2、nt effective March 1,2003.,Diplomatic Security has a broad scope of global responsibilities,with protection of people,information,and property as its top priority.Overseas,DS develops and implements effective security programs to safeguard all personnel who work in every U.S.diplomatic mission aroun
3、d the world.In the United States,the Bureau protects the Secretary of State,the U.S.Ambassador to the United Nations,and foreign dignitaries below the head-of-state level who visit the United States.DS develops and implements security programs to protect the more than 90 domestic State Department fa
4、cilities as well as the residence of the Secretary of State.,Purposes of Dignitary Protection,Ensuring that the protectee is not exposed to attack or other offensive actsEnsuring that the visit can be carried out in accordance with the prepared planMaintaining general peace and order during the visi
5、tHelping to meet,as far as possible,the desires of the VIPs and their hosts,The purposes are servedby implementing the following measures:,Advance,a.Preparations for a visiting dignitary is the responsibility of the advance team.The advance team is comprised of one or more protection team members he
6、aded by the advance man.The team generally consists of site advance agents,communication officers,EOD,security engineering officers,and protective liaison/intelligence agents.,Advance,b.The advance person is the individual assigned the responsibility for coordinating and effecting all security arran
7、gements for a particular site,motorcade,or city.He/she briefs the agent in charge or shift leader at a site.,Advance Team is Responsible for Threat Assessment,General-the position of the protectee(a head of state will necessitate more security than a city alderman,just be the position held).Specific
8、-to the individual protectee(the city alderman may have been singled out and threatened-which would mean considerably more protection than normal.,Dignitary Protection Risk Chart,The chart uses a combination of the risk attached to the person protected and the event they are attending-using the leve

21、tary protection?The majority of attacks on VIPs are made while on motorcade or going to and from a motorcade site.,MOTORCADE(3 routes),Primary-the scheduled or planned routeAlternate-for use in case of possible attack or just maybe unforseen problems such as a traffic accidentEmergency-protectee may
22、 be in imminent danger or need immediate medical attention,INFORMAL MOTORCADE(3 vehicles),Lead vehicle-travels directly in front of principals limousine.It protects the limousine from the front and carries security agents.The lead car may be a dignitary protection team vehicle or marked police unit.
23、It may take over the function of the limousine if the limousine breaks down.The lead vehicle should be occupied with agents responsible for the protection of the VIP as well as local police.The vehicle should be equipped with police and the responsible agencys radio.,INFORMAL MOTORCADE,Limousine veh
24、icle-rides behind the lead vehicle.The limousine should be occupied by the VIP,protective agencys supervisor,and driver.Even in an informal motorcade,the driver should be a law enforcement officer.Follow vehicle-is the last vehicle in line.This vehicle acts to protect the VIP from harm and is occupi
25、ed by members of the security team.,INFORMAL MOTORCADE,Lead Vehicle,Limousine,Follow Vehicle,FORMAL MOTORCADE,Pilot car-a marked vehicle and usually proceeds the motorcade by five minutes.It scans for obstructions,dangers,and problems the motorcade may encounter.The driver should be familiar with no
26、t only the primary route but also the alternate route and should be in direct communication with the motorcade.Police lead vehicles-are marked sedans and/or motorcycles.Must ensure enough police lead vehicles are up front to stop for traffic control so the integrity of the motorcade will remain inta
27、ct.,FORMAL MOTORCADE,Spare limousine(Presidential motorcade)-is directly in front of the primary limousine and usually the driver is a Secret Service agent.Limousine-is the vehicle in which the VIP rides and should be driven by an agent familiar with the entire geographical area.The agent in charge
28、of the VIPs family members may also occupy the limousine.Follow Car-protects the VIP from any harm and is occupied by security agents.The follow car can also function as the VIPs vehicle if no spare limousine is available.,FORMAL MOTORCADE,Tactical vehicle-generally a van behind the follow car.This
29、provides more firepower and personnel for a high threat detail.The tactical vehicle is to engage any ambush the motorcade encounters so that the limousine can escape.Staff car-will be occupied by various Presidential staff.Press vehicle-will follow the staff car.These vehicles will be occupied by ou
30、r friends from the media.The vehicles will probably be vans or buses.,FORMAL MOTORCADE,Guest vehicle-occupants may be local political activists or campaign contributors.Tail car-marked police unit and officially ends the motorcade.A secret service agent with communication equipment will ride with th
