38、检测能力达到国际上同类实验室相当水平;同时通过实验室认证、认可,积极争取国际有关机构的认可,并实现多边、双边的互认。项目建设达到国内一流,接轨国际。建设任务:(1)承担国家和市政府农产品质量安全监督检测任务;(2)承担农产品检验检测技术的研发和标准的制、修订,加强国际合作交流;(3)承担农产品质量安全认证检验、仲裁检验、一般委托检验、鉴定和评价; (4)承担有关农产品质量安全方面的技术咨询和技术服务;(5)接受政府和有关部门下达的农产品安全性评价检测任务。1.6 建设内容按照“一次规划、二期实施;整合建设、资源共享”的原则,先启动建设市农产品质量安全检测中心(一期),适当时候再启动二期项目。市

39、农产品质量安全检测中心的一期项目,需要先行用地约15.75亩,其余12.45亩将继续作为市农产品质量安全检测中心的二期项目用地。本可行性研究报告所涉及的内容均为一期项目。规划总建筑面积12188m2,主要投资建设内容为:实验、办公、配套用房及相应的配套设施,新增实验仪器设备及配套设施。“检测中心”项目建设总体分两步走。第一步整合种植业、畜牧业、乳业等行业的三家质检机构,按以上内容进行建设。第二步通过机构改革和后续项目对水产、食用菌、饲料、转基因及花卉等五家质检机构进行整合。1.7 投资估算本工程总投资 9997.5万元,资金来源为:国家投资900万元、市建设财力建设资金6598.26万元,市财

40、政专项资金2499.24万元。1.8 运行费用项目建成投产后年运行费用为885万元。1.9效益分析本项目是社会公益性和非赢利性项目,项目建成运行后直接收入较少,产生的效益主要是社会和生态效益,前者主要为:促进我国和本市现代农业检测事业的发展,提升国内和本市农产品检验检测水平;加大与国际接轨的力度,完善和健全我国农产品质量安全的法律法规体系;及时准确地为政府决策提供客观依据,提高政府驾驭市场经济的能力。后者主要为:有利于优化环境与生态、完善并提升上海国际性大都市的形象和地位,从而达到吸引外资、改善投资环境的目的。并对提高上海市农产品出口创汇、促进国民经济、环境与社会的综合可持续发展起到推动作用。

43、还有较大差距,因此提高农产品质量安全水平的要求越来越迫切。在此背景下,上海市在农业“十一五”规划中明确提出了农产品质量安全实施要求和目标。于2008年11月13日召开的市委扩大会议更是将加快本市农产品质量安全建设作为上海市扩大内需的八项举措之一。2009年受到市委市政府高度关注的重大工程项目上海市农产品质量安全检测中心,建设的目的就是在整合本市农产品质量安全检测资源力量的基础上, 新建一个综合性的覆盖农产品从生产、加工到市场流通全过程的检测机构。目前,发达国家在农产品质量安全卫生控制方面呈现两个明显的趋势:一是安全卫生指标限量值的逐步降低,并出现超痕量指标;二是检测技术日益趋向于高技术化、系列

44、化、速测化、便携化。美国、日本、新加坡、韩国、澳大利亚、新西兰等国不但形成了比较完整的农产品质量安全检测和监控体系以及预警系统,而且在检测技术方面,美国、欧盟和日本掌握了最先进、完整的检测技术体系。安全控制技术方面实行了过程控制、动物疾病的控制、食品中农兽药物残留的控制、环境和污染物的控制、致病微生物的控制、第三国食品准入的管理和管制。虽然随着国家和上海市政府对农产品质量安全监控力度的逐步加大,国内和本市农产品质量安全检验和检测手段及能力正逐年提高,但与发达国家相比还存在较大差距,具体表现为:法律法规体系不够健全;微生物和化学污染的情况较严重;农产品质量安全卫生标准滞后;疫情防治和监控及农、兽

45、药残留监控体系不完全;检测设备差,检测灵敏度低;HACCP和GMP的推广使用幅度与发达国家比较还存在较大差距。为此,加快提高本市的农产品质量安全监控水平已迫在眉睫。2.2 项目建设的必要性2.2.1落实农业科学发展观,建设高效生态农业,构筑和谐社会的需要农产品质量安全检验检测,是依照国家法律法规和有关标准,对农产品(包括产地环境和农业投入品,下同)质量安全进行的检验检测。在农产品质量安全评价、农业行政执法、农村市场监管和农产品贸易等方面担负着重要的技术支撑职责。对农业结构调整、农产品质量升级,农产品消费安全、提升农产品市场竞争力起着重要的技术保障作用。 在经济社会全面开放、建设小康社会进程加快

46、的新形势下,农产品质量安全检验检测工作是实践“三个代表”重要思想,“执政为民”的具体体现。民以食为天,安全的农产品是人民群众生活的第一需要。这也是树立和落实科学发展观,建设和谐社会的客观要求。农业是自然生产和经济活动相互交织的产业。加强农产品质量安全检验检测,涉及农业生产的产前、产中、产后的全过程,它可以为农业污染治理提供技术参数,为农业生态环境保护,农业可持续发展提供技术保障。2.2.2积极应对经济全球化,提升上海国际化大都市整体形象的需要随着国民经济的持续高速发展以及人民生活水平的提高,消费者对农产品质量的要求越来越高,农产品质量安全已成为社会广泛关注的焦点和热点。同时随着经济全球化和国际

47、农产品贸易的增加,农产品安全已成为全球性的重大战略性问题,各国都制定了严格的食品安全技术法规和标准,对进口食品的质量安全提出了越来越高的要求。上海位于我国东部沿海地区,经济发达,是我国重要的经济、贸易、金融中心和航运中心,在我国总体经济格局中占有重要地位,也是我国重要的农产品加工和贸易地区。本项目的建设是适应国际发展形势,增强中国农产品竞争力的重要保证,是发展我国和本市现代农业检测事业,提升国内和本市农产品检验检测水平,加快与国际接轨的需要,是维护上海良好投资环境、提升上海综合实力的需要。此外,上海每年都要举办众多规模大、层次高的国际会议,本项目的建设可以更好的服务于上海发展的大局,提升上海国

48、际化大都市整体形象。2.2.3加强本市农产品质量安全监测,保障农产品质量安全、保护人民身体健康的迫切需要上海是一个拥有1800多万常住人口、600多万流动人口的特大型城市。随着经济迅速发展和人民生活水平的不断提高,对优质、安全、卫生的食用农产品的需求量日趋增加。而由于城市发展、环境保护、土地承载条件的限制,上海自身已远远无法满足农产品的自给自足,因此外来农产品在本市的供给比例逐年提高,外来农产品主导本市供应态势业已形成。伴随着农产品市场竞争的日益加剧,农产品质量安全问题也日益突出。 “瘦肉精猪肉”、“毒大米” 、“三鹿奶粉”、“高农残蔬菜”等农产品安全事件的披露,使得食用农产品的安全已越来越引起社会的广泛关注,并成为政府、老百姓关注的焦点。为了保障本市广大人民身体的健康、加强食用农产品的卫生安全监测势在必行。本项目的建设,将有利于加强对农产品生产和流通情况的监督抽查,有利于提高农产品的检验检测能力,大大减少和缓解大规模、突发性食品安全事故的发生和危害,有利于本市“安全绿色食品”工程的建设,对1800多万上海
