12、adult occupants of forward-facing or rearward-facing seats in vehicles of categories M and N. 1/本法规适用于M 类和N 类车辆的前向和后向座椅用于成年乘员的安全带安装固定点(1)。2 DEFINITIONS2 定义For the purposes of this Regulation,就本法规而言：2.1 Approval of a vehicle means the approval of a vehicle type equipped with anchorages for given type
13、s of safety-belts;2.1 “车型认证”指对装有指定安全带安装固定点的某一车型的认证。2.2 Vehicle type means a category of power-driven vehicles, which do not differ in such essential respects as the dimensions, lines and materials of components of the vehicle structure or seat structure to which the anchorages are attached and, if t
14、he anchorages strength is tested according to the dynamic test, the characteristics of any component of the restraint system, especially the load limiter function, having an influence on the forces applying to the safety-belt anchorages.2.2 “车型”指在以下主要方面没有差异的一类车辆：1 连接安装固定点的车辆或座椅结构件的尺寸、方向和材料；2 如果作了动态试
15、验，所有对安装固定点受力有影响的约束系统部件的特征，尤其是加载限制装置。2.3 Belt anchorages means the parts of the vehicle structure or the seat structure or any other part of the vehicle to which the safety-belt assemblies are to be secured;2.3 “安全带安装固定点”指车辆或座椅结构零件上，或所有用于连接安全带总成的车辆零件。2.4 Effective belt anchorage means the point used
16、to determine conventionally, as specified in paragraph 5.4., the angle of each part of the safety-belt in relation to the wearer, that is, the point to which a strap would need to be attached to provide the same lie as the intended lie of the belt when worn, and which may or may not be the actual be
17、lt anchorage depending on the configuration of the safety-belt hardware at its attachment to the belt anchorage.2.4 “实际安全带安装固定点”指能够按照常规确定的点，且安全带每个零件相对于佩带者有如第5.4条描述的角度，即当织带与该点连接时能提供与安全带佩带时的应有位置相同的位置，该点可以是也可以不是实际的安装固定点，这取决于安全带部件与安装固定点连接的布置。2.4.1 For example, in the case2.4.1 例如在下列情况下：2.4.1.1 where a s
18、afety-belt incorporates a rigid part which is attached to a lower belt anchorage and which is either fixed or free to swivel, the effective belt anchorage for all positions of seat adjustment is the point where the strap is attached to that rigid part;2.4.1.1 安全带包括有刚性零件，而且此零件连接于下部安装固定点时，无论零件可否旋转，所有座
19、椅调节位置的实际安全带安装固定点都位于织带与此刚性零件的连接点；2.4.1.2 where a strap guide is used on the vehicle structure or on the seat structure, the middle point of the guide at the place where the strap leaves the guide on the belt wearers side, shall be considered as the effective belt anchorage; and,2.4.1.2 车辆或座椅结构上使用了织带导
20、向件时，实际安全带安装固定点应位于安全带佩带者一侧织带离开导向件位置的中点；2.4.1.3 where the belt runs directly from the wearer to a retractor attached to the vehicle structure or the seat structure without an intervening strap guide, the effective belt anchorage shall be considered as being the intersection of the axis of the reel for
21、 storing the strap with the plane passing through the centre line of the strap on the reel;2.4.1.3 安全带直接从佩带者到车身或座椅结构上的卷收器而没有中间导向件时，实际安全带安装固定点应 位于卷轴轴线与通过织带中心线的平面的交点。2.5 Floor means the lower part of the vehicle body-work connecting the vehicle side walls. In this context it includes ribs, swages and

Seat means a structure which may or may not be integral with the vehicle structure complete with trim, intended to sea

28、带安装固定点和受影响的车身部件的类型和尺寸。2.11 Seat anchorage means the system by which the seat assembly is secured to the vehicle structure, including the affected parts of the vehicle structure;2.11 “座椅安装固定点”指把座椅总成固定于车身结构上的系统，包括受影响的车身部件。2.12 Adjustment system means the device by which the seat or its parts can be ad
29、justed to a position suited to the morphology of the seated occupant; this device may, in particular, permit of:2.12 “调节装置”指能够调节座椅及其零件到适合乘员形态位置的装置；此装置应允许：2.12.1 longitudinal displacement;2.12.1 纵向位移；2.12.2 vertical displacement;2.12.2 垂直位移；2.12.3 angular displacement;2.12.3 角度位移。2.13 Displacement sy
30、stem means a device enabling the seat or one of its parts to be displaced or rotated without a fixed intermediate position, to permit easy access to the space behind the seat concerned;2.13 “移位装置”指能够使座椅或其中的零件移动或转动且没有中间位置，允许轻易到达所述座椅的后 部空间；2.14 Locking system means any device ensuring that the seat an
31、d its parts are maintained in any position of use and includes devices to lock both the seat back relative to the seat and the seat relative to the vehicle.2.14 “锁止装置”指能够使座椅或其零件保持任意使用位置的装置，包括座椅靠背相对于座椅锁止装置和座椅相对车身的锁止装置。2.15 Reference zone means the space between two vertical longitudinal planes, 400 m
32、m apart and symmetrical with respect to the H point, and defined by rotation from vertical to horizontal of the headform apparatus, as described in Regulation No. 21, annex 1. The apparatus shall be positioned as described in that annex to Regulation No. 21 and set to the maximum length of 840 mm.2.

34、 collision.2.16 胸部加载限制装置在汽车发生碰撞时，能够限制作用于乘员胸部约束力的车身、座椅或安全带上的任何部件3 APPLICATION FOR APPROVAL3 认证申请3.1 The application for approval of a vehicle type with regard to the belt anchorages shall be submitted by the vehicle manufacturer or by his duly accredited representative.3.1 用于安全带安装固定点的车型认证申请应由制造厂或其正式指
35、定的代理人提出。3.2 It shall be accompanied by the undermentioned documents in triplicate and by the following particulars:3.2 申请时应附有下列文件一式三份，以及有关详细说明：3.2.1 drawings of the general vehicle structure on an appropriate scale, showing the positions of the belt anchorages, the effective belt anchorages (where a
36、ppropriate), and detailed drawings of the belt anchorages and of the points to which they are attached;3.2.1 比例合适的车辆结构图纸，要表示出安全带安装固定点的位置，实际安全带安装固定点的位置（在恰当的地方），以及安全带安装固定点和其连接点的详细结构图纸；3.2.2 a specification of the materials used which may affect the strength of the belt anchorages;3.2.2 影响安全带安装固定点强度的材料

38、ment and locking systems;3.2.4.1该车型座椅、座椅安装固定点及调整和锁止装置的设计详细说明；3.2.4.2 drawings, on an appropriate scale and in sufficient detail, of the seats, of their anchorage to the vehicle, and of their adjustment and locking systems.3.2.4.2 该车型座椅、座椅安装固定点及调整和锁止装置的足够详细的图纸。3.2.5 evidence that the safety-belt or t
39、he restraint system used in the anchorages approval test complies with Regulation No. 16, in the case where the car manufacturer chooses the alternative dynamic strength test.3.2.5 若制造厂家选择动态试验，应出具安全带安装固定点认证试验所用安全带或约束系统满足16 号法规要求的证明。3.3 At the option of the manufacturer, a vehicle representative of t
40、he vehicle type to be approved or the parts of the vehicle considered essential for the belt anchorage tests by the technical service conducting approval tests shall be submitted to the service.3.3 制造厂应给认证试验部门提供该车型的样车或安全带安装固定点试验所需的基本零件。4 APPROVAL4 认证4.1 If the vehicle submitted for approval pursuant
41、 to this Regulation meets the relevant requirements of this Regulation, approval of that vehicle type shall be granted.4.1 按照本法规提交的认证车型，如果满足本法规的相关要求，则应批准该车型的认证。4.2 An approval number shall be assigned to each type approved. Its first two digits (at present 05, corresponding to the 05 series of amend
42、ments) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same number to another vehicle type as defined in paragraph 2.2. above.4.2 对于每一种认证批准的车型，应
43、授予一个认证号。前两位数字代表认证发布时的最新修订系列号。认证部门不能将同一认证号授予上面2.2 条所述的不同车型。4.3 Notice of approval or of extension or refusal or withdrawal of approval or production definitely discontinued of a vehicle type pursuant to this Regulation shall be communicated to the Parties to the 1958 Agreement which apply this Regula
44、tion by means of a form conforming to the model in annex 1 to the Regulation.4.3 按照本法规对某一车型作出的认证批准、认证拒绝、认证扩展或正式停产，均应以通知书形式送达4.4 There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Re
45、gulation an international approval mark consisting of:4.4 在获得本法规车型认证批准的每一辆车上的适当位置，可加一明显的国际认证标志，此标志构成如下：4.4.1 a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval; 2/4.4.1 在一圆圈中间加大写字母“E”，并附有认证的国家代号(1)。4.4.2 the number of this Regulation, to
