4、ufacturing and quality control people.3. 內容Content3.1權責Authority 3.1.1.各站領班、組長:負責定人員技能訓練項目計劃、教材並執行。Each station manager:responsible for making the skill training plan and teaching material and performing the plan.3.1.2.單位主管:負責教育訓練資料及成效考核審核。Manager:responsible for the evaluation of educational traini
5、ng and audit. 3.1.3.品保處:負責作業人員技能檢定考試與日常品質稽核。QA department:responsible for the test of employees skills and daily quality audit.3.1.4.實務操作則依據限度樣品來測試。According to the limits sample for the test of practical operation.3.1.5.人資部:負責新進人員報到訓練,臨時卡與技能識別卡核發。Human resource department:responsible for the traini
6、ng of new employees and issuing the temporary card and skill identification card .3.2 定義 Definition3.2.1.臨時卡:新進及未經技能識別檢定考試合格人員所佩帶之卡片。Temporary card:the card for new employees and people who pass the skill test.3.2.2.技能卡:人員經技能檢定考試合格者,核發派帶之卡片。Skill card:the card for people who pass the skill test.3.2.
7、3. 品質測試(實務及筆試)分數達90分(含)以上者為合格。而當站人員的專業技能測試分數必需達100分者為合格The qualified score for quality test(include practical operation and written test)are above 90(include 90)points. And the qualified score for test of the professional skills of the station employee are 100 points.3.2.4.筆試及實作皆通過考核合格者,核發技能識別卡。Issu
8、e skill identified card to whom pass the written test and practical operation test.3.2.5.三個月內的臨時工由產線負責教育訓練。PD is responsible for educational training of temporary employees within three months. 3.2.6若有製程異常或客訴問題時,除有當站主管進行宣導,需不定期納入技能考核內。 If there are manufacturing process abnormality or guest telling
9、a problem, in addition to when the station supervisor carries on guiding and need to uncertain expect to bring into technical ability to investigate inside。 3.2.7為能確保作業人員資格一致性,於補考作業時,出題人員必須有不同之鑑定作業。 Personnel for canning ensure homework qualifications consistency, while making up exam homework, maki
10、ng out questions the personnel has to have different consultation homework。3.3新進人員報到訓練New employee check-in training3.3.1.由人資部對基礎認知進行訓練與考試,時間1-3天。 Human resource deportment holds the basic recognition training and exam. Duration:1-3 days.3.3.2訓練教材與考試題目事先由產線主管提供,制定成標準教材使用。 Production manager provides
11、 training material and testing questions and establish them as a set of standard teaching material.3.4.新進人員在職訓練New employee on the job training3.4.1.新進人員進入部門單位後,應立即制定技能教育訓練計劃表,並經領班與 部門主管簽核確認後,將資料提供人資部申請臨時卡,新進作業人員需佩帶臨時卡 始可上線實習。After new employees join the department, a skill-training plan has to be s
12、et up.Furthermore, after the confirmation with supervisor and department manager, new employee has to wear the temp card to practice on the production line.3.4.2.支援人員在上線作業前需有支援人員教育訓練計劃,經領班初步考核與部門主管簽 核同意後始可上線作業。Support staff should be trained before supporting on the production line. After supervisor
13、s initial test and department managers agreement, they can start to work on line.3.4.3.佩帶臨時卡人員及支援人員所生產之材料,需經PQC加嚴檢驗。PQC之作業人員則 須由領班等主管人員加強督導。The material produced by the people who wear temp card should be inspected more strictly by PQC. The PQC operators should be supervised more severely by supervi
14、sor.3.4.4.臨時卡期限兩個月,新進人員需在兩個月內完成技能教育訓練,向品保PQC主管申 請技能檢定考試並通過考核。PQC作業人員之檢定除由領班組長考核外,並須經由 課級或以上主管簽核同意The temp card is used for only two months. New employees should finish their skill training within two months and pass the skill testing held by PQC manager. PQC operators should not only pass the test b
15、y supervisor but also need the agreement from the upper supervisor or manager.3.4.5. 人員之訓練記錄與考核分數須記錄於技能教育訓練記錄表Personnel training record and the testing scores should be recorded in the skill training record form.3.5.技能檢定申請Skill testing application3.5.1時間:新進作業人員到職三個月內須提出;在職人員每滿一年須提出。 Time:New employe
16、es should propose within three months and the people are on the service should propose every year. 3.5.2方式:Method 3.5.2.1.製造部作業人員須由單位主管負責事前提出,向PQC主管申請檢定通過後,PQC主管於教育訓練計劃表上蓋章確認。 The training for operator of the manufacturing department should be proposed by the department manager. After they pass the
17、test by PQC manager, the manager of PQC should stamp on the training form. 3.5.2.2. PQC作業人員由PQC主管負責事前提出,向品保單位主管申請檢定通過後,品保單位主管於人員技能教育訓練計劃表上蓋章確認。 The training for operator of PQC should be proposed by PQC manager. After pass the test by QC department manager, QC department manager should stamp on the
18、training form. 3.5.2.3.考核未達標準者,由主管重新安排教育訓練,於三天內再行補考,超過三次不合格者,調離該站之職務。 People who do not pass the test should be rearranged training by manager and resit within three days. People who fail three times should leave the job. 3.5.2.4作業人員每年資格鑑定考試記錄須登記於人員資格鑑定考試一覽表備查。 The testing record should be recorded
19、in the “personnel qualification test form” for future reference. (Attachment 3) 3.5.2.5 如欲申請多項技能檢定卡,須另行通過該項的鑑定考試。 If went to apply for polynomial skill card should be passed the nape appraisal test.3.6.技能識別卡核發Issue skill-identified card3.6.1作業人員經測試合格後,用人單位影印一份經技能檢定主管簽核之技能教育訓練記錄表,向人資部申請核發技能識別卡,並經用人單位
20、主管與品保主管蓋章簽核後生效。 After the operators pass the test, the department should copy a “skill training record” which is sighed by the testing manager and apply for the skill-identified card from HR department. The card will become effect after the stamp of the department manager and the QA manager. 3.6.2 因
21、生產單位工作需要,作業人員有需要臨時借調者,用人單位須依規定對調用人員進行相關訓練與技能檢定,方可上線工作。調用之人員歸站時,原用人單位須確認人員之技能後,使可上線工作。 Due to the need from production department, operators could borrow temporarily when needed. The department should perform the related skill training and test to allow employees to work on line. When operators retur
22、n to their normal job, the department should make sure the operators skill is qualified so they can work on line. 3.6.3作業人員須每年重新依規定鑑定考核。 Operators have to reapply the skill test for every year.3.6.4因工作需要,作業人員須具備多站別技能者,相關訓練與技能檢定亦須相同,始可向人資部申請多張不同之技能識別卡。 Due to the need of work, operators who need seve
23、ral skills in different stations should follow the same step as 5-4-3 and apply for several skill-identified card from HR department.3.6.5. 品保針對產線製程作業作不定期抽檢,如有任何稽核不良,則該作業員技能卡需取消。Nonscheduled sampling to production line by QA,If there are failure of audit,the technical card of operator will be cancel
24、led.3.6.6 作業人員須每滿一年進行一次相關站別的技能培訓,對其技能重新鑑定考核。 Operators have to skills training at the station every year, and reapply the skill test. 3.7.技能識別卡樣式Form of the skill-identified card3.7.1臨時卡:白底黑框 Temp card: white base with black frame 3.7.2技能識別卡依站別顏色區分(附件四)。 Skill-identified card differentiate by statio
25、n color AM站:白底藍框 AM station: white base with blue frame. AB站:白底藍框 AB station: white base with blue frame. 封膠(壓模)站:白底紅框 Mold station: white base with red frame. 後測站:白底綠框 Test station: white base with green frame. 晶片切割站:白底橘框 Dicing station: white base with orange frame. QC人員:白底黃框 QC personnel: white b
26、ase with yellow frame.3.8.人員訓練考核相關文件需保存三年,以備查核。 The related document of personnel training should be reserved for three years for reference.3.9.教育訓練內容 Training contents:3.9.1.產線作業人員:依照各產線主管及領班所制定的訓練內容作訓練。Production operator : According to the contents made from production manager.3.9.2.品保PQC作業人員:依照下
27、列訓練內容。The PQC operator : Follow the contents bellow.3.9.1.ISO9001/QS9000相關要求教育訓練。Training of ISO9001/QS9000 requirement.3.9.2.ISO14001相關要求教育訓練。Training of ISO 14001 requirements.3.9.3.產線表單與表格的稽核。Audit of production forms.3.9 .4.各站檢驗規範教育訓練。Training of testing standard for each station.3.9.5.各機種SOP作業指
