39、ation format notes: bidding agent .-1总论项目名称:县公司废水处理扩建工程;承办单位:县公司;法人代表:建设地点:项目联系人:联系电话:1.1项目概况1.1.1项目由来县位于江苏省北部。县自然资源丰富,是全国十大产粮县之一,全国商品猪生产基地县,全国平原绿化先进县,中国花木之乡,是全省人口最多的一个县份,产业结构主要是以农业为主,种植业是农业经济主要来源,随着农业产业结构的调整,全县工农业产值迅速的发展,境内水陆交通便利,城镇建设初具规模。2007年全县实现工农业总产值267亿元,其中工业总产值197.3 亿元,城镇居民人均可支配收入和农民人均纯收入分别达到
40、8452元和4900元。经济开发区位于县城东部新区,紧临京沪高速公路,地理位置优越。经济开发区原称县工业园区,于2001年8月正式启动建设,江苏省环保厅于2006年6月对县工业园区环境影响报告书进行了正式批复(苏环管200681号文),批复确定县工业园区的范围包括规划的城东工业园区(北区)、城南工业园区(南区)以及该县沂北化工园区(沂北区)。2006年,江苏省人民政府依据国家清理整顿开发区的审核原则和标准的规定,对全省的经济开发区进行清理和整顿,经过审核,2006年4月15日江苏省人民政府正式批准将“县工业园区”升级为省级开发区,同时更名为“经济开发区”。经过数年的前期开发准备工作,经济开发区

42、业不断增多,工业建成区面积连续扩大。相应地,污水处理厂压力也逐渐增大,对接入厂内处理的污水水质要求也逐渐提高,在此前提下,县公司决定对原有污水处理设施进行扩建,以达到新的接管要求。受县公司委托,由x承担县公司废水处理扩建工程的可行性研究报告编制工作。1.1.2项目基本情况(1)建设规模本项目属于在原有企业基础上的进一步扩建完善,其技术改造,建设规模,必须要与企业现有生产规模相对应,废水的处理能力与酒精生产相配套,使之物尽其用,充分发挥效益。按年产5万吨酒精(含2万吨无水乙醇)计算,年污水排放量可达48万吨。(2)厂址及占地面积县公司厂址位于江苏省县经济开发区内,南侧为有限公司,西靠开发区规划道
43、路,东侧为待开发用地,北侧为规划用地。厂区总占地43亩,东西长236m,南北长128m。(3)建设期本项目建设期为方案设计10天,工程设计30天,土建60天,安装60天,调试60天。(4)投资估算及资金筹措本项目总投资为1014万元,原有废水处理设施项目总投资1450万元,废水处理工程项目投资总计2464万元。1.1.3主要建设内容本项目工程建设内容包括污水处理设施主体和基础工程两部分。(1)项目新建土建工程包括水解调配池、EGSB反应器基础、曝气沉淀池、生物接触氧化池、加药反应池、二沉池、污泥池、机房、计量井等。(2)新购置设备51台/套,包括搅拌机、NaOH加药系统、厌氧流进泵、EGSB厌
44、氧反应器、三向分离器、沼气分离设备、中心径流桶、鼓风机、污泥泵、脱水机等。1.2项目承办单位概况县公司原为万顺酒精厂,始建于1982年,位于县万匹镇,年生产能力为2万吨食用酒精,是县重点老骨干企业,固定资产原值2050万元。2004年实现销售收入0.81亿元,利税400余万元。县公司原有职工190人,1992年改制后有职工81人,其中专业技术人员40人,技术力量较为雄厚,在长期的生产过程中形成一套成熟的生产经验和销售网络。公司位于县经济开发区沂北区,南侧为公司,西靠开发区规划道路。公司主要以薯干、粉渣为原料,年产5万吨酒精(含2万吨无水乙醇),主要种类为:95%的食用酒精和99.8%的无水乙醇
45、。1.3 报告书的编制1.3.1编制目的在充分调查研究、评价和必要的勘探资料基础上,达到以下目的:(1)论述废水处理扩建工程项目实施的必要性和重要性。(2)通过分析现有资料,对项目有关的主要要素:如水质、水量、处理标准、处理工艺方案,进行技术可靠性、经济合理性、实施可行性等多方案的综合性研究,以进行方案比较和论证。(3)在论证基础上,提出推荐建设方案,并进行工程方案设计。1.3.2编制原则(1)执行国家关于环境保护的基本国策,遵守国家有关法规、政策、规范和标准。(2)结合环境要求及工厂条件,统一规划,使工程建设与企业发展相协调,减少污水排放对环境造成的污染,最大限度地发挥工程的环境效益和社会效
46、益。(3)考虑公司的实际情况和建设要求,从废水处理达标的角度出发,采用技术先进可靠、高效节能、管理方便的废水处理工艺,在确保处理效果的前提下,尽量减少占地、降低运行费用和一次性投资。(4)按照国家鼓励的产业发展路线、向资源综合利用方向发展。针对公司酒精生产地高浓度有机废水,结合现有废水处理设施,尽可能减少占地面积,确定扩建工艺流程。(5)尽量选用国产先进、高效、节能、运行维护简便的废水处理设备,以节省能源,降低处理成本。(6)因废水处理站区东南面离居民区较近,本工程尽可能采用最新节能技术和设备,降低废水处理站的投资、减少运行成本,同时降低对居民区的影响。1.3.3编制依据1.3.3.1采用的主
47、要标准及资料为保证环境保护和水污染防治这一基本国策的实施,本工程遵守国家有关部门颁布的标准,如下:(1)污水综合排放标准(GB8978-1996)(2)污水排入城市下水道水质标准(CJ3082-1999)(3)室外排水设计规范(GB50014-2006)(4)给水排水工程构筑物结构设计规范(GBS0069-2002)(5)混凝土结构设计规范(GBS0010-2002)(6)低压配电装置及线路设计规范(GBS0054-95)(7)通用用电设备配备设计规范(GBS0054-93)(8)业主提供的资料(9)各有关专业互相提供的基本设计资料。1.3.3.2项目文件(1)项目委托书(2)设计合同(3)国家计划委员会委托中国国际工程咨询公司组织编写的投资项目可行性研究指南试用版。1.4 研究结论(1)县公司作为淮河流域一个重要企业,排放废水对污水处理站造成了一定的压力,加大了污水处理站达标排放的难度。为了减轻公司废水排放对其影响,本着源头治理、综合回收利用,不断减少污染物排放,按照源头治理与末端处理相结合的原则,采用成熟的高新处理技术对企业现有废水各项技术指标达到并由于接管要求。该项目的实施必将产生一定的经济效益,显著的社会效益、环境效益。(2)建设规模年产5万吨酒精(含2万吨无水乙醇)生产废水处理扩建工程,工程设计规模为1600m3/d。
