2、部坚决贯彻执行上级颁布的各种质量管理文件、规程、规范、和标准，牢固树立“百年大计，质量第一”的思想，宗旨是优质、优产、用户至上。二、项目部为了保证工程质量，设置由项目技术负责人专管的质量安全科，专人负责施工质量检测和核验记录，并认真做好施工记录和隐蔽工程验收签证记录，整理完善各项施工技术资料，确保施工质量符合要求。三、进行经常性的工程质量知识教育，提高工人的操作技术水平，在施工到关键部位时，由项目技术负责人和专职质量检查员到现场进行指挥和技术指导。四、施工现场工程质量管理严格按照施工规范要求层层落实，保证每道工序的施工质量符合验收标准。坚持做到每个分项、分部工程施工质量自检自查，严格执行“三检
3、”制度；不符合要求的不处理好决不进行下道工序的施工，实行“质量一票否决”制。五、隐蔽工程施工前，经自检合格后报监理公司查验，经监理工程师查验合格后及时办理隐蔽工程验收签证，方可进入下道工序的施工。六、严格把好材料质量关，不合格的材料不准使用，不合格的产品不准进入施工现场。工程施工前及时做好工程所需的材料复试，材料没有检验证明，不得进入隐蔽工程的施工。七、建立健全工程技术资料档案制度，专人负责整理工程技术资料，认真按照工程竣工验收资料要求，根据工程进度及时作好施工记录、自检记录和隐蔽工程验收签证记录。将自检资料和工程质量控制资料分类整理保管好，随时接受上级部门的检查。八、对违反工程质量管理制度的
4、人，将按不同程度给予批评处理和罚款教育，并追究其责任。对发生事故的当事人和责任人，将按上级有关规定程序追究其责任并做出处理。第二节 图纸会审设计变更制度一、图纸会审工作由建设单位组织进行，按工程类别项目部组织相关人员查阅熟悉图纸、了解图纸中存在的问题，并参加图纸会审。二、图纸会审应做好记录，由组织会审单位将提出的问题及时解决，并详细记录，写成正式文件（必要时由设计单位另出修改图纸），监理（建设）单位、设计单位、施工单位的代表均应签名盖章认可，列入工程档案。三、在施工过程中，无论建设单位还是施工单位提出的设计变更都要填写设计变更联系单，经设计单位和监理（建设）单签字同意后，方可进行。四、如果设计
5、变更的内容对建设规模、投资等方面影响较大的，必须由公司审批后报送相关主管部门。五、所有设计变更资料，包括设计变更联系单，修改图纸均需文字记录，纳入工程档案。第三节 岗位培训制度一、培训工作力求做到“三化三实”即“多样化、规范化、科学化”和“实际、实用、实效”。二、各项目部应根据培训计划及职工的排班情况科学安排培训。职工应按时参加培训。三、每次课程结束后，项目部将安排考试。考试的形式为书面答卷结合口头问答及岗位抽查。岗位抽查指项目部就所讲授的培训内容是否被学员运用到实际工作中进行随机考核。四、凡每次考试不及格者，不得上岗。待重考合格后，重新上岗。考证优秀者将视情况予以奖励。第四节 工程技术复检制
6、度技术复核项目应根据单位工程具体情况定，但下列项目必须复核：一、放样、定位（包括桩定位）、基槽（坑）标高、深度、尺寸二、各层的标高、轴线、砖砌体皮数杆、模板的轴线、断面尺寸和标高三、预制构件、预埋件、预留孔四、砼、砂浆配合比（作为计量资料）五、关系到结构安全和使用功能的项目技术复核后，施工员应立即填写复核记录和自复意见，报监理（建设）单位复核认可。第五节 技术交底制度一、坚持以技术进步来保证施工质量的原则，每个工种、每道工序施工前，项目部（分公司）必须进行技术交底。二、项目工程师或技术负责人对施工员、质检员、安全员及施工管理有关人员进行技术交底，明确关键性的施工问题，主要工种工程的施工方法和控
7、制要点、采用技术文件、检测要求以及安全技术要点。三、施工员对班组长进行技术交底，明确图纸要求，采用作业指导书，施工方法要点，技术措施要点，质量标准要求，安全生产文明施工要点。四、班组长对作业班组进行技术交底，结合具体操作部位，明确各部位的操作要点，技术要点、质量要求，安全文明施工要求以及岗位职责。五、各级技术交底以口头进行，并有文字记录，参加交底人员履行签字手续，技术措施不当或交底不清而造成质量事故的要追究有关部门和人员的责任。第六节 隐蔽工程验收制度一、工程完工后无法进行检查的那一部分工程，特别是重要结构部位及有关特殊要求的部位都要进行隐蔽工程验收。二、分项工程施工完毕后，应由施工员会同质检
8、员进行自检，并签发隐蔽工程验收记录，在指定日期内，由监理（建设）单位、设计单位签具验收意见。三、隐蔽工程在未进行验收前，不得进行下道工序施工，若有违反验收制度，造成返工损失时，应追究有关部门和人员的责任。四、隐蔽工程验收单位由工地资料员保管，竣工整理成册，纳入工程档案。第七节 材料采购、检验、管理制度一、材料进场必须有材料员、仓管员、质量员到场进行验收，做好进货检验记录。二、钢材、水泥、砖、防水材料等原材料进场应有出厂合格证和质量保证书，还应及时做材料标识和复试工作。不合格材料由材料员与供货方交涉，办理退货、调货、索赔工作。三、各种材料的领用，发放必须持有施工员签发的材料领用单后，仓库保管员方
9、可发放有关材料。四、各种材料进场后至使用前均要挂设过程标识，明确检验状态，表明该批材料是否为待检品、不合格品或合格品，以便使用。五、仓库保管员应根据不同材料分类堆放，并根据不同性质做好防水、防火、防潮、防热等保护工作，易燃、易爆物品应有专门仓库、专人保管、登记和领用。第八节 工程质量“三检”制度一、自检：操作人员在操作过程中必须按相应的分项工程质量要求进行自检，并经班组长验收后，方可继续进行施工。施工员应督促班组长自检，为班组创造自检条件（如提供有关表格、协助解决检测工具等）要对班组操作质量进行中间检查。二、互检：工种间的互检，上道工序完成后下道工序施工前，班组长应进行交接检查，填写交接检查表
10、，经双方签字，方准进入下道工序。上道工序出成品后应向下道工序办理成品保护手续，而后发生成品损坏、污染、丢失等问题时由下道工序的单位承担责任。三、专检：所有分项工程、隐检、预检项目，必须按程序，作为一道工序，邀请专检人员进行质量检验评定。第九节 砼、砂浆试块制作、养护、试压制度一、砼、砂浆试块各项目部必须指定专人制作、养护、试压。二、试块的尺寸、数量、制作方法、养护、强度计算必须严格执行工程质量施工与验收规范的规定。三、制作试块所用材料，必须与施工所用材料一致，不得加料、补做，并在监理（建设）单位见证人的监督下制作实施。四、如果试块强度没有达到设计强度，应立即报告公司技术部门、监理（建设）单位和
11、设计单位，共同分析原因，商讨补强措施，并做好记录。五、在工程施工期间，砼、砂浆试块报告单由工地资料员保管，竣工后和其他技术资料汇总成册。第十节 分项、分部（子分部）工程验收评定制度一、施工过程中必须对分项工程进行质量验收评定，由项目技术负责人会同质检员、班组长参加验收评定，并做好记录签字。不合格者应予返工。二、分部工程完工由项目技术负责人会同施工员、质检员进行分部工程验收，检查分项工程验收资料，根据资料给予评定后报监理（建设）单位验收评定。三、基础工程、主体结构工程（可分层段）经项目部（分公司）验收评定后，经公司质量科验收签章后，报监理（建设）单位验收评定。四、单位（子单位）工程达到竣工标准后
12、，由项目部（分公司）将全套工程技术文件上报公司质量科审核，核定工程质量自评等级，经公司总经理、总工程师审定并签章后报监理（建设）单位核查。第十一节 工程质量样板引路制度施工操作要注重工序优化、工艺的改进和工序的标准化操作，通过不断探索，积累必要的管理和操作经验，提高工序的操作水平。确保操作质量，每个分项工程或工种（特别是量大面广的分项工程）都要在开始大面积操作前做出示范样板，包括样板墙、样板间、样板件等，统一操作要求，明确质量目标。第十二节 成品保护制度为保证建筑产品的完整性和完美性，确保工程质量达到预期的目标，特制定以下制度：一、项目部与班组签订成品保护责任制，由班组把责任落实分解到每一作业
13、岗位。同时加强员工的成品保护教育，提高素质。二、施工班组对前一班组作业完成的成品有责任进行保护。后作业班组不得对前施工班组完成的成品有污染或损坏。三、对进场的设备、半成品等应指定位置堆放，并有专人负责保护，避免在施工安装前损坏或缺少零部件。 第十三节 工程质量回访保修制度一、提交工程竣工报告时，向建设单位出具“建筑工程质量保修书”。二、在合理使用期限内正常使用的情况下，根据“建筑工程质量保修书”约定的质量保修范围、保修期限和保修责任，由公司质量科派员进行质量回访，及时反馈业主的质量投诉。三、由施工原因造成的工程质量问题，公司将严格履行保修义务，并对造成的经济损失承担赔偿责任。Employmen
