14、设在矿调度室。总 指 挥：冯启平副总指挥：谭思国 陈方远 许宁 杨光玉 王东 吴利达 成 员：何清明 许美林 梁钊 杨兴勇 安克友 张明花 李刚 蒲永木 余仕洪2、指挥部设救援组和后勤组救援组负责人：冯启平救援组的职责：（1） 具体制定并实施防止事故扩大的安全防范措施；（2）查明事故的影响范围等基本情况，制定救援方案，报指挥部审定实施；（3） 统一指挥施救队伍，组织指挥现场抢险救灾；（4） 承办指挥部交办的其他工作。后勤组负责人：杨兴勇后勤组职责：（1） 负责组织医疗队伍抢救受伤人员；（2） 负责救援人员所用物资、器材的调配；（3）负责施救人员生活安排；（4）承办指挥部交办的其它工作。井下设现
15、场雷雨季节应急救援指挥部，负责井下现场救援。现场雷雨季节应急救指挥部负责人由总指挥指定，按指挥部要求负责指挥协调现场救援工作。现场应急救援指挥部设专人记录救灾全过程。3、有关人员及单位的职责（1）矿长：是处理雷雨季节事故的总指挥，在矿总工程师、救护队长协助下，制定营救遇险人员和处理事故的具体措施。（2）副矿长：是矿长处理灾害事故的主要助手，负责准备救灾所必需的物资及总指挥分配的其它任务。（3）矿总工程师：是矿长处理事故的主要助手，协助矿长制定具体措施并根据矿长命令，负责指挥救灾工作。（4）救护队：负责灾区侦查及遇险人员救援和事故处理。（5）办公室：负责对抢救工作的各项措施的监督落实和对入井人员
16、控制监督。（6）调度室：负责调度抢险救灾工作，包括及时向救护队下达命令，向指挥部及公司领导报告灾情，并通知矿各有关单位组织抢险救灾，保障现场通讯畅通，必要时向医疗、救护等上级有关部门联系救援，并负责事故记录。负责保障车辆使用及后勤服务。（7）技术人员：负责提供相关的技术图纸、资料，并参与抢救方案的制定。（8）供应科：负责抢险救灾所用的器材和物资的组织准备工作。（9）各单位：负责完成指挥部指定的救灾任务。二、应急预案的启动当收到井下事故汇报后，调度值班人员立即向总指挥汇报，请求指示。接总指挥启动应急预案命令后，按后附电话通知表迅速通知指挥部成员及相关单位。指挥部成员在接到通知后必须立即赶到指挥部
17、。三、处理事故的组织程序1、各井口发生重大水害或雷击事故时，现场人员应当立即打电话（08396716306）向调度室汇报事故发生地点、现场状况及遇险人员情况。2、矿调度室值班人员接到事故报告时，要问清事故发生的地点、时间、范围及人员伤害情况等，并立即通知受水害威胁地区人员按避灾路线撤离。3、矿调度值班人员首先召请救护队，同时报告矿长、总工程师、副矿长、公司领导，通知指挥部成员到指挥部集合，按总指挥的命令启动矿井水灾应急救援预案，迅速进行救灾工作。4、救护队接到救灾命令后按应急预案要求做好救灾准备。5、各部门和有关队负责人要服从救灾指挥部统一指挥，组织抢险人员积极参加救灾工作。6、现场人员在撤离
18、时，应启动日常排水设备。当日常排水设备不能满足排水要求或被淹不能工作时，指挥部应迅速组织人员启动本区应急设备。根据情况，若有必要，应迅速就近从邻区或地面调用其它应急设备到位投入救灾。7、救援组根据现场报告制定救援方案，抢救被困人员。同时按其职责制定和实施疏水或排水安全措施，对事故造成的后患进行积极排查处理。8、后勤组及时到位并按其职责做好相应的准备及抢救工作。9、当水害不能有效控制，需要外援时，指挥部应迅速救护队、广元市有关救灾部门联系救援。四、水害或雷击事故的辨识及现场应急我矿井田面积约4.8524km2，走向长度为6670m，倾斜宽度730m，跨越广元市利州区和剑阁县上寺乡，矿区范围内小煤

20、的立柱，发生上述情况时，现场负责人应立即报告（电话：#8）矿调度室值班人员，并有组织地撤出所有受水威胁地点的人员。雷击事故发生时，可能会导致井下停电，通讯系统、监测监控系统瘫痪，人员一般不会受伤害。一旦发生雷击事故，必须于10分钟内撤出井下施工人员。五、应急设备和设施1、各作业点后路的低洼处，必须有两台同等能力的水泵，一台水泵的排水能力必须在20小时内排完该工作面的正常涌水量，两台水泵必须能够同时运行。2、技术人员必须按煤矿安全规程第十二条规定，及时填绘下列图纸：（1）矿井地质和水文地质图（2）井上、下对照图（3）巷道布置图（4）采掘工程平面图（5）通风系统图（6）井下运输系统图（7）安全监测
21、装备布置图（8）排水、防尘、防火、压风等管路系统图（9）井下通讯系统图（10）井上、下配电系统图（11）井下避灾路线图六、水灾危害程度确定水灾发生后，根据总指挥命令启动水灾应急救援预案，指挥部根据现场水情汇报，初步确定水灾危害程度，并立即派人对水情进行侦察和监测，最终确定水灾危害程度。七、灾后恢复1、水灾处理过程中，未经指挥部总指挥授权，任何人不得擅自进入受水威胁区域内。2、水灾处理完毕，由指挥部总指挥宣布应急取消，恢复正常秩序。3、灾后由指挥部确定相关人员或单位对受灾区域进行检测和监测，并进行调查和记录。八、应急培训、演练及预案的维护1、各相关单位根据应急预案制定措施，并贯彻给每位职工。2、
