27、宅，层高3.0m，建筑占地面积约5787M2，总建筑面积约6372.84 M2；本工程建筑类别为多层住宅；基础为机械钻孔桩基础，主体结构为框架剪力墙结构；抗震设防烈度为6度，基础设计等级乙级，建筑耐火等级为二级，屋面防水等级为II级，结构安全等级二级，建筑合理使用年限为50年。2、主要参建单位1、建设单位：奉节县祥丰市政建设有限责任公司；2、监理单位：重庆中经建设工程监理有限公司；3、地勘单位：奉节县建筑勘察规划设计院；4、设计单位：奉节县建筑勘察规划设计院；5、施工单位：重庆金渝建设工程有限公司。（二）、工程承包范围1、用地红线范围内的建筑、结构、给排水、电气。（三）、项目主要施工条件 1、
28、水文地质情况本工程位于重庆市奉节县吐祥镇，境内地势南高北低，吐祥镇属典型的山区地貌，山峦起伏，沟谷交错，地质条件较为复杂，全镇地势南高北低，海拔436 1916米，集镇所在地海拔高度820米，呈东西走向的平坝地形。该地区常年降雨量为10001100毫米，属亚热带季风气候，四季分明，春早、夏热、秋凉、冬暖，气候温和，雨量充沛，光照适宜，年平均日照为1800小时，年平均气温为16.6C，常年主导风向以东北风为主。2、构筑物情况项目区内通奉节县建筑勘察规划设计院提供的地勘报告显示，地下无通信线路及天然气等其他管网。项目区周边村民农居较多，距项目50外为奉节县吐祥中学。3、交通及其他情况吐祥镇位于渝东
29、鄂西，东与青龙镇相连，西与湖北利川相邻，南接太和乡，北与云阳县隔河相望。奉利、奉恩公路横贯其中，交通方便。镇内主要河流有吐祥河、石笋河，属长江水系，均不在施工区周边。 4、供电、供水及通信情况施工用电从业主新设变压器引入，极为方便，施工用水可直接引用吐祥镇自来水，而各种有线、无线电话信号强，通讯方便，手机联络信号极强。5、材料供应情况项目区距离奉节县县城约85公里，建筑材料、设备均从县城购买，通过奉恩公路可以直接将工程材料、设备直接运至施工现场。第三章 、施工准备（一）本工程严格按项目组织机构实施项目施工管理，项目经理作为公司法人委托的项目法人对本工程履约、在现场负总的责任，项目经理通过项目经
30、理部对工程进度、质量、安全、文明施工全面负责，项目经理部由项目经理、项目技术负责人组成，下设施工员、质检员、材料员、安全员、预算员、资料员等对整个施工现场进行统一管理、协调，全面履行对业主的承诺和施工合同。（二）主要管理人员职责1、项目经理（1）负责全面履行施工合同及施工过程中与业主监理的接洽。（2）负责施工计划、调度、施工全过程的控制，组织项目定期与不定期质量、安全检查工作。（3）负责项目内外部协调及项目全局工作。（4）负责实施工程成本控制和管理，实施安全生产和文明施工。2、项目技术负责人（1）对本工程质量负全面技术工作，在施工过程中行使质量监督职权，负责向项目经理汇报公司质量情况。（2）组
31、织、贯彻技术现况、施工规范，质量标准在项目的具体实施，主持编制审定项目施工组织设计或项目质量计划以及重点，特殊工程的措施方案，解决施工过程中的疑难问题。（3）负责检测、测量和试验设备的管理和控制工作。3、项目施工员（1）参加图纸会审、技术交底工作，熟悉分管工作的设计文件，施工图纸施工工艺技术、质量标准。（2）按技术规范、规程、标准及工程项目施工组织设计，施工作业文件等的要求和内容组织施工作业、监督有关人员（班组、作业人员）进行施工质量、自检、互检，交接检查，对主管的施工产品负直接责任。（3）遵守安全作业规定，组织有关人员的安全教育，监督安全措施实施，对分管的作业区安全工作负有直接责任，对违反技
32、术、质量、安全操作规程的作业行为要及时制止、纠正，并有权按规定权限处理。4、质检员（1）按国家、行业技术规程、规范、标准、施工组织设计检验和试验有关程序规定，执行材料、设备、工程产品的质量检验工作，熟悉质量检验工作业务，独立、客观、公正地开展质检工作，对所检验的产品质量负直接责任。（2）认真填写质检工作记录，编写规定的质检报告，并签字认可。质检工作结束后，质检记录、报告按规定保存和归档，参加或协助有关部门做好产品检验和试验状态的标识，对质量检查不合格的产品有权禁止放行，对违反规定使用不合格或未检验产品的行为，有权越级上报。5、安全员（1）严格执行国家、行业、公司有关安全工作法规和标准，确保施工

36、施工现场作最后一次详尽的勘察，勘察内容包括建设工程的范围、地形、周围环境、交通运输。（3）项目部与业主联系，做好工程施工前的“水通、电通、路通、通讯通”和场地平整工作。（4）搭建施工区域封闭围墙，围墙高度为2.0米。在主要出入口挂置“六牌二图”。所搭建的临设工程，井然有序，加工房、机具设备房、办公室等按平面布置图建造并符合安全、卫生、通风、采光、防火等要求。（六）施工供水计划1）临时施工用水的水源：该现场的用水水源拟由业主指定的给水管网引入。2）施工现场供水管网布置：根据现场的具体情况，该临时供水管由两条主供水管道供水，分别供楼层施工用水、搅拌场的施工用水、环境清洁用水和生活区生活用水。在施工
37、用水水源的水压不能满足楼层的用水需要时，拟在现场设置施工用水的临时储水池，并设置水泵房，在水泵房内设两台扬程60m的清水离心泵，为楼层施工供水。（七）施工用电及设施安排施工现场用电由甲方专门增设的变电器引入。根据施工供电三相五线制的原则，为保证施工供电的质量，提高施工供电的安全性，避免施工用电事故的发生，结合该施工现场的供电特点及要求，对现场的临时用电进行量的计算和线路布置。结合高峰期时的主要用电设备量，通过对其电力总负荷的计算，总的计算负荷不大于400kVA，根据总的计算负荷，配电房内选用容量200kVA大的低压配电屏二台。采用人工敷设G50钢管垂直接地体和镀锌扁钢水平接地体作配电屏的保护接
38、零。该施工现场供电的电力负荷较大，且电力负荷分布不集中，以有利用电安全、施工方便，结合土建施工总体平面布置图，把该低压线路分多路干线布置，并在施工现场设置多个二级配电箱，以满足施工机械设备用电。本工程的所有三级箱由现场需要进行设置，但所有三级箱均为一机一闸、一漏一箱进行电力控制。动力和照明在二级箱处分开设置，三级箱处严禁动力、照明用电混合使用。本工程的临设照明用电采用铜芯线沿墙配瓷夹、瓷瓶明敷；施工现场照明用电在地面以下的均采用36V以下安全电压进行供电，在地面上的照明用电采用三芯线电力电缆进行供电，以达到用电安全、可靠。第四章、施工部署第一节、总目标1、工程质量目标 我们将精心组织施工，确保
39、工程质量按国家验收标准GB503002001建筑施工质量验收统一标准一次验收合格，并达到建筑优良工程标准。2、施工工期目标经我们认真讨论以及我们施工同类型工程的经验，采取科学合理的工序安排、穿插和抢工期措施以及采用新工艺、新技术、新材料、新设备，我们承诺施工总工期控制在360天以内，比业主要求工期提前30天全部施工完毕并交会使用。3、安全文明施工目标安全文明施工是加快工程进度，提高工程质量起主要作用，同时也是展示公司形象体现项目综合管理水平的重要工作内容之一。我们将根据国家、市有关安全、文明施工标准要求，层层落实责任，分片包干，实现达“安全文明施工工地标准”；在整个施工过程中，无重大安全事故。
40、4、环境保护目标本工程按国家有关规定，做好环境保护工作。施工队伍入场后，首先沿建筑四周挖排水临时明沟，遇基础绕开，其深度不小于300mm，在本工程施工范围内设置沉砂井、集水井，容积控制在15m3，深度1.5m左右，将地表雨水和施工用水有组织地导入沉砂井，采用水泵排入业主方规定下水道，并设专人一人负责每天清理沉积泥砂和排水工作。施工用燃料选用天燃气，无天燃气选用液化气，并采用节能灶。严禁在施工现场焚烧油毡、橡胶、塑料、皮革、树叶、枯草等会产生有毒、有害烟尘和恶臭气体的物质。设专人负责对驶出施工现场的车辆车轮进行清洗并检查装载物（土石、垃圾等）是否稳妥，还负责施工现场出入口的清洁卫生，以免污染环境
41、。第二节、施工总部署2.1施工布署总体指导思想我们将以“一流管理、一流质量、一流速度、一流服务”为主导思想，严格按照双方签定的建设工程合同的规定，并将其作为我公司的重点工程，集中我公司优势资源；对合同范围的工作内容按“项目法”进行科学管理和精心组织施工，确保该工程施工达到高速优质，并承诺按期交付给业主。为此，我们精心安排：2.1.1组建最佳项目管理领导班子，全面履行对业主的承诺和本工程的施工承包合同。2.1.2认真搞好施工准备，创造良好的施工条件和内外部良好环境。2.1.3实行动态的目标管理制度，围绕方针目标开展动态管理，并层层落实。2.1.4按ISO9002标准建立全面质量管理体系，以此为中
