2、、施工现场设专职安全员，施工员，工段兼职安全员组成的群众结合的安全施工保证体系，严格执行安全规定，戴好安全帽、不准穿拖鞋。22、冲击碾压范围外的K12+100；K12+800处应有醒目的“前方施工，车辆绕行”等安全标识，禁止无关车辆与人员出入。在不断绝交通的情况下采取专人指挥交通，设置交通标志。2.3、所有施工车辆保证始终处于完好状态，所有机械操作及驾驶人员进行施工程序及操作细则学习，确保车辆驾驶、施工安全。2.4、对施工现场不具备安全生产条件，有权建议改进，对违章指挥，强令冒险作业，有权拒绝执行，对危害生命安全和身体健康的行为，有权提出批评、检举和控告。2.5、对因违章操作、盲目蛮干或不听指
3、挥而造成本人及他人人身伤害事故和经济损失承担直接责任。3、施工机械安全防护措施31、作业前，操作人员首先熟悉施工现场，听取施工技术人员现场交底和熟悉安全操作规程等注意事项；32、作业前，应对机械状况作详细检查，严禁机械带病作业；33、机械作业时严禁人员上下，驾驶室内不得超员驾驶室外严禁搭乘人员；34、严禁机械超荷载作业，不得随意扩大机械使用范围；35、机械在试验段作业时，有专人指挥。指挥人员应站在距作业地点5m至10m的安全地带，便于操作人员看清地方。操作人员只能受一个指挥人员发出的规定手势信号，当看清手势信号后方能作业；36、在施工遇下列情况应立即停工：施工标志丢失、防护设施毁坏失效时；强对
4、流天气雷雨大风天气时；夏季气温超过40时；待恢复作业安全后，方可继续施工；37机械在下坡时严禁空档滑行，在陡坡上严禁换档掉头。在山丘弯道或斜坡上行驶时，应降低行驶速度；38、在边坡、沟边作业时，应与边沿保持一定距离，使轮胎压在坚实的地面上。4、施工机械安全操作规程（1）施工机械操作人员须取得操作证，严禁无证操作施工机械，不准将施工机械交给无本机操作证的人员操作，对施工机械操作人员要建立档案，专人管理。（2）施工机械操作人员操作机械施工时必须听从现场专业工程师的指挥。不能盲目、胡乱操作。（3）施工机械施工时，现场施工人员必须与其保持不小于10米的安全距离。（4）施工机械操作人员必须按照本机说明书

7、配合人员和通过人员必须在安全区6、夏季及夜间施工安全措施1夏季安全措施1.1防大风措施本标段特殊路基强夯工程集中在夏季七八月份完成。每年的夏季七八月份为雷雨大风等强对流天气多发期。风力大，工程施工受风害的影响。为保证全体施工人员的生命及财产安全，本标段制定以下几个措施：开工前，项目部组织对参建的所有员工进行“大风天气安全施工”知识讲座，同时组织现场所有施工人员进行大风天气施工紧急疏散和安全隐蔽预演。与当地气象部门联系，收听天气预报，及时掌握气候变化的情况，做好防护措施，在大风到来之前进行全面检查。作业面上易被大风吹落的机具和材料，采用可造的措施固定，如与建筑物绑劳或者采用密闭容器盛装。作业过程
8、中若突遇大风，应按照预定的安全隐蔽原则，选择现场临建背风处作为隐蔽场所，根据天气情况，在风力较弱和能见度较高的情况下转移到安全的地点。大风之后可能会给机械设备等设施带来潜在的安全隐患，项目部将会在大风之后立即组织人员进行机电设备、防雷接地、外架稳定性等方面进行全面检查，保障安全生产。1.2防洪措施每年的夏季，是本地的雨季，对本工程实施造成危害。开工前，根据现场具体情况，编制实施性的防洪抢险计划，提交甲方和监理工程师审查批准后实施。与当地气象、水文、水利等部门取得联系，及时获得气象预报，掌握汛情，以便合理地安排和指导施工。组建以项目经理为组长的防汛抢险领导小组，制定防洪防汛制度，设专人值班，全面
9、组织灾情预防和抗洪抢险工作。在抗洪抢险领导小组统一领导下，各施工队选择技术状态良好的机械设备、车辆担负抗洪抢险任务。担负抗洪抢险任务的机械设备和车辆要由思想进步、技术全面、过硬、身体健康的人员驾驶。各施工队应正确处理好生产与抗洪抢险的关系，在正常情况下积极完成生产任务，紧急情况下，必须听从调动，奔赴抢险，完成抢险任务。内部各单位间及外部联络通信工具要保持畅通，同时配置必要的抢险物资和人员，做好事故应急处理预案工作。做好施工防范及路基施工中的各种临时防排设施，保持排水沟渠的畅通，对影响施工的运输道路，要及时进行改善、整修和加固；对常用的主要材料、工具要在雨季之前备足，并增建必要的防雨防洪措施；对
