38、章制度;建设单位对本次投标的有关规定;遵照“安全、质量、工期、成本、环境保护和技术创新”六位一体的管理要求;f、我方拥有的科技成果、工法成果及多年来在铁路工程中积累的丰富施工经验、管理水平,包括人员、机械设备、生态环保等技术能力。1.2工程概况本工程实施的范围为广铁集团京广线、广深线10站站场的无线调车机车信号和监控及驼峰无线机车遥控系统,共有18台调车机车安装调车机车信号和监控系统。主要工程内容为:安装机车监控车载设备18台;安装机车监控地面设备10站,电台天线10处;各站站场安装应答器共计197个等。1.3施工总体组织规划1.3.1工程特点分析既有线路改造施工,安全生产责任重大,在运营中的
39、设备进行施工,施工中确保行车、人身、设备的安全以及最大限度地减少对设备运营的干扰,是整个工程的重中之重和一切工作的出发点。1.3.2施工总体规划根据工程特点,加强技术、物资机械和安全质量的管理,统筹安排施工力量,满足施工现场需求。加强本单位、监理单位和其他单位之间的协调配合,建立健全各项责任制度和检查制度,使施工始终处于有组织、有计划、有步骤的科学可控状态之下。协调联系施工准备手续施工定、复测技术准备物资准备室外试验室外施工机柜定位施工验收开通应答器安装施工通道施工机车设备安装施工室内调查室内布线室内设备安装室内外设备联调室内配合试验图1-1施工工序总体流程图施工重点1.3.3施工阶段划分我公
40、司详细了解京广线、广深线10站无线调车机车信号和监控及驼峰无线机车遥控系统建设工程的实际情况后,将本工程划分如下四个施工阶段:第一施工阶段:施工准备阶段。安排专业的技术人员进场,全方位熟悉图纸,了解施工现场,积极准备图纸会审,尤其是地下线缆位置、深度,行车密度、天窗点时间安排及施工要求,运营管理单位的配合范围及安全管理要求等;与工务、供电、电务、公安等站段管理单位签订施工安全协议;办理既有线施工许可证。组织主要机械设备进场及主要施工材料分批进场;第二施工阶段:室内外设备的安装施工。根据施工技术工艺标准对室外车载设备、地面设备及室内设备安装第三施工阶段:室内外设备单项调试、联调联试。对室外设备室
41、内设备分别进行单项调试,单项调试完好后进行室内外联调联试。第四施工阶段:收尾及验收。进行工程收尾工作及验收、移交,资料整理、归档。1.3.4施工准备(一)技术准备工作中标后立即着手办理既有线施工许可证及各项施工准备工作,包括与站段签订安全协议、配合协议,参与设计交底、组织现场详细调查并编制更详实的实施性施工组织设计,进行员工上岗前作业培训、安全培训,做好工程开工前的各项工程资料,申报月度施工计划等。由技术部门协助项目组有关人员认真学习图纸,并进行自审、会审工作,以便正确无误地施工。通过学习,熟悉图纸内容,了解设计要求施工达到的技术标准,明确工艺流程。进行自审,组织各种工种的施工管理人员对本工种
42、的有关图纸进行审查,掌握和了解图纸中的细节。组织图纸会审,由设计方进行交底,理解设计意图及施工质量标准,准确掌握设计图纸中的细节。根据设计图纸及现场实际情况,由技术部门认真编制本工程的施工组织设计(或方案),作为工程施工生产的指导性文件。由预算部门根据施工图、预算定额、施工组织设计、施工定额等文件,编制施工图预算和施工预算,以便为施工作业计划的编制、施工任务单和限额领料单的签发提供依据。与站段签订安全协议、配合协议,申报施工计划。进行员工安全教育和培训、上岗前技能培训。(二)施工队伍准备工作根据该工程的特点、施工组织设计(或方案)及施工进度控制计划的要求,在工程开工前我公司将针对本工程数量及工
43、程施工难易程度,确定各施工阶段的劳动力需用量计划,合理、及时地组织各工种施工作业人员进场,并做好进场人员的培训工作,包括对工人进行必要的技术、安全、思想和法制教育,教育工人树立“质量第一,安全第一”的正确思想;教育工人注意在施工期间执行项目部制定的针对性措施,尽量避免噪音、粉尘对周围环境的影响;教育工人采取并遵守有关施工和安全的技术法规;教育工人遵守地方治安法规。进场时间和人数根据各施工时期的实际情况进行相应调整。根据确定的现场管理机构建立项目施工管理层,选择高素质的施工作业队伍进行该工程的施工。生活后勤保障工作:在大批施工人员进场前,必须做好后勤工作的安排,为职工的衣、食、住、行、医等应予以
44、全面考虑,应认真落实,以便充分调动职工的生产积极性。(三)机械设备准备工作根据施工进度计划组织施工机械设备进场,机械设备进场后按规定地点和方式布置,并进行相应的保养和试运转等项工作。施工高峰期拟投入足够数量的机械设备。(四)材料需要量计划材料组织计划 材料的供应关系到工程的进度、工程质量优劣问题,同时亦关系到企业的经济效益与发展生存问题。本公司一直以来重视此项工作,把其他重点项目工程的经验应用于本工程当中,同时也结合本工程实际情况保质、保量供应、顺利施工。本工程材料组织工作分采购计划、使用计划两部份工作内容,全面畅通ISO9001:2000质量管理体系的实施运作,狠抓严管,决不放过任何一道控制
45、流程。根据采购员提供材料的品种规格及定购货到场周期,项目部将认真研究、讨论。以工程使用周期结合材料到货周期分析难、易购物品后制订“材料采购计划时间表”,材料员在接到项目部制定的“材料采购清单”后,按计划表的时间、分期、分批采购至工地等一系列工作。对于需订购及定型的材料,采购员需按日期提前完成各项备料工作。分管人员认真深化图纸,明确材料的产地、规格,以及使用位置,结合工程实际使用量,做好预算工作,填写“材料采购清单”。同时担负分配使用、前期购进有疑问的澄清解答工作。材料使用要求项目部负责总调配,按实际用量编制使用分配表,分管人员按控制程序、复查各施工队的领料量与分配量是否正确,杜绝超领、滥用、铺
46、张浪费的现象发生。各施工队领料时,填写领料单,报批后指派2名专职人员领用,当日领取的材料当日使用完毕,保障施工作业平面的程序管理。上述对材料采购、使用计划未尽事宜(如分类堆放、防潮、防腐,成型保护措施等),则按ISO9001:2000质量管理体系实施,对违反纪律行为则坚决按照公司的规章执行。(五)作业条件准备向班组进行计划、质量、技术和安全交底,下达工程施工任务单,使班组明确有关任务、质量、技术、安全、进度等要求。对材料、构配件的质量、规格、数量等进行清查,并有相当一部分运到指定的作业地点。施工机械就位后,应立即进行试运转,做好维护保养等工作,以保证施工机械能正常运行。1.4施工总体布置若我单
