28、一、总则1.编制说明为加强和规范施工安全管理，密松水电站左岸油库工程安全目标，根据国家、行业、集团公司、建设管理单位的有关规定，特制定本体系文件。参加施工的各级领导和全体干部职工必须坚持“安全第一，预防为主，综合治理”的方针，认真贯彻国家安全生产法、建筑法、建设工程安全生产管理条例和中国有色金属工业十四冶金建设有限责任公司工程安全管理办法等有关政策、法规、规定，当施工生产与行车、人身安全发生矛盾时，要首先保证安全。施工工区为“操作实施层”，并要对各自的管理行为和操作行为承担安全责任。施工工区要认真贯彻质量、环境、职业健康安全“六位一体”管理体系，按照职责分工，做好预测、预防、预控，实行全人员、
29、全方位、全过程的安全管理。施工工区安全生产工作，要充分调动广大参建人员的积极性和创造性。做到各级组织齐抓共管，各职能部门通力协作，分口把关。当本体系文件与其他有关文件（包括上级各单位）所制定标准不一致时，以标准高或严格的规定为准。2.编制依据安全生产法、建筑法、建设工程安全生产管理条例、等有关政策、法规、条例、规定等。3.适用范围本体系文件适用于密松水电站左岸油库工程施工安全管理全过程。二、安全管理方针和目标1.安全管理方针安全第一，预防为主，综合治理。2.安全管理目标（1） 年无责任一般及以上人员伤亡事故（人员重伤、死亡为0）；（2） 年轻伤率控制在3以下；（3） 无责任重大火灾、交通、机械
