1、xx南温泉振兴改造项目策划建议书 一、前言受xx市巴南区旅游局邀请,我公司于10月25-26日对xx市巴南区南温泉风景区及其他旅游产业进行了考察,现将考察形成的初步思路提纲清理一下,供xx市及巴南区政府参考。1、 巴南区旅游在xx市的旅游格局与规划中的地位偏低xx市旅游战略规划提出了xx近中远三期的战略目标和产品策划,其中,巴南区仅东温泉受到了重视。就资源而论,可能该总规的判断是有一定基础的,该规划在近期强调的是有较好项目策划的统景与仙女山,强调三峡黄金水道与缙云山-北温泉-钓鱼城,集中在东部与北部;对南部地区仅仅强调了东温泉的未来开发。我们认为,该战略对南部旅游开发的重要性及价值认识不足,x
2、x旅游的总体格局部平衡,南部定位不到位,地位偏低。结合交通、城市建设、xx本地大市场、品牌基础这几方面因素,我们认为,南部的南山-南泉区域,具有超过北部缙云山-北温泉-钓鱼城的开发价值;而由南山、花溪(高球、汽车赛)、南泉、樵口、圣灯山五大景区所构成的南部近郊旅游休闲带(20-40分钟可达的旅游目的地区域)及南部温泉城(巴南),应该成为xx市旅游布局中的南翼结构,xx旅游开发战略布局,好像一只天鹅,市区是身子、三峡黄金水道是动脉与颈子,北部缙云山-北温泉-钓鱼城和南部近郊旅游休闲带是南北的翅膀,向东而飞;并且,南部近郊旅游休闲带应该成为近期xx市旅游开发的重点篇区域重点工程。综合而论,第一,x
3、x市旅游战略规划对南部近郊旅游和南部温泉城重视不足,没有从市场及交通的角度把握南部近郊旅游的价值与开发前景;第二,南部近郊旅游带和南部温泉城应该重新进行区域重点规划;第三,xx市对南温泉的品牌应坚持保护与提升的原则,而不能将之看成过时产品予以抛弃或淘汰;第四,应充分考虑交通优势,于近期加快南部近郊旅游带的开发建设,将其作为巴南经济发展的龙头性和带动性重点项目来安排;第五,把南线开发提升到xx旅游开发与城市建设新的高度上来重视,形成花溪-南泉-鹿角环线城市新区及南部近郊旅游带的十字型xx南线开发新战略,构筑xx市向南发展新战略,建设南岸之南的新兴市区,第六,对巴南区旅游开发的顺序及结构进行调整,
4、近中远三期的战略目标和产品应进行重新策划。2、 提升旅游需高端项目及大规模投资巴南区旅游规划着眼于保护,对资源的利用仅限于平面式的开发;从产品的角度看,基本上是常规性产品,没有进行深度的创意策划;巴南旅游资源达不到国内一流,因此,仅就资源开发的角度进行规划,不可能形成突破。我公司的理念是“资源有限,智慧无穷”,我公司杨乃济教授在旅游策划中有一句名言:“无中生有”,都表达了一个意思,创意策划十分重要。我们强调地脉、文脉、人脉、水脉相结合,注入新的社会文化及体验性游憩内容,形成独特性卖点,产生轰动性新闻效果及持续性吸引力。巴南区旅游正需要这样的高端策划,一种能超出常规,形成超强吸引力,产生出轰动效
5、果的大项目(或称之为高端项目)的综合性策划。高端项目的创意要求:依托和利用本地旅游及其他资源,特别是借助原有资源优势,实施高水平、新创意、大规模包装,从而建设起点高、特色强、体量大,具有原创性、尖端性、持久轰动效应和显著经济效益的旅游大项目;要出大创意、大思路、大点子;要以市场为导向,主题突出,思路明确,具有较强的可操作性。我们必须站在世界的高度、全国的高度来认真考虑与xx、巴南旅游发展密切相关,并具有主导性带动意义的旅游高端项目和大型活动。首先,这个项目及相关活动必须是符合巴南实际状况和发展需求,是xx旅游资源整合的集中体现;其二,这个项目及活动是具有全国影响意义和世界意义,对促进xx整体区
6、域经济发展具有重大作用的主导性表现形式;其三,这个项目及活动必须是符合全球经济一体化的发展趋势,并具有独特性唯一性和前瞻性的具象表现;其四,这个项目及活动必须是具有可持续发展意义和可操作性极强特征,对带动全市旅游产业经济发展具有连续性的效果;其五,这个项目及活动必须是符合市场规律和市场需求,是各利益主体和人民大众积极支持的项目及活动。高端项目必然要求大投入。3、城市建设需要突破口巴南区由原巴县调整行政规划而形成,因此,具有较大的近郊区色彩,农业占地较大,城市集中区规模较小。我们认为,由于南岸区城市规模的快速扩张,道路交通的改善,巴南区已经到了加速城市化发展的关键时刻;用什么方式、在哪里启动这一
7、战略性发展,对未来影响很大。我们提出环南岸城镇带,或花溪-南泉-鹿角环线城市新区的规划思路,可以把旅游、休闲、度假与城镇社区、住宿社区、商贸社区、会展社区、体育社区、工业社区全面结合起来,即:以大旅游理念为核心,将花溪、南泉、鹿角三镇联结起来,形成成片城市化开发,从而实现环南岸城镇带,打造花溪-南泉-鹿角环线城市新区,实现巴南城市化建设的突破,形成新的巴南北部城市化发展战略(或称向北发展战略)。4、 环南岸城镇带具体方案设想之一第一、 以南泉品牌为依托,通过南泉镇非旅游机构的搬迁,将原南温泉风景区重新打造,建成南泉国际旅游度假区及世界竹藤艺术博览会区;第二、 由新建设、搬迁的南泉镇为契机,打造
8、一个旅游新城镇,集中形成旅游商贸功能和竹藤艺术产品批发市场;同时开发休闲产业,建设发展住宿区,形成住在南泉的新时尚理念,并通过高速公路,使南泉与市中心时间距离最小化,从而成为城市核心区的一部分,但又是最有旅游休闲环境的花园城市;第三、鹿角与新南泉连片开发,形成沿高速公路的城市带,核心功能是商贸、休闲与住宿;第四、花溪形成三大功能区域,一是以汽摩为主的工业区,二是以运动康体为主的运动康体休闲区,三是一花溪镇为中心的商贸住宿区;第五、重新规划环南岸城镇带的交通系统,切断南温泉景区内道路的公共通行,新建一条连接花溪与新南泉镇的道路,形成新的环线交通;第六、在南温泉国际旅游度假区举办国际竹藤艺术博览会
9、,因为中国是世界竹藤艺术协会所在国,江泽慧为协会会长;这也是总部在中国的唯一一个国际组织,但至今未举办过这一活动,并没有建成国际竹藤艺术博览园,xx完全具备竹艺发展的条件,并可以因此建成全国竹艺藤艺产品的批发中心。5、南部近郊旅游带与xx南线旅游开发十字型新战略巴南处于xx近郊,结合以上分析,南部旅游发展战略因此需要进行调整,我们可以将其称为xx南线旅游开发十字型新战略,即:南山、南泉、圣灯山、樵口的纵线,与花溪、南泉、鹿角的横线,在南泉形成交叉。6、南温泉风景区策划思路南温泉风景区的资源,破坏相当严重,公路从景区内穿过,把景区应有的宁静、生态、干净、优美完全压住了,各类机构、工厂、住宅,极大
10、的破坏了景区内的环境与景观要素;南温泉的公园、度假村、宾馆、疗养院等旅游产品及基础设施十分陈旧过时,已经无法吸引游客;旅游秩序与服务交差,也无法满足游客的要求;结论:对南温泉进行大手术封路,将大路改为景观游路;搬迁,镇政府、工厂、企事业单位等一切非旅游机构全部动迁至新南泉镇;全面恢复生态环境及自然景观:全面恢复南泉12景;建设南温泉国际会议中心:对南泉公园、小泉宾馆、度假村三家单位进行整合,以此为基础,建南温泉国际会议中心;按国际竹藤艺术博览园重塑南温泉:对搬迁后留下的旧房进行改造,形成一批展览馆厅,为世界各国提供展场;将整个景区打造成为竹藤艺术的世界;包括竹(藤)楼、竹(藤)亭、竹(藤)桥、
11、竹(藤)廊、竹(藤)家具、竹(藤)装饰、竹(藤)画、竹(藤)工艺品等等;加大温泉开发,引进国际最先进的温泉疗养度假理念和手段,建设一流的温泉度假基地;开发模式:南泉镇搬迁重建与南温泉国际度假区开发进行捆绑整体运作,又大投资商成片开发;Editors note: Judson Jones is a meteorologist, journalist and photographer. I watched the balloons p
16、ositioned at different altitudes in the sky to test the winds, knowing that if they would just line up in a vertical straight line we would be go for launch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking a leap of faith - the
17、 feeling of pushing the envelope into uncharted territory.The guy who is going to do this, Felix Baumgartner, must have that same feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the partially filled balloon
18、that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, with skin no thicker than a dry cleaning bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disappointment on the face
19、of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He hung his head low in mission control as he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role in this mission. Sta
20、rting at the ground, conditions have to be very calm - winds less than 2 mph, with no precipitation or humidity and limited cloud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives. It will climb higher
21、than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the cruising altitude of commercial airliners (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowl
22、y drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless Felix will unclip. He will roll back the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete bottom of a swimming pool
23、that he wants to land on, but not too hard. Still, hell be traveling fast, so despite the distance, it will not be like diving into the deep end of a pool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the speed of sound - 690
24、 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the water, he will begin to slow as he approaches the more dense air closer to Earth. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parachute that can be deplo
25、yed to slow him down. His team hopes its not needed. Instead, he plans to deploy his 270-square-foot (25-square-meter) main chute at an altitude of around 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will have a reserve parachute
26、 that will open automatically if he loses consciousness at mach speeds.Even if everything goes as planned, it wont. Baumgartner still will free fall at a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).It might not be the m
27、oon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
