all ships. The requirements of paragraphs 3 and 6.2 shall be complied with, as far as is practicable, on ships constructed before 1 July 1986.2 操作准备Operational readiness在船舶离港前及整个航程中的任何时候，所有救生设备应处于良好工作状态并立即可用。Before the ship leaves port and at all times during the voyage, a

25、out accordingly. 主管机关The Administration may accept, in lieu of the instructions required by paragraph 3.1, a shipboard planned maintenances programme which includes the requirements of regulation 36.4 吊艇索的保养Maintenance of falls4.1 降落所用的吊艇索由于变质而需要换新或不超过5年的时间间隔（取较早者），均予以换新。 Falls used in launching sha
26、ll be renewed when necessary due to deterioration of the falls or at intervals of not more than five years, whichever is the earlier.4.2 主管机关可接受上述4.1要求的“两端调头”的替代方式，定期检查吊艇索，任何时候由于变质需要换新或不超过4年的时间间隔（取较早者），予以换新。 The Administration may accept in lieu of the “end for ending” required in paragraph 4.1, per
27、iodic inspection of the falls and their renewal whenever necessary due to deterioration or at intervals of not more than 4 years, whichever one is earlier.5 备件与修理设备 Spares and repair equipment救生设备及其易损坏或易消耗而需要定期更换的部件，应配有备件及修理设备。Spares and repair equipment shall be provided for life-saving appliances
28、and their components which are subject to excessive wear or consumption and need to be replaced regularly.6 每周检查Weekly inspection每周应进行下列试验和检查：The following tests and inspections shall carried out weekly:.1 所有救生艇筏、救助艇及降落设备应进行目视检查，以确保其立即可用；All survival craft, rescue boats and launching appliances shal
29、l be visually inspected to ensure that they are ready for use;.2 只要周围环境温度高于启动和运转发动机所要求的最低温度，所有救生艇和救助艇的发动机均应进行不少于3分钟的运转试验。运转期间，应证实齿轮箱和齿轮箱传动系统运行正常。如安装在救助艇上的舷外发动机由于其特殊性在螺旋桨没有浸没的情况下不允许运转3分钟，则其运转应按照制造商的手册规定的时间运转。特殊情况下，对于1986年7月1日以前建造的船舶，主管机关可免除此要求；All engines in lifeboats and rescue boats shall be run fo
30、r a total period of not less than 3 min provided the ambient temperature is above the minimum temperature required for starting and running the engine. During this period of time, it should be demonstrated that the gear box and gear box train are engaging satisfactorily. If the special characteristi
31、cs of an outboard motor fitted to a rescue boat would not allow it to be run other than with its propeller submerged for a period of 3 min, it should be run for such period as prescribed in the manufacturers handbook, In special cases the Administration may waive this requirement for ships construct

36、perationally tested with class surveyor in witness.6 通用应急报警系统应进行试验。The general emergency alarm system shall be tested.7 月度检查Monthly inspections月度检查应使用规则36.1规定的检查表，检查救生设备包括救生艇装备，以确保其完整无缺并处于良好状态。检查报告应记入航海日志Inspection of the life-saving appliances, including lifeboat equipment, shall be carried out mon
37、thly using the checklist required by regulation 36.1 to ensure that they are complete and in good order. A report of the inspection shall be entered in the log-book.8 气胀式救生筏、气胀式救生衣、海上撤离系统与充气式救助艇的检修Servicing of inflatable liferafts, inflatable lifejackets, marine evacuation systems, and inflated resc
38、ue boats.8.1 每一气胀式救生筏、气胀式救生衣、海上撤离系统应予以检修： Every inflatable liferaft, inflatable lifejacket, and marine evacuation system shall be serviced: .1 间隔不超过12个月，任何情况下如不切实际，主观机关可展期到17个月； At intervals not exceeding 12 months, provided where in any case this is impracticable, the Administration may extend this
