37、度安排及时进场,特殊材料已做好申请、计划,材料进场后立即通知监理进行现场取样验收并送南充市质量监督站进行复检。所有材料由我单位专业人员收集相关的有效合格证、质量证明书。2、技术准备技术准备是施工准备的核心,任何技术的差错或隐患都可能引起人身安全和质量事故,造成人、财、物的损失,现场将积极做好施工技术交底工作。2.1进一步勘察现场,调查地下水文地质、地貌情况。2.2认真组织施工技术人员熟悉施工图,参加图纸会审,弄清设计意图,消除设计误差。2.3认真做好原材料、半成品的复试检验和砼、砂浆的配合比的试配工作。2.4对业主提供的规划红线及水准原点进行校核,认真复核每幢拟建房屋基线是否正确,并引测做好标

38、记进行保护备用。2.5研究制定各种技术计划:砼、砂浆试块制作计划;新材料、新技术、新工艺、新设备的使用计划等。2.6在工程开工前,技术负责人应组织参加施工的人员进行技术交底,应结合具体工程内容、施工现场、关键工序和施工难点的质量要求、操作要点及注意事项,验收标准等进行交底。技术交底采取“双层三级制”,交底后施工人员认真反复学习,贯彻执行。2.7成立QC小组,研究攻克质量通病课题:现浇板裂缝,水泥楼地面空鼓、起砂,外墙防空鼓渗透水和外墙渗漏,管道防堵,屋面防渗漏等 3、组织准备按确定的组织机构迅速组织人员,在开工前全部管理人员提前到位,进行身体检查,安全教育培训,办理入场证。施工作业人员根据施工

39、进度要求提前做好人员计划,提前到场进行体检、安全培训及办理入场证。4、物料、机具及周转材料的准备物料已安排定货和加工,施工机械在开工前全部进场并报检,保证机械设备有良好的运转状态。根据现场施工需求配备数量充足的木模、钢模、钢管、脚手架等周转材料。(详附表1)5、施工用水、用电准备5.1施工用电准备由甲方提供的北侧变电房引入施工临时用电,我司在场地合理地点设一个二级配电箱,再根据现场施工需求进行三级配电箱安装。 5.2施工用水准备 主水管由甲方铺设至施工现场,我司根据现场施工需求设置1个蓄水池保障工程施工用水。(二)、 各种资源需用计划 1劳动力计划我司将根据项目进度控制节点要求,提前做好劳动力

40、计划(详附表2),及时调整施工作业人员,保证保质保量保工期的完成施工计划。(三)施工总平面布置图施工总平面布置图详附3。四、项目组织机构1、施工组织管理模式继续推行国家建设部颁发的建设工程项目法施工,实行项目目标责任管理,组成高效、精干的项目管理班子,按照工程项目内在规律,严密组织技术、质检、劳务、材料、设备、安全、综合等生产要素部门,对工程施工进行全员、全面、全过程的系统综合管理。现场由项目经理组成项目经理部负责具体施工管理,实行项目经理责任制,对质量、工期、安全、成本、合同管理及文明施工全面负责。做到有计划的组织施工,确保工程质量、工期、HSE等方面达到目标要求。由工程项目经理、副经理、项

41、目技术负责人及各专业技术人员组成项目管理部,中途不更换。对工期、质量、HSE施工目标层层分解、层层落实、层层监督,做到从项目经理到施工班组都具有各自的短期、长期目标。短期目标作为工程成绩的评判标准,长期目标作为奋斗动力的源泉。充分赋予项目经理自主权利,树立项目经理权威,在直线型组织机构中,下级必须服从上级。项目经理部应高效有力,既能合理协调施工过程中劳动力、资金、材料之间的关系,又能处理好同建设单位、监理间的关系,以最经济的方式达到目标。项目经理部成员应根据各自特点,分配角色任务,既要保持项目经理部和谐、大家庭式的气氛,又要使每个成员具有紧迫感、责任感,充分调动他们的积极性。制定统一的规章制度

44、并组织实施装饰施工管理人员、施工日常工作的落实,组织各分项工程的施工、验收工作等,及时解决施工中出现的各种问题。(3)技术负责人管理职责:1)直接领导技术部、设计协调及深化部、质量保证部,负责项目部的深化设计、技术和质量管理工作。 2)审核各分包商的施工组织设计与施工方案,并协调各分包商之间的技术问题。3)与设计、监理保持经常沟通,保证设计、监理的要求与指令在各分包商中贯彻实施。 4)组织对本项目的关键技术难题进行科技攻关,进行新工艺、新技术的研究,确保本项目顺利进行。 5)及时组织技术人员解决工程施工中出现的技术问题。 6)直接领导各级技术人员,施工员和有关职能部门人员的技术工作,承担项目的

46、工日期和施工进度网络图,详附表4。(二)进度控制及保证措施1 、进度管理与控制职责分工进度管理与控制实行分级管理。公司总部负责制订和完善管理制度,并对公司直管项目和项目部、承包部进行管理、监督;项目部(承包部)负责所管项目和地区承包部的管理,汇总上报管理情况,协助公司总部对业主投诉进行处理。1.1 公司总部各部门的职责1.1.1 工程部职责制订和完善进度管理和控制实施细则;审核、指导直管项目施工总进度计划和单位工程进度计划编制,在项目内部承包合同(项目管理目标责任书)中明确进度管理目标与奖罚,实施进度计划编制处罚;监督检查直管项目进度动态管理,审核月度进度计划完成总结,必要时提出整改意见;对直
