1、工程合同中有关质量保证体系的条款中英文对照全套承包商应建立质量保证体系,以证实符合合同要求.该体系应符合合同的详细规定.雇主有权对体系的任何方面进行审查.TheContractorshallinstituteaqualityassurancesystemtodemonstratecompliancewiththerequirementsoftheContract.ThesystemshallbeinaccordancewiththedetailsstatedintheContract.TheEmployershallbeentitledtoauditanyaspectofthesystem.承
2、包商应在每一设计和实施阶段开始前,向雇主提交所有程序和如何贯彻要求的文件的细节,供其参考.向雇主发送任何技术性文件时,文件本身应有经承包商本人事先批准的明显证据.DetailsofallproceduresandcompliancedocumentsshallbesubmittedtotheEmployerforinformationbeforeeachdesignandexecutionstageiscommenced.WhenanydocumentofatechnicalnatureisissuedtotheEmployer,evidenceofthepriorapprovalbytheC
3、ontractorhimselfshallbeapparentonthedocumentitself.遵守质量保证体系,不应解除合同规定的承包商的任何任务、义务和职责.CompliancewiththequalityassurancesystemshallnotrelievetheContractorofanyofhisduties,obligationsorresponsibilitiesundertheContract.质量保证措施MeasurementsforQualityGuarantee发包人的质量管理QualityManagementbyEmployer发包人应按照法律规定及合同约
4、定完成与工程质量有关的各项工作。Theemployershouldpursuanttolawsstipulationandcontract1sagreementperformallandeachworksrelatingtheprojectconstruction.承包人的质量管理QualityManagementbyContractor承包人按照第7.1款施工组织设计约定向发包人和监理人提交工程质量保证体系及措施文件，建立完善的质量检查制度，并提交相应的工程质量文件。对于发包人和监理人违反法律规定和合同约定的错误指示,承包人有权拒绝实施。Thecontractorshould,inaccor

7、tionprocedures.承包人应按照法律规定和发包人的要求，对材料、工程设备以及工程的所有部位及其施工工艺进行全过程的质量检查和检验，并作详细记录,编制工程质量报表，报送监理人审查。此外，承包人还应按照法律规定和发包人的要求，进行施工现场取样试验、工程复核测量和设备性能检测，提供试验样品、提交试验报告和测量成果以及其他工作。Thecontractorshould,inpursuanceoflegalprovisionsandtheemployersrequirements,conductqualityinspectionandinspectionthroughouttheprocesso
8、nmaterials,engineeringequipmentandallpartsofconstructiontechnology,makethedetailrecordsthereofandpreparetheengineeringqualitystatementwhichsubmittedtothesupervisorforinspection.Inaddition,thecontractorshouldalsopursuanttothelegalstipulationsandtheemployersrequirementscarryoutthesitesamplingtestzrech
9、eckandre-measurementofengineering,equipmentfunctiontestandsubmitthetestreport,surveyresults,andotherwork.监理人的质量检查和检验Supervisor7SQualityInspectionandTest监理人按照法律规定和发包人授权对工程的所有部位及其施工工艺、材料和工程设备进行检查和检验。承包人应为监理人的检查和检验提供方便，包括监理人到施工现场，或制造、加工地点，或合同约定的其他地方进行察看和查阅施工原始记录。监理人为此进行的检查和检验，不免除或减轻承包人按照合同约定应当承担的责任。The
10、supervisorshould,inaccordancewiththestipulationsoflawandtheauthorityoftheemployer,makeinspectionandcheckonallpartsofprojectandtheirconstructiontechniques,materialsandequipmentthereof.Thecontractorshallprovideconveniencefortheinspectionandcheckofthesupervisor,includingthesupervisorsaccesstotheconstru
11、ctionsitezortheplaceofmanufacturing,processing,orotherplaceswherethecontractisagreedtoobserveandinspecttheoriginalrecordsoftheconstruction.Thecheckandinspectioncarriedoutbythesupervisorshallnotrelieveormitigatetheliabilityofthecontractorinaccordancewiththecontractualagreement.监理人的检查和检验不应影响施工正常进行。监理人
12、的检查和检验影响施工正常进行的，且经检查检验不合格的，影响正常施工的费用由承包人承担，工期不予顺延；经检查检验合格的，由此增加的费用和(或)延误的工期由发包人承担。Inspectionandtestingofthesupervisorshouldnotaffectorhindernormalconstruction.Wherethesupervisorsinspectionandcheckaffectnormalconstruction,andsuchinspectionandcheckprovenon-qualificationofconstruction,thecostduetotheaf
13、fectionbyinspectionandcheckwillbebornbythecontractorandprojectperiodshallnotbeextended;howeveriftheconstructionprovedasqualification,theaddedcostand(or)delayedtimewillbeundertakenbytheemployer.对审查工程施工组织和技术方案，按照保质量、保工期和降低成本的原则，并就承包人有可能采取的变化监理人有权利和义务向委托人提出建议并提供处理意见.Therightandobligationtoreviewthecons

15、ousqualitycheckarecord.Attendtofinishconstructionacceptance,drawupengineeringbalanceofaccounts.施工测量的质量保证措施QualityAssuranceMeasuresforConstructionMeasurement本标段施工测量质量的保证措施：Thequalityassurancemeasuresforconstructionmeasurementwillbeasfollows:施工测量严格按设计图纸及相关技术规范、标准规定的技术要求进行施测，满足规定的精度要求。(1) Theconstructi
16、onmeasurementwillbeconductedinstrictconformitywithdesigndrawingsandrelevanttechnicalspecificationsandstandardssoastomeettherequirementsofaccuracy.健全项目部的施工测量质量保证体系，加强管理，明确职责。(2) Establishingandperfectingthequalityassurancesystemforconstructionmeasurement.Thedutiesandresponsibilitieswillbeclearlyassig
17、ned.为保证工程质量，承包人应按照合同要求建立质量保证体系。监理人有权对承包人的质量保证体系进行审查。Forthepurposeofensuringtheprojectquality,thecontractorshallestablishaqualityassurancesysteminaccordancewiththecontractrequirements,forwhichthesupervisorhastherighttoreview.承包人应在各设计和实施阶段开始前，向监理人提交其具体的质量保证细则和工作程序。Thecontractorshall,priortothecommence
18、mentofeachdesignandimplementationphase,submititsspecificqualityassurancerulesandworkingprocedurestothesupervisor.遵守质量保证体系，不应免除合同约定的承包人的义务和责任。Compliancewiththequalityassurancesystemandshallnotrelievethecontractorofitsobligationsandresponsibilitiesasstipulatedinthecontract.承包人应按合同约定的质量标准规范，确保设计、采购、加工制
19、造、施工、竣工试验等各项工作的质量，建立有效的质量保证体系，并按照国家有关规定，通过质量保修责任书的形式约定保修范围、保修期限和保修责任。Thecontractorshall,asrequiredbythequalitystandardsandspecificationsstipulatedherein,ensurethequalityofallworkssuchasdesign,procurement,processing/manufacturing,construction,completiontestandotherzestablishaneffectivequalityassuranc
20、esystem,andeffectagreementonthescopezdurationandliabilityofwarrantybytheformofqualitywarrantyinaccordancewithStatezsrelevantregulations.除非第二部分另有规定，承包商应按照合同的要求建立一套质量保证体系，以保证符合合同要求。该体系应符合合同中规定的细节。遵守该质量保证体系不应解除承包商的职责、义务和责任。UnlessotherwisestatedinPartIIztheContractorshallinstituteaqualityassurancesystemtodemonstratecompliancewiththerequirementsoftheContract.SuchsystemshallbeinaccordancewiththedetailsstatedintheContract.CompliancewiththequalityassurancesystemshallnotrelievetheContractorofhisduties,obligationsorresponsibilities.
