36、道几何状态检测仪是以江西日月明实业有限公司研发中心为主体,在南昌大学、铁道部科学技术研究院、中国铁道建筑总公司十一集团第三工程有限公司等有关单位的大力支持和帮助下,自主研发的高新技术项目。该项目的研制成功为打造我国新一代轨道静态测评信息系统的平台提供了手段和方法,解决了轨道静态检测数据源问题,进而可以向数据集成、传输平台建设发展。项目产品可以高精度、高速采样、双弦高效同步检测,超大容量存储与多样化输出,测试数据在线分析,特征信息提取,实现动检对应互补;替代目测、手量,做到实时快速、精确完成轨道检测工作,实现铁路检测数字化管理。项目的研制进程如下:2001年初 开始进行设备的调研究工作,2001
37、年10月 开始进行方案设计及研制工作。2001年12月 完成了方案和结构的初步设计。2002年4月 完成了所有图样的设计工作并投入试制。2002年6月 试制出两台样机并联机调试成功。2002年7月 送秦沈客运专线试用,获得良好效果。2003年3月 通过了由江西省科技厅主持、铁道部组织的新产品及成果鉴定。EGX数字化轻便式轨道几何状态检测仪试制成功并投入运营,标志着日月明公司已向轨检数字化领域迈出了坚实可喜的第一步。在此基础上,日月明公司进行了EGX数字化轻便式轨道几何状态检测仪A型、B型和C型三种系列产品的试生产。考验了机样、形成了产品的生产工艺,完成了产品系列化生产准备,进行了产品的试销工作
38、,一个面向全国的客户网络正在形成;公司制订了产品的相关标准,为该产品的后续规范发展奠定了基础;日月明公司组成了一支从研发、生产、检验到销售的完整的技术队伍;通过认证获中华人民共和国制造计量器具许可证(轨道状态检测设备)。通过上述工作进程,本项目产业化的技术基础已经具备。走向市场,实现产品批量化生产已是势在必行。二、项目概况1、拟建地点南昌市国家高新技术产业开发区2、建设规模与目标本项目新增建筑面积8010平方米,用于新建综合生产厂房1800m2(含新增仓库面积400 m2),数字化中心大楼4746m2,新建后勤服务中心楼建筑面积1404 m2,兴建厂门卫24 m2,配电室36m2。购置生产设备
39、88台套,修建厂区道路围墙,完善供配电、给排水及消防设施。项目建设期为2年,自2004年6月至2006年5月。2006年6月竣工验收。项目建成 达产后年产销EGX1121B型和EGX1511型数字化轻便式轨道几何状态检测仪1000台。3、主要建设条件本项目工程拟建在南昌国家高新技术开发区内。现已购买土地72.9亩,其位置在南昌国家高新技术开发区东部,宗地编号为B22。该地四周由四条马路围合,北为高新区的发展路和江光科技园毗邻,东靠高新四路,南接创业路,西邻南昌大学科技园。征用的场地已由高新开发区进行了平整,地势平坦,现状规整,非常适合作科技工业小区建设用地。4、项目投入资金及效益情况本项目融资

41、盈亏平衡点%55.89项目建设期月24第二章 项目建设的依据和必要性一、项目建设的依据1、江西省发展和改革委员会 赣发改工字2004285号文关于报送数字化轻便式轨道几何状态检测仪产业化项目项目建议书的请示:“为了适应我国铁路提速以及城市轨道交通发展的需要,该公司拟在南昌高新技术开发区内实施数字化轻便轨道几何状态检测仪产业化项目。我委认为该项目符合今年国债专项重点支持的条件”;、EGX型轨道几何状态检测小车科技成果鉴定检测报告:“该公司具有多年研制、生产测控产品的经历,并有国家制造计量器具许可证,生产条件优良,检测条件齐备,符合计量标准,公司人员配备合理,研发能力强,具有完善的销售、服务体系,
42、具备研制、生产、销售该设备的能力。”;3、江西省科技厅鉴字2003第16号EGX轻便式轨道几何状态检测小车鉴定意见:“该项目为铁路轨道提供了新的几何状态静态检测手段,可弥补大型轨检车检测周期较长,数量较少,难以配合大修、维修、整道作业、验收作业质量的不足。符合国情,属国内首创。其主要性能和整机的性价比,均处于国际同类产品的先进水平。”。二、项目建设的必要性1、数字化铁路建设的需要铁路的数字化是一种全球化的发展趋势,轨道状态的数字化则是整个铁路数字化的一个重要方面。本项目的建设旨在为铁路工务部门提供各种类型数字化检测装备,解决我国在该领域长期以来靠简单工具和手工进行检查而无法与铁路的高速化、数字
43、化发展趋势相适应的状态。2、适应铁路高速化现实需求自1997年以来全国进行了四次大面积的提速,形成了“四纵两横”的提速网络,提速延伸里程达13000公里,特快列车最高速度从120KM/H至广深线客车最高速度达200KM/H,而秦沈客运专线试验列车更是创造了321.5KM/H的新记录。2004年到2005年全国还将进行2次大规模的提速,未来将形成城市间的200KM/H快速客运线路,火车提速势在必行,轨道检测技术必须提高。随着列车速度的提高,轨道不平顺对高速行车安全性和平稳性的影响显得尤为突出,为了保证准高速列车运行的安全与平稳,必须严格控制轨道不平顺对轨道线路的影响。因而,对轨道的不平顺要求就越
44、来越高,EGX型轨道几何状态检测小车项目的研制和产业化为构建我国新一代轨道静态测评信息系统提供了手段和方法,解决了轨道静态检测数据源问题,进而可以向数据集成、传输平台建设发展。项目产品可以高精度、高速采样、双弦高效同步检测,超大容量存储与多样化输出,测试数据在线分析,特征信息提取,实现与动检对应互补;替代目测、手量,做到实时快速、精确完成轨道检测工作,实现铁路检测数字化管理。本项目建设的重要意义在于填补了我国“数字铁路”建设轨道检测发展方向中的空白,项目的建设可满足我国铁路高速化的全面实现 ;率先建立我国铁路工务安全数字化轨道静态检测评价系统;取代进口,打破国外发达国家的技术封锁;与时俱进,有
45、益于加快我国铁路高速化和工业现代化的进程。3、 取代进口,打破技术封锁的需要我国目前对轨道几何状态检测仪器(小车)设备需求是通过进口的途径来解决的。如中国铁道建筑总公司秦沈客运专线建设指挥部在铺轨后,曾使用从日本引进金子(KANEKO)公司的简易轨道检查小车对轨道的几何尺寸进行静态检查,为保证秦沈客运专线第一次综合试验的顺利进行提高了保障。但是,在国内要大量引进静态轨道检测设备普及应用到各工务部门,还是困难的。原因有二:一是从国外引进这种设备,每台约需812万美元价格昂贵;二在维修保养方面也存在一系列问题。为满足我国发展快速、准高速、高速铁路的需要,开发一种适合于国内的工务工程部门使用,精度高
46、、测试项目齐全、应用数字化技术的轻便轨道状态检测设备,与大型轨检车相互补充,构建成我国目有自主知识产权的新一代轨道检测系统,进行推广,是非常必要而且是可能的。4、项目的建设将产生显著的经济效益和社会综合效益我国现在铁路总长超过100000KM,“十五”期间还将建成6000KM。既有复线3000KM,全国铁路运营里程居世界第三,亚洲第一。近年来国家不断加大铁路建设的投入,仅“九五”期间,就累计完成铁路全行业基本建设投资2780亿元比前五年增加近1000亿元,增长55。“十五”期间,国家又加大了铁路基本建设的投入,特别是西部铁路建设,将达到3500亿元。因而,本项目作为铁路线路正常运行保证体系的重
47、要一环,充满了无限的商机。如就该项目的一种主导产品之一的轨检小车而言,项目若在国内全面推广,按每一个养路工区、领工区均配置1台套,市场容量将超过2万台套。产品使用寿命5年,市场饱和后,每年须更换4000台套以上。因而项目的建成将产生巨大的经济效益和社会效益。 第三章 项目承办单位的基本情况一、项目承担单位基本情况江西日月明实业有限(集团)公司成立于1994年,公司注册资金2800万元,是以开发研制高科技产品为主业的新型民营企业。公司以从事新型起重产品为主业,自行研制的EBG自行式架桥机荣获2000年度国家科技进步二等奖、1998年度江西省科技进步一等奖、江西省专利金奖。现已形成了集产品研发、制造、销售、安装、服务为一体的综合研发生产体系。江西日月明实业有限公司于1996年获江西省高新技术企业认定证书,2003年3月获制造计量器具许可证。多年来,公司在科技开发方面承担过众多省级重点科研攻关课题和国家火炬计划课题的研制,取得了十分显著的成效,不少项目填补了国内或省内的空白,申报专利20余项、已获批16项。日月明公司的研发成果涉猎工业制造和工程施工等诸多领域的数字测量、自动控制和信息集成,十余年的以高科技指路的办厂经历,使日月明公司在光机电和无损检测等测控技术领域里积
