42、内成熟的先进的工艺技术;(6)配套公用工程及辅助设施的设计方案适当考虑二期复合肥脲基和三期三聚氰胺装置的需要并作必要的优化;(7)项目建设要十分重视环境保护、安全和工业卫生,三废治理、消防、安全、劳动保护措施必须与主体装置同时设计、同时建设、同时投运。污染物的排放不得超过现有老厂规定排放的指标,并保证工厂安全运行和操作人员的健康不受损害;(8)充分依托经济技术开发区的现有条件,合理安排新上装置和搬迁装置的施工、开车顺序,有效地控制工程总投资,加快建设进度,降低产品的生产成本,以使本项目达到较好的经济效益;(9)以经济效益为中心,加强项目的市场调研,按照少投入、多产出、快速发展的原则和工厂设计模
43、式改革的要求,尽或能节省项目建设投资。在稳妥可靠的前提下,实事求是地优化各项成本要素,提高项目的经济效益,增强项目的竞争能力。1.3 项目背景及建设的必要性1.3.1 项目背景四川XX绵阳分公司现有的四套合成氨装置中,有一套是天然气间歇催化法造气、32MPa高压氨合成工艺。该装置技术落后,产量低(设计年产2.5万吨合成氨,实际现在年产量不到2万吨),消耗高,设备陈旧,并且存在重大的安全、环保隐患。2005年底,公司正式批准对该装置进行技术改造。在完成了项目的技术方案选择、初步设计、总平面图布置等工作后,项目的环境影响评价却遇到了难题。由于绵阳城市的迅速发展,厂区周围聚集了大量的住户,新建了商店
44、、市场、幼儿园,生产装置与这些环境敏感点的间距不符合现行国家标准规范的要求,无法通过环评。在这次CCR法合成氨装置技改项目的前期工作中,公司对国家安全、环保方面现行的法律法规,对国家通过环境影响评价来控制化工项目建设的产业政策有了充分理解,并了解了绵阳市的发展规划,结合公司建设百亿XX、百年XX这一宏伟目标,XX绵阳分公司提出了另选新址,新建一套大型合成氨、尿素生产装置,并逐步将现有生产装置搬迁进去。这样既符合国家产业政策,也符合绵阳的城市发展规划,彻底解决绵阳分公司面临的安全环保问题。1.3.2 项目建设的必要性(1) 遵守国家安全环保方面法律法规的需要针对近年来国内严峻的安全生产形势,各级
45、政府采取强有力的措施加强了监管和整治。2002年3月15日,国务院颁布了危险化学品安全管理条例,明确规定:危险化学品的生产装置与居民区等八类场所、区域的距离必须符合国家标准或国家有关规定。对已建成的危化品生产装置不符合规定的,由所在地政府负责监督、整顿,需要转产、停产、搬迁、关闭的,报本级政府批准即可实施。2002年11月1日,安全生产法颁布实施。2004年1月13日,国务院颁布了安全生产许可证条例。2004年9月6日,四川省危险化学品生产企业安全生产许可证实施细则颁布实施,其中第十二条规定:危险化学品的生产装置与居民区等八类场所、区域的距离必须符合国家标准或国家有关规定。否则,不颁发安全生产许可证。据报道,截止去年12月31日,全国有2500个危化品生产企业没有申请到安全生产许可证,这些企业将一律被关闭。近年来,分公司生产区已逐步被居民小区、市场等环境敏感点所包围,企业面临的安全、环保形势日益严峻。现有的生产区搬迁后,符合国家的安全规定。(2) 国家西部大开发的总体战略需要实施西部大开发
