3、项的必要性及需求分析1项目的意义汽车排污已成为大气污染的主要根源 ，在城市控制汽车排污已成为环保工作的重中之重。为此，世界发达国家花巨资研究开发电动车，实行政府补贴，鼓励生产、使用电动车。我国电动车研究开发已接近世界发达国家水平，部分核心技术处于世界领先水平，产业化基本处于同一起跑线。国家在“十一五”规划中，把电动车的研发列为重大项目之一。湖北省科技“十一五”规划纲要中也把电动车的优先发展作为科技发展的重中之重。2项目实施的基础条件我公司有多年的汽车制造经验，近几年来与国内多家电动车公司，如东风电动车股份有限公司、北京新日电动车公司，圣宝龙电动车公司以及湖北兰岳电动车公司进行合作开发新产品，配
