19、织抢修，尽快恢复线路正常运行。中雨以上，现场安检人员要每小时冒雨检查工地一次，发现积水要及时组织人员疏通。一旦出现塌方，危及行车安全时，执行先防护后处理的原则组织现场抢修。需放在防洪防断箱内的信号、工具备品一定要放在防断箱内，其他备品放在防断箱附近，分类堆码。3设备防洪防断防胀检查（1）加强防断手工检查要加强职工业务学习，使职工熟知设备伤损标准，能熟练掌握手工检查设备的技能。在施工前对立交工地线路上的钢轨、夹板包括路基进行一次全面检查，保证线路畅通并做好记录，并把检查结果向项目总工或者安全负责人汇报。（2）日常检查防护员要坚持每日施工前后检查的制度，注意检查钢轨、夹板、路基的变化情况和路基是否
20、裂缝，对钢轨夹板的伤损标记和路基有裂缝的地点要重点观察监视，并做好检查记录，有变化情况立即通知现场负责人，并采取有效控制措施。（3）施工中每小时测温一次，做好记录，随时注意观察。如果发生异常，如：碎弯、方向不好、一侧枕木头有缝、枕木底有空、几何尺寸超限，要停止作业，采取必要的措施，进行处理。在轨温超过47C（锁定轨温为37C）时，严禁进行线路作业，必须采取降温措施。对施工范围内轨缝进行调查，并对瞎缝进行处理。在施工过程中当D型梁安装处出现连续3个瞎缝时，必须采取降温措施。四、慢行防护人员安全注意事项（1）工程开工前，施工负责人组织施工的全体职工、劳务工学习工务安全规则、桥隧建筑物大修维修规则、
21、线路维修规则及线路大修规则的相关内容。树立“安全第一”的思想，并指派经培训合格的职工担任施工防护员。（2）防护员严格遵守劳动作业纪律，要按工务安全规则第2.2.14条和第2.2.16条的要求办理防护手续，按章作业。并要做到：班前及班中不得饮酒；带齐防护备品，当班精神要集中，不得干与工作无关的事，按章作业；无防护员在现场，不得施工；防护员不得擅自脱离岗位，如有特殊原因必须离开时，必须待接班人员到达后方可离岗。对影响整个工程施工质量的关键工序，施工负责人不在现场禁止作业。班中要做到“三勤”，即“嘴勤”、“眼勤”、“手勤”；来车时要及时通知施工人员下道避车。每天下班前安全负责人对线路设备进行一次安全
22、检查。结果纳入施工检查记录。（3）施工安全负责人每天作业前要对职工及劳务工进行一次安全教育，明确责任及其分工。对比较关键的作业项目，必须安排业务熟练、责任心强的职工或劳务工担任，以便工程紧张有序的进行。现场技术员每天认真填写施工日志，实事求是的做好记录，随时掌握工程进展情况。设线路检查记录本，由专业线路工每2小时检查一遍，对超限处及时整改，下班之前，防护员要对点内的线路设备进行一次安全检查，发现问题要及时处理，不留尾巴，并做好记录。安全负责人交接班时，要交代清当天的施工进展情况，以及需注意的施工环节等有关工程的一切事项，并相互签认。（4）搬运即装卸现场用料时，劳务工要听从现场带班职工的指挥，动
23、作一致，以免砸伤手脚，夜间施工需配备充足照明设备。穿越铁路时要做到“一站”、“二看”、“三通过”。在无缝线路区段施工时，使用的各种机具必须有绝缘装置，严禁将金属工具搭入两股钢轨上。鞥五、线路开通常速前的整修检查与验收确认框架施工完毕后，及时补充道砟，过渡段处理、附属工程等，按规定时间进行养护，然后会同工务部门共同检查验收，并办理撤消要点计划。尽快恢复线路，解除慢行。恢复线路在确保行车安全条件下进行，在拆除加固设备前按需要备足道碴和上碴工具，撤一根横梁换一根钢筋砼枕，拆除横梁时需间隔拆除，随即补充道碴捣固，线路恢复正常时，拆除纵梁。全部拆除撤换完毕后按线路维修要求达到标准后会同工务部门验收，合格
