2、之一,2008年棉花播种面积120万亩。“十五”期间大力推广精准农业技术,实现优质棉生产面积120万亩,随着每年棉花单产及总产的提高,对棉花品种提出了更高的要求,不仅需要高产品种,更需要高品质的品种。优化棉花品种和品质结构,逐步实现棉花布局区域化、生产专业化、质量标准化和经营产业化,推进棉花生产由数量型向质量型转变,满足纺织工业生产需求。近期要以优化品种与品质结构为中心,重点提高棉花单产水平和品质的一致性。本项目通过棉花中长绒棉良种繁育基地建设,提高棉花品种的品质,对促进精准农业技术在棉花生产中的应用,保证棉花产业可持续发展,巩固棉花的支柱产业地位,增强市场竞争能力,提高棉花生产效益,壮大团场
3、经济,致富职工群众具有重要意义。1.6项目建设内容: 1.6.1土建工程:低温低湿库一个;智能温室一座;温室6座;大棚8个。1.6.2 100亩棉花育种田,200亩引种田,500亩展示基地,确保棉花品种纯正,质量上乘,做大、做强棉花产业。二、项目提出的背景及必要性作为我国优质棉的主要生产基地,棉花种植面积已占全兵团种植面积的10%以上,棉花已成为国民经济的支柱产业,农业职工增收的窗口。21是增强棉花市场竞争力的需要品种是提高棉花产量和质量的基础,是农业依靠科技进步的主要载体。加强基础设施建设,健全和完善种子体系,是确保棉花实现高产、优质、高效的重要措施,也是增强棉花市场竞争能力的重要措施,是非
4、常必要的。作为兵团优质棉生产基地,提高棉花质量,增强综合生产能力,是其棉花产业发展的主要方向。22是增加职工收入、提高团场效益的需要优质的棉花品种是保证棉花生产的关键之一,加大原种生产体系建设,保证优质棉种供应,是稳定地提高原棉产量、质量和品级的有效途径,是增加职工收入,提高团场效益的需要。依据国家农业部、兵团农业局及、图木舒克市对农业的投资总体规划,以及某种业发展现状和本地区农业发展的需求而编制。该项目的实施有利于改善目前我区棉花生产品质类型单一、结构不合理,品种多、杂、乱的问题,更为可贵的是改变了棉花产业化的整体效益。目前,兵团及师市瞄准了国内外市场优质棉需求有缺口,积极调整棉花品种、品质
5、结构,大力发展优质中长绒陆地棉,大力推广绒长在33mm以上,具有巨大市场容量和竟争能力的中长绒陆地棉品种,适应国内外市场发展升级的需要。随着科技竞争步伐的加快,拥有技术创新能力就意味着拥有竟争的制高点。目前三师作物种植以引进品种为主,新品种的选育是在团场开展的,三师缺少新品种开发的平台和窗口,对农业生产发展后劲的影响逐渐显现。此项目的实施,有利于提高全师整体农业生产水平,也是兵团现代农业发展的需要。紧紧抓住国家不断提高农业综合生产能力,稳定发展棉花生产,持续增加棉农收入这一重要机遇,以优质化、专业化、多样化市场需求为导向。以提高质量效益为重点,以增加棉农收入为目的,实施优质化种子、规模化种植、
6、规模化栽培、产业化经营,全面提升某种业有限责任公司棉花良种综合生产能力和市场竟争力。遵循区域性布局,规模化种植、标准化生产及主导品种明确、搭配合理、市场认可、棉农欢迎的原则,加强棉花新品种的引进、筛选工作,做好试验、示范工作,选准产量高、品质优、质量稳的后备品种,积极开展品种示范和展示工作,为保持棉花生产的连续性和稳定性提供保证。三、市场分析31某种业按照师农业供种区域布局,负责全师棉种繁育、加工、销售。随着经济的发展,各团场及职工对棉花品质也有了更高的要求。32色泽好、品质优的品种更受欢迎。中长绒品种棉花色泽洁白,长度在33mm以上,衣分41%以上,主体马克隆值级达A级,可满足纺纱的需要。3
7、3纺织工业对棉花质量提出了新要求。纺织品和服装是我国加入世贸组织后具有竞争优势及出口潜力较大的产品,从消费变化趋势看,高品质棉花需求空间日益增大。服装将由中低档向中高档发展,棉纱由中低支向中高档转变,装饰用和产业用纺织品消费潜力增大,消费层次进一步多元化,特别是城市消费更注重舒适化和高档化,这些变化决定了对高等级棉花的需求量将大幅度增加。三师棉花品质处于中上等水平,符合纺织工业对棉花质量提出的新要求。四、项目实施地点及条件41地理位置及地形地貌项目建设地点为。图木舒克市位于某维吾尔自治区喀什地区巴楚县东南部,是连接天山南麓与昆仑北坡的绿色通道。距巴楚县城60公里,阿克苏235公里,喀什328公
8、里,乌鲁木齐市约1200公里。地理坐标介于东经7849-7903,北纬3934-3948。市域所辖范围内主要有兵团的五个团和一个管理处,即44、49、50、51、53团、小海子水管处、监狱管理局、永达水泥厂和电力公司等单位,平均海拔高度约为1096米。42气候条件图木舒克市属大陆性干旱半荒漠气候,其特征是冬季寒冷漫长,夏季炎热干燥,全年云雨稀少,气温日较差和年较差较大。区内年平均日照时数2855小时,日照百分率66%,全年太阳总辐射6.11105焦耳平方厘米,年10有效积温为4000-4300,无霜期平均219-228天,光照资源丰富,十分适合棉花生长。主要气象参数如下:年平均气温12.1 极
9、端最高气温42.7极端最低气温-24.2 最大冻土层深度0.69米年平均降水量42毫米年平均蒸发量2233.7毫米主导风向东北风最大风速28米/秒平均风速1.8米/秒43地质项目区位于塔里木盆地西北边缘叶尔羌河流域的昆仑山山前平原。在地质构造上处于塔里木台地次一级构造单元巴楚突起的高地上。地层主要是第四系的冲洪积层,地层岩性多为细颗粒的砂土、粉土、粘性土。44水文地质项目区属叶尔羌河下游冲积平原,地下水为潜水型,埋深一般在2.55米之间,含水层岩性均为细砂及粉细砂。本区地下水资源主要由水库入渗以及渠系入渗、灌溉入渗补给,径流滞缓,水质较差,矿化度多在35克升,属地下水淡水贫乏区之一。图木舒克市
10、市域内从西向东有2条河穿过,一条为突来买提河,一条为夏可河(也称克列根河)。这两条河从城区南北面穿过,平时用于排碱,到了洪水期作为泄洪,突来买提河最大过水流量为 85立方米秒,夏可河最大过水流量为 200立方米秒。五、项目实施内容及建设项目预算51投资概算依据标准: 工程设计概算编制办法。 有关设备厂家规划报价,同类工程2007年单位造价。 设备运杂费8。5.2 投资概算:预计项目总投资710万元。其中:新建低温低湿库一个1000平方米2000元/平方米200万元。其中:砖混结构库1200平方米 1000元/平方米=120万元;库内设备80万元。新建温室(棚)共计256万元。其中:智能温室一座
11、144万元。智能温室规格:长60米宽20米1200平方米 1200元/平方米=144万元温室6座72万元温室规格:长56米宽12米672平方米180元/平方米6座72万元大棚8座共计40万元大棚规格:长56米宽12米672平方米750元/平方米8座40万元租用100亩育种试验地需投资37万元。每亩租金300元 /年/亩100亩10年=30万元。每亩配套设施灌、机井、线路700元100亩700元/亩=7万元 租用200亩引种试验地需投资67万元。每亩租金300元 /年/亩200亩10年=60万元。每亩配套设施灌、机井、线路700元100亩700元/亩=7万元租用500亩棉花展示田需投资150万元

14、投入使用,可牢固树立优质棉种生产基地的地位,确保棉花生产永续发展。94引种试验地的投入使用,能够广范收纳优质种子资源,在新地域、新环境的适应性,为大田生产栽培作出科学论证。95棉花展示田的投入使用,在本区域内,能够让所有专家、同行鉴定各种棉花品种生育期基本特征、特性,为大田生产品种选优提供依据。 Editors note: Judson Jones is a meteorologist, journalist and photographer. 18、s movie floating to the edge of space.You and I will have the chance to watch a man take a leap into an unimaginable free fall from the edge of space - live.The (lack of) air up there Watch man jump from 96,000 feet Tuesday, I sat at work glued to the live stream of the Red Bull Stratos Mission. I w
19、atched the balloons positioned at different altitudes in the sky to test the winds, knowing that if they would just line up in a vertical straight line we would be go for launch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking
20、a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is going to do this, Felix Baumgartner, must have that same feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the part
21、ially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, with skin no thicker than a dry cleaning bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disapp
22、ointment on the face of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He hung his head low in mission control as he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role
23、 in this mission. Starting at the ground, conditions have to be very calm - winds less than 2 mph, with no precipitation or humidity and limited cloud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives.
24、It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the cruising altitude of commercial airliners (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.T
25、he balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless Felix will unclip. He will roll back the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete botto
26、m of a swimming pool that he wants to land on, but not too hard. Still, hell be traveling fast, so despite the distance, it will not be like diving into the deep end of a pool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the
27、 speed of sound - 690 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the water, he will begin to slow as he approaches the more dense air closer to Earth. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parach
28、ute that can be deployed to slow him down. His team hopes its not needed. Instead, he plans to deploy his 270-square-foot (25-square-meter) main chute at an altitude of around 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will hav
29、e a reserve parachute that will open automatically if he loses consciousness at mach speeds.Even if everything goes as planned, it wont. Baumgartner still will free fall at a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).
30、It might not be the moon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
