1、论和谐社会构建下的农民政治参与 论和谐社会构建下的农民政治参与 【摘要】 随着经济的发展、社会的进步、民主化进程的加快,我国基层民主政治建设得到深入发展,农村政治生活日趋活跃,农民群众政治参与意识逐步增强,参与的方式和手段逐渐多样化。但由于我国农民自身的因素和客观社会条件的制约,农民政治参与还存在着形式上单一、总体水平较低、不完善的地方和亟待解决的问题较多。导致其现状主要在于经济、社会、农民受教育程度和制度建设等方面。因此,当前扩大我国农民政治参与要努力促进经济发展,为扩大农民有序政治参与奠定物质基础努力发展政治文化,为扩大农民有序政治参与提供优良文化环境努力优化农民政治参与各项主体的理性行为
2、,促进农民有序政治参与的健康发展不断完善制度体系,为扩大农民有序政治参与提供制度保障充分利用现代科学技术的手段,扩大我国农民有序政治参与的渠道。惟有如此,才能切实保证扩大我国农民有序政治参与,有效体现社会主义民主的广泛性和真实性,进一步推动我国农村政治生活的民主化和制度化的发展,促进我国社会主义民主政治的进步,最终实现社会和谐的目标。本文共分三个部分。第一部分写的是农民政治参与的内涵及其对和谐社会构建的重要性。这是本文的理论基础,在这一部分中,笔者对农民政治参与进行了界定,之后论证了在当今提高农民政治参与对我国构建和谐社会的重要性。第二部分主要内容是和谐社会构建下农民政治参与的现状及制约因素分
3、析。在阅读了许多关于我国农民政治参与发展方面的资料之后,笔者对我国在农民政治参与方面所取得的成绩及存在的问题进行了描述,之后对之所以存在这些问题的原因进行了分析。第三部分的主要内容是和谐社会构建下提高农民政治参与的对策。此部分是在第二部分对我国农民政治参与的现状及其制约因素详尽分析的基础之上针对性的提出了从大力发展农村经济、加强对农民的公民意识教育、培育农民的政治参与能力、完善农民政治参与的制度化建设、依法打击影响农民政治参与的不法势力等五方面着手来提高农民的政治参与。 【Abstract】 With the development of the economy , advancement o
